In the twentieth century, America's foreign political efforts were based on not letting the Europeans to interfere in the affairs of the Western Hemisphere and also compete with them around the world. Diplomats of Washington (Ministry of Foreign Affairs' policymakers in America) had aspires to act as a great power - that is quite like Europeans – by rather biased integrated idea that the United States surpassed the Europeans in terms of efficiency. These two contradictory tendencies are ongoing on throughout the history of America's diplomacy and gives a competitive superiority tone to the sound of America's current foreign policy.
Just as Great Britain tried to ensure that no single power in Europe will not be that powerful to prevail Europe, the United States in the twentieth century also tried to ensure that no other nation is so powerful that make other countries united against the United States. Presence of Atlantic sea made Americans feel safe and allowing them to tell Europeans how to manage their own affairs. All this time America played the role of an honest intermediation. American attitude toward Europe was inspired from charter of "special relationship" with Great Britain. In the twentieth century, the United States and Great Britain - in spite of remarkable militancy - have alignment in most international issues. However, after the Second World War, the relationship was destroyed, and the United States became as leader of the English-speaking peoples.
United States replaced Great Britain in the Middle East in two stages: first to consolidate the establishment of the State of Israel and second to fill the vacuum created by the withdrawal of the forces of Great Britain in "East of Suez" (1969). With the Second World War, the issue turned from the economic situation into a strategic one. It included Arabs' oil, growth in the United States and help of the country to rebuild Western Europe. The area which is a warehouse of raw materials, in terms of economic is also considered a strong potential market. Finally, and especially the experience of the battles that took place in the practical scene prove the importance of communication paths, and so the importance of air and sea bases. However, strategists of America are aware of vital importance of Middle East for the West, in boundaries of the Soviet Union; the Soviet Union that America hopes to turn Arabic countries around it as "security belt".
In this new position, a strong Israel has strategic value for America because it will retain the interests of the country against the threat of radical nationalists of the region that Soviet likely supports them. In a note issued in 1958 by the National Security Council and is recently among non- secret documents, it is mentioned that one of the "consequences" of being opposed to nationalism, of radical Arabs is support for Israel that is as the only important Pro-West force in the Middle East. In the '60s that the pressure of Abdel Nasser on oil-producing countries in Persian Gulf was considered a serious problem, spy agency of America knew Israel as a bulwark against the pressure and in front of the influence of Russia and by great victory of Israel in 1967, America became sterner in the conclusion. Israel quickly captured the Sinai Peninsula, the Gaza Strip and the West Bank of Jordan and the Golan Heights.
In September 1970 that Jordan was busy killing Palestinians, Israel prevented efforts by Syria to help the Palestinians, and since then America could not directly interfere against measures that threatened his Arab Friends, once again hypothesis of "the strategic value" of Israel was confirmed.
Now the United States could freely and safely implement its strategic and military objectives and political plans in the Middle East. In fact, that was a thing that America had begun from a few years ago, since the end of World War II.
It was said in a semi-official assessment, besides a radio speech by the government in relation to the Middle East, just two months after the defeat of Germany:
Middle East is the most indubitable starting point for the future war - World War III – and because of that we are obliged to follow sovereign and inexorably policies in this area.
It is remarkable that this speech started like that and ended as follows:
... And Palestine is political key to the United States in this area. In 1915, the editor of Haaretz answers the question that says which political demands made Israel enabled to receive the unprecedented amount of foreign aid by such conditions.
The role assigned to Israel is not dissimilar to the role of chaining dogs. West does not need to panic of aggression policy of Israel against the Arabic countries, even if this policy is incompatible with the interests of the United States and Great Britain. But for various reasons, it would prefer to close their eyes and trust in Israel for punishment of neighbors that have much coarse behavior with the West.
Given the position America declares:
Strong Israel is vital for the safety and health of America... the role of Israel should be interesting for the defenders of freedom as a communications center and logistics base and arsenal production.
General Alexander Haig as commander of Atlantic Treaty forces had said:
Israel that is a major military power in the Middle East, due to intrinsic sentence, is a deterrent factor against "Soviet aggression" ... Israel will remain strong happy as supporter of benefits and activities of America and it will help our friends in the region and elsewhere. . .
Professor Yeshyahoo Libowits (in an interview with the journal Le Monde dated 08/03/1974), described Israel as puppet of the United States and Israelis as guardian dogs of America's interests in the Middle East that our survival depends on their ability to carry out that mission.
Amos Keenan, Israeli journalist, has intensified the interesting symbol, and he described Israel as "guardian dog whose head is in Washington and its tail is in Jerusalem", but the strong dog needs support.
Jacob Meridor, Minister of Planning and Economic Coordination (1984-1982), said in an interview with Radio affiliated to America army: if Israel was not as a base, influence territory and ally of United States, America had to make Ladeh aircraft carrier ". Thus he replaced the symbol of "Israel as (American) carrier ship" with the old dumb symbols. The same symbol, is a more sophisticated form, is mentioned in an article of Sebyr, Israeli journalist, entitled "A society that feeds from foreign grants" and he states:
Americans give us money because they want to have a dependent government that is equipped with the best weapons and soldiers.
He described it:
Israel is aircraft carrier ship that four million people are living on it, with a unique strategic position, near the (former) USSR, near Eastern Europe and close to oil fields.
Israel as a strategic wealth or new means of warfare needs funding provider.
Sebyr by admitting full Israeli reliance on foreign donations says: except Israel, "there is no state in the world that all its currency shortcomings are paid by the citizens of other countries" and Israelis "are the world's largest customer of free support." Western generous aids provide all the costs of warrior government. The assistance has had provided following costs in December 1986:
- All military and security imports to five billion dollars.
- All fuel imports at about four billion dollars.
- All imports of consuming materials that around two billion dollars (or more).
- All trips and tours of citizens (fighters) to abroad that it cost two billion dollars.
Grants "without any obstacle at around 13 billion dollars a day" that are given to the fighters – it means everyday a little less than three dollars for each person (this rate is much more than income of many Arabic countries).
Ariel Sharon says:
Old aids of the United States to the Zionist regime are not more than thirty billion dollars, but services offered by Israel to America are over a hundred billion dollars. Therefore, the United States owes us seventy billion dollars.
The same thoughts and a similar bill arementioned in the article of Shlomo Maoz, business reporter of Jerusalem post entitled "strategic agreement". He points out that the Israelis are well aware that the United States' aid to Zionist state is basically serving the strategic interests of the United States. "For the United States annually pays $ 130 million to its troops in NATO and $40 billion to fulfill its obligations in the Pacific Ocean", thus:
If American military aid to Israel is compared to aforementioned amount is ridiculously small, especially if the aid is considered as investment to protect America's interests in the region.
According to the article Sebyr, features of Zionist state are summarized in the following cases:
1. Zionism Israeli society is a "turbulent" society with "fake culture" and relies on foreign funds. Bureaucracy has grown, competition is lost and economic gaps are increasing. A consumerist middle class has appeared which has free assistance and has "social indifference" appearance. Society has been divided to pressure groups that each them just persist in self-interest, "such a society will sooner or later break apart."
2. The former changes - despite being deep and risky - may also occur to the new society and by another fundamental change - that is cut between creativity on the one hand and reward on the other hand is not comparable. Foreign funds - as we said - are the basic income for Zionists community, and this income does not depend on the daily production of "physical activity and work", but that depends on the strategic role assignment to the society as a whole and to the courage for playing this role.
3. economic specialists of The Central Bank of Israel believe in assessing economic performance and forecasting economic policy of the Zionist state that mentioned social changes and reduce or increase of production or amount of imports or exports or trade balance and other common criteria in assessing economic and social performance of other communities are not the most important economic events in recent years, but "America's increased aid to Israel (the main source of fixed income) of approximately 10% to approximately 20% of national production is the most important factor.
Finally, thousands of millions of dollars that Israel has received according to officials during the first twenty years of its existence (and this amount is far more than the contribution that each of the countries supported by the West have received) indicates that imperialism in the Middle East has started a risky adventurous action and nine thousand million dollars received from 1967 to 1975 show that this event will continue in the future with the same intention and intensity.
Sending these dollars liberates Zionism economy and society from falling. America's aids continue to June 1967 and continued at the same speed and from June onwards it increased rapidly. In addition, it must be noted that until 1967, two hundred companies were active in Israel.
