Israelis and Americans both has the same idea about the impact of Union of Soviet Socialist Republics in Egypt and its policies in front of Union OF Soviet Socialist Republics – considering this fact, we are aware of the changes in Egypt and we hope that we reach an agreement too – to reach an agreement we agreed Egyptians’ way. Let me tell you our conclusion of the review that Brezhnev has from the future of Egypt. If we agreed on a fallback before the time when Brezhnev goes to Egypt, this will result the contrary conclusion. We want to do the second part of our peace negotiations and plan to make it.
I want to tell you a very secret aspect – American don’t want Brezhnev to be the peace hero in the region – plus, I think that Americans still have suspicions about Sadat – we shouldn’t forget that the only director of this play in Egypt in Sadat. Although Sadat talks too much but he is clever and shrewd. He wants to use the United States of America’s good-will as much as he can, and when his interests are threatened, he uses Union of Soviet Socialist Republics’ impact.
But, considering all of this, we are ready to enter the second stage of our peace negotiations by Americans. I should tell you, the second stage is military negotiations, not political.
There have been rumors on the travel of Fahmi to Union of Soviet Socialist Republics which says that an important military assignment had been assigned – and if such thing is true, and we haven’t prepared for defense, we have betrayed our friends.
The prime minister hopes that the readiness of Israel for giving more lands from the honor of your king would be possible if this is a steady step to peace.
We only ask you to make a meeting between an Israeli and an Egyptian, or a politburo from Israel and a politburo from Egypt, in any level and anywhere, and in front of you, we will give Egyptians more lands because for us, your king is the priority and we only want him to be satisfied and accept our words – because we consider him our true friend, not anyone else.
We have got a message for Egyptians that we hope you will send it to them for us. It is related to Brezhnev when he met Egypt. We want them to know even after that meeting the ways of peace are not still closed – although we hope that this negotiation happens before this trip. There should be some solutions other than war, and that’s what we want, and Iran is a guaranteed way to do it from us and for us.
Directorate General of Savak: Why don’t you do that with the help of the United States of America?
General Zameer: The answer is negative.
Although the United States of America and Israel have something in common in strategic, they have disagreements in tactics which is good for Israel in facing its international crisis. We have been informed from a source that after the war in October, Americans have talked to Egyptians and told them that we will have a fallback, in order not to have oil sanctions.
I personally believe that Egyptians and Americans both didn’t want the war to end, Egyptians’’ objective was to gather all Arabs under one flag under their command, and Americans wanted not to have an oil sanction even if this leads to a greater war in the countries of oil terrains. I have another conclusion that I’d like Egyptians to know.
Israel’s state has no responsibility for what had happened in the past – because it has a free and steady way to peace and has no doubt about it.
As you know, recently, in Israel, the left wing pressures the country to have a state which profits only the country which means that all the parties should take part in establishing new government.
Although, I should tell you that such state is only good to make wars. Because this is the only state which makes the society sacrifice for the better condition. Mr. Robbin has been able to stop this, but there are people like General Yariuo what is for establishing a national state in the cabinet of Israel. If Egypt’s intelligence organization works well, they should have realized this matter by now. General Dyan’s side also believes that establishing a national state is necessary. I told you about how we think of Egypt – if our friends could help us.

Directorate General, Nasiri, informs King Mohammadreza Pahlavi about Israel’s intention and after that, on December 29, 1973, reports the result to Mossad:

Maybe the king had thought that we want him to be a go-between between us and Egyptians, but it is not the way he thinks. We want to talk to them in the presence of Iran because we want Iran to realize our situation as a friend. If Egyptians forget about the war, and on the result of the travel of Brezhnev to Egypt, do not take more weapons and equipment, we will be ready to fall back. If the king will think so, tell him to tell Egyptians that Israel is ready to solve problems.
Directorate General! Are you telling me that I have to stay in Tehran to know about the result of you negotiations with your responsible ones on financial issue?
Directorate General of Savak: You go and plan to bring us the map because the king is going abroad in the next week, so you have 5 or 6 days in hand.

General Zameer, according to the opinion of king Mohammadreza and Nasiri, immediately asks his state to offer supplementary information. Israel’s prime minister also offers king Mohammadreza the conditions of Zionist’s regime in a confidential note to him in order to talk to Anwar Sadat, the president of Egypt, on behalf of the people of Israel so that they can deal up and assign a treaty. The interesting point is that Israelis, completely being rude, ask king Mohammadreza, in this note, to report back the result of the meeting once he gets back from Egypt, as well as their wants and needs from Iran. In other words, the prime person of Iran, in this manner, would be dissented to a representative of Israel and go-between between Israel’s and Egypt’s states.

2- From west to east, there are to strategic obstructions, which are Suez Canal which has been occupied in the October War, and high lands which are located after Suez Canal (east of the canal), and in fact, the last and the only strategic obstruction until the borderlines of Israel, and anytime an offensive army succeeds to pass these obstructions, there would be no more obstructions in Sinai Peninsula, and their marching to Israel would have no problem.
3- According to our previous notice to Kissinger, he announced to Egyptians that we would fall back by 30-50 kilometers from our current frontlines, but king, let me tell you that if Egyptians really demand peace between the two countries, and if you will be convinced after seeing Egypt and examining its conditions, we would be ready to fall back even more, and more back from our second lines. But our demands in that king do not consider to talk about this matter in Cairo, because if they figure it out, they will start debates with the United States of America, considering that we are going to fall back a lot more than what they expected (a 30-50 kilometers fallback which is going to be somewhere in west of the strategic highlands), we will face a failure.
4- The intention is that the king get information to know the importance of the strategic obstructions of Sinai Peninsula, especially the highlands obstruction, so that each time Sadat talks about these obstructions, the king will know our positions and conditions and consider them.
5- We and Americans, in a common sense, believe that Egypt has prepared for debating for peace at the Nile.
6- Our prime minister would be very thankful anytime that king Mohammadreza gets back from Egypt and presents his ideas about this trip to him, and our prime minister also will present you the changes in the region personally.
