After the death of Herzl, doctor "Chaim Weizmann", Russian Jewish Zionist, became the head of the World Zionist Organization and left Russia and hurried to England, especially after he was informed that Scientists Conference in London in 1907 CE had terminated to what a fate. In there he worked as a professor of chemistry at the University of "Manchester", and it was there where he contacted with British statesman including: "Lord sesyl Jerry", "Winston Churchill", "Lord Balfour '', "Herbert Samuel ", and others and began lobbying to prepare a groundwork for the creation of a" homeland "for the National Housing and localization of the Jews in Palestine, and he play the role of a contact bridge between the Zionists and imperialists. In this special point of history, political and martial situation of the world helped Zionists the most so that they can stand on their own feet and find adequate power and ability, as conflict and contrast between colonialist countries had reached to peak in that time, and the World War I was actually a colonial war. Therefore, Zionism found a terrifying financial ability and power, and that is why they were always looking for appropriate chance among all those complicated events of international relations and finally the critical time happened.
Hence, Zionism must join one of the two camps in fighting on the global stage so that finally in the moment of triumph of one over the other, he can earn his specific license!
It is surprising that the Zionist movement at one time tried to communicate with both warring camps in the war (Axis and Allies), therefore, at the same time that "Chaim Weizmann" devoted extraordinary efforts to have the promise of a national home for the Jews in Palestine from " allied " with the participation of France, Great Britain, Russia, Belgium and ..., other Zionist leaders had a greater effort to receive the promise from" allies " with the participation of Germany, Austria, Hungary and ... that in case of victory of any over the other one, they can achieve their goals. So it was the same as well, as the Prime Minister of Turkey, "Talat Pasha", issued a statement which German Foreign Minister later confirmed it in 1918 CE and gave official promises to establish a Jewish homeland in Palestine. Hence we can say that the Zionists in the throes of World War I and queuing of two fronts of the battle, obtained conflict (Axis and Allies) for the occupation of Palestine, but at the same time with the Allied victory, statement of "Balfour" came to the scene, and Turkish-German promise was erased from the map of the political entity at that time with Allied victory.
During the following years, the leaders of the Zionist movement, followed their colonial plans based on action to the real policy, of course, the situation at that time helped them (the Jews), so the penetration and domination of the Zionists in Palestine after World war I (1914-1917 CE.) made an impressive progress, especially after the arrival of Britain's army to Jerusalem by commandeering of Gen "Lenby" in 1917 CE who actually had posed the Fathers of Crusader era, at the beginning of getting the holy city, Lenby, expressed his Cross king like dreams, "Richard heart of a lion", in this way: "Today Crusade was finished! "
In this period of time and while Zionist movement leaded by Herzl had failed in gathering Jews in Palestine due to disagreement of Ottoman State, the life of Ottoman state came to end, and Arab world and Palestine land, in which Zionism regime was supposed to be established, were separated apart from the Empire.
Contemporary historians do not share same ideas about the causes and motivations that led Great Britain to the Balfour Declaration, but they have expressed different practices and ideas in this regard. But I do not advise to check all the details they had spent time on, because I see the gist in this point that the main objectives of the Balfour Declaration, in fact are the same purposes of the colonizers, especially the realization of greed and avarice of Great Britain, and the plundering of charity, blessings, resources and interests of regional nations, especially that Great Britain noticed the point that the Jews are the only friends that he can be trusted in Arabic region, because the Zionist movement is an English movement from the beginning of the birth of the movement, not just Jewish!
Outcomes associated with the Balfour Declaration
Balfour declaration can be considered as cruel and intense hit that England made to Arabs and their new movement through giving Palestine to the Jews and supporting them with all his power.
Right from the moment they came to the land of Palestine, the British colonialist opened the gates of Palestine to Jewish immigration and gave a warm welcome to "Wiseman" and other Jewish leaders and encouraged them to fulfill their hopes and aspiration.
Thus, in the first day of July, 1920 CE Military rule was ended in Palestine, and instead, civil government began with the participation of the High Representative of the UK, "Herbert Samuel" who was a Jewish-Zionist and was British Foreign Secretary in 1916 CE. He received his mandate from the British government on that day. We should not forget that the Jewish-Zionist English representative was very clever and artful, yet evil, and wicked. However, he was attributed to the tribe of Jews and felt compassion and tolerance about the Zionist movement, but at same time knew protecting the interests of Great Britain in the first order of importance, so his policy, was both faithful to the Balfour Declaration and the establishment of a national home for the Jews in Palestine and had stories with the head of Arabic nationalist movements. Thus, immediately after the establishment of Herbert Samuel in his new position, only in the first year he let 16,500 Jewish immigrants to enter Palestine.
Basically, appointing him as "High Representative of the Government of Great Britain in Palestine" was mostly for the reason to evoke emotions and feelings of Jews in favor of British about their (Jews) return to Palestine from all over the world at the time and that the "promised land" and the holy land (Palestine) has been ruled by Jews eventually, until the issue cause the Jews immigrate to Palestine with growing enthusiasm and interest.
In this relation Samuel has some statements in which he says: " truly the policy of great Britain and the majesty is based on the point to encourage Jews to emigrate to Palestine so that they will conquer the land, and the possibility of establishing a Jewish state in Palestine be provided for them."
As noted, the High Representative of the UK, from the first day that entered Palestine acted exactly according to premeditated plan; therefore, first he established a government system titled "British colonial office" to prepare Jews gradually to have the control of issues in their hands, and the Britain government also helped the preparation for ruling over Palestine.
