He, after a long delay, resumed his political activities and after re-establishment of this intellectual association in Odsa tried collecting related documents to the Jews and their history in Russia. Pinscher by changing a reverse outlook resorted to Zion and focused his attention to organizing and improvement of the Jews' migration and to this end; he guided a movement under the issue of Russia to Zion lovers.
in this regard, in the book of " the roots of crisis in the Middle east " has been mentioned that this movement supports migration to Palestine and in this relationship disclosed the sufferings of the Jews in the government of Tsar and soon afterward, the branches of this movement was established in all over the Russia, Poland, Romania and the England also, along with these activities some organs were established to buy land in Palestine. World Zionist Organization:

The designer and architect of this organization was in fact Theodor Hertzel; he played the role of a connecting bridge between non-Jewish Zionism and Jewish ones. Hertzel who is in fact the founder of the political Zionism and organizer of the first Zionist Congress in the Swiss city of Basel in 1897 , had a secular character who was thinking for a long time to integrate Jewish communities in other European nations that's why to this reason, he, during the pilgrimage of Jerusalem , violated many Jewish religious rituals and refrained to circumcise his only son who later(apparently) , converted to Christianity . When he was first lecturing in the Congress of Zionism, the religious phrases that should be stated in Hebrew language; he had written them in Latin alphabet, because he didn’t know Hebrew. He has written in his memoirs that I said to the Grand Rabbi [rabbi ] of London and Grand Rabbi of Paris Zadoq Cohen that I have no religious motive in my job though I respect ancestral beliefs.
He introduces in his personality, and secular objectives in his famous book called "Jewish state" as follow: we will release everyone who wants to move as they want as well as save their life as they want. If religious dominants want to interfere in the way of the sate's affairs, they will face our resistance as well as our tough opposition. We'll never allow tendencies of the Jewish clergy to interfere in our leadership and we will try to keep our clergies in the range of temples, as we keep our armies in military barracks and when our clergymen and our troops try hard to do their specific tasks, they will benefit our deep respect.
Hertzel, with such incentives and political ideas and belief s along with his assistant, ax, in the first Zionist Congress which was held during 29-30th of August, could founded the international organization of Zionism therefore, in this Congress, which was held by participation of 204 of Zionist, and a member of 15th General Council was set up so, in this Congress a lawful declaration including nine point, and its executive establishment was approved. After the organs of the Congress and the Public Council are 4 pillar of the executive committee of the judicial sector, the entire financial system, and the World Organization affiliated unions to Zionism. It is noteworthy that the political and religious parties play a pivotal role in the decisions of the organization, on the other hand, the executive committee of this organization at the time of the Zionist regime, played the role of the Zionist state.
In 1921, an organization called the Jewish Agency, which was an executive body to run the operation of migration and Jewish settlement in the World of Zionism, was formed. In fact, the name of World Organization Zionism has an ideological and political theme as well as merely an International and intellectual dimensions. But, the Jewish Agency is understood as concept of a concrete concept which contains executive structures. Big countries after the First World War and society of nations recognized this agency as representative of the Jews in the world, as it is listed in the fourth document of ethnicity of the British on French which was adopted in the UN mandate. With regard to the political emergence of Zionism which was pointed in the form of four recent Zionist movement, and in order to better understand the nature of this school we point to colonial and political statements of Hertzel which in the opening speech of the sixth Congress from August 1903 23 was held in city of Basel with the company of 592 representative. The Zionism does not have outside presence and wont and only is a ploy to pave the way for the transfer of the Jews to Palestine but everyone must pay attention that this trick have ethnic and political basis.
Hertzel, Elsewhere in the book of Jewish state, introduces the nature of the current political Zionism that he himself organized ; he states that the idea that I aim to write is very old and is related to the establishment of Jewish state so, If the current generation is still narrow-minded then, a high and better generation will have that idea. The important is driving force, what is the driving force? I consider the Jews' problem as a social problem , not a religious problem , and even if it attract that color , this is a national problem and to solve this problem we should before any thing turn it into a global political issue . Nobody is rich enough or strong so that he or she can transfer a nation from this place to another location so, such action is just done by one theory that is theory of the government which has such force. The Jews in all night of their history did not stop to dream the wishes of sultans. Next year, in Jerusalem, it is our old slogan, now; we can change the dream into a bright and promising way of thinking.
