in this regard with the goal, management knowledge in general and scientific knowledge and experience in the field of education, culture and human resource management in particular help managers, but unfortunately in developing countries, including Iran, the management of educational and cultural institutions have been in the hands of Freemasonry and Rotarians in the forties; thus there has been no possibility of the use of common models of scientific management to improve the communities.
Of course, when we use the term to advance it means the real progress and not virtual one.
In other words, the application of this model is supposed to be done by managers who before any planning shall believe in their society's culture, worldview, and the ideology and love their homeland, and do not depend on any external and foreign organization or institution or pressure group, or otherwise, determination of any educational and cultural purposes will be overshadowed by other purposes and make educational and cultural patterns unable and will bring irreparable harm to people and cultural organizations that this is confirmed by healthy mind.
The objective of introducing common training and cultural management patterns in this chapter is for readers to get familiar with these patterns and then ask themselves what factors led to this pattern in Iran have such a poor performance. Four main duties of a manager include: 1. Planning 2. Organizing
3. Guidance 4. Control

1. Planning
"Planning is the process of identification of the optimum position of the organization on future and decision-making to achieve it in the best possible way. In other words, planning involves determining the purpose and conditions of the policy intent into a program, and predicting the way of their operations. Planning is based on forecast and vision about what should be done and how and over what period of time we can achieve a certain goal and by which people should it be done."
What is the concluded of term of planning is the irrefutable role of humans and organizations in our world which is the world of the organizations and the main players of the wheel are human beings who can give life to the body of an organization or institution and allow for goal achievement. Organization is nonsense without human and management is an imaginary issue. Perhaps there is a doubt that in the future the machines are instead of humans in organizations the role of human will fade in the organization, but it will not be like this and automation of tasks just changes the form of human activities. The decisive role of humans as the organizational dominant will be enduring.
Here the question arises: First, what kind of human beings are human beings who want the current situation to become the desired situation? Secondly, is the ideal situation, ideal for the society or organization of Freemasonry? 2. Organizing
"Organizing is the process of designing of grouping occupations in form of controlled units and the establishment of authority patterns among the occupations and groups of occupations. In this process, the basic structure of the organization is designed and the structure in large organizations can be vast and complex."The definition means structure and purpose of the structure is regulation and coordination of efforts by employees to the extent that realization of organizational objectives can be attained. Most of the structure of the organization is described in terms of organization chart. A comprehensive organizational chart shows all persons, authorities, reporting relationships and lines of official communications of the Organization.

Formalization: formalization means the impact of rules and regulations on shaping the business and employees' activities, in other words, it is defining the duties and administrative policies and guidelines.
Focus: The second structural policy is focus which focuses on the past impact and decision-making authority on level of organization's hierarchy.
In general, when organizing takes place from top, thousands of employees and professors of universities and higher education institutions are powerless in their areas and turn into a role in a bureaucratic system and the creation of such a state will ruin any creative spirit which is indispensable for the development, so that students just want to graduate and teachers will put any scientific research aside and they are teachers just to make money, and staff of the university just wait for their salary as well.
3. Guidance
"Guidance means work of organization's members together in direction of the organization's objectives. The main components of the guidance include: motivation of employees, leadership and group dynamics management."In terms of management, when the organizational structure is centralized and decisions are taken at the top of the organization, minor employees have no incentive for management style is autocratic style, and in such style managers only consider the goal of the organization and do not care for other issues such as feelings and emotions and etc. and the feedback from their subordinates is not very important to them. In an educational and cultural environment this style is lack of usefulness as training talents and creative spirit requires participation practices and it is in collective decision-making that people feel that they are considered and their views are respected.
The aim of centralized structures in normal circumstances is to increase the efficiency, but when managers and decision-makers have two types of targets, it won't be like this. Because their hidden objectives are the goals and objectives of Freemasonry, and outward objectives of subordinates is development of the community and universities' independence. In such circumstances that Freemasonry is ruling a man must be very naive to think that the educational and cultural ideas and practices are at the service of development.
4. Controlling
"Controlling as the fourth task of managing means the process of setting and correcting the organizations activates and its members to ensure the implementation of them by the set goals".Managers are required to analyze performance and results in the workflow in different positions so that they do not lose the path to initial determined objectives. They do this through feedback. It should be noted that feedback is data set that the director drives from the environment and use this information to improve the organization and approaching the target. There are different concepts for controlling for different people such as planning, but the main purpose of monitoring and control project is ensuring to match results of the operation with optimal aims. In other words, the purpose of the monitoring is that any action is in accordance with a plan designed to implement it so in the case of deviation of results of operation from desirable targets, the necessary measures be done in order to prevent the occurrence of deviation or repetition of it.
