According to some veteran politicians, the fall of successful marginal policy focus was one of the consequences of this movement.
This center consists of several intelligence communities and information services with the help and guidance of Mossad, served for the marginal doctrine or the peripheral strategy of Israel. The Shah of Iran was overthrown by a popular revolution, and this matter, more than anything else respectively hurt the US and Israel. The fall of the monarchy and the revolution, was very suddenly, unexpected, unpleasant and shocking for the Information Society of Zionism and the West world. CIA director at the time, by referring to the notorious incompetence and inability of this political and intelligence service in prediction of fall of West and Zionism base in Iran, confessed:
"On 11 November 1978 [20 Abban 1357] an envelope from the White House was delivered to CIA headquarter that it had written only be opened by the head of the CIA, and when I opened the envelope, I saw a short note from President Carter in which he wrote the following lines:

To: Cyrus, Zobek, Region

I am not satisfied with the quality of our political information system. Re-examine the issues and report as soon as possible about our possibilities and capabilities in the most important area of the world.
After consultation between yourself find approaches that besides increasing your power, you could give me political information and essential knowledge.
Jimmy Carter”
although the president have addressed his diary secretary and national security adviser in addition to me, but the fact was that President Carter by writing such a note implicitly would have wanted to tell me that the CIA reports and analysis about the situation in Iran are not satisfying.
President Carter's note was such a harsh blow to those elements of the CIA. [However, it was] about a week earlier, the president had a private conversation with me, praised my work and said he wants the CIA direction to be in my hands [Stansfield Turner].
Turner not only relied too much on the analyses and information of intelligence officers and veteran CIA spies, but he also had evaluated the power base of the Shah and the Pahlavi monarchy based on the army and SAVAK which both were fully backed by the US, and Israel.
Whatever the CIA saw during autumn of 1978 [1357] in Iran was only a King that despite oppositions, he still had complete control over the powerful army, police forces and secret service (SAVAK). According to the acknowledged experts in the West, the intelligence services of the West and Israel, and above all, the World Zionist intelligence service were extremely shock and distressed by the fall of the Shah.
The weakness of intelligence services of Zionism and the West, in recognition of the impending victory of the Islamic Revolution and the fall of the monarch was so much that a few months before this great event in history, dozens of F-14 aircraft were delivered to Iran. Ari Ben Menashe, Jewish author, writes about this issue: Israel cooperated immediately with the air force chief of Iran to smuggle 48 F-14 aircrafts to a base in the north of Sinai Peninsula. These aircrafts were later sold to Taiwan, the Carter administration which was not aware of the ongoing events in Iran, had awarded the aircrafts to the Shah of Iran in September 1978 [between Shahrivar and Mehr of 1357].
This action of Israel on the brink of revolution indicates the depth and the presence of Zionists in the government, both civilian and military parts.
Undoubtedly, the most important part of Israel's presence and influence on the Pahlavi era in Iran was the Mossad’s intelligence operations in this country that was done and run with the cooperation and alliance of SAVAK organization.
To certify documents and resources of the time, intelligence cooperation treaty of the Mossad and the Iranian SAVAK not only was acceptable outcome in that age, but also it was contrary to national interests. On the other hand, this organized collaboration was full of meaning, purpose and strategic to the Israel side. However, a series of internal and external factors obliged and committed the ruling system of Iran to this partnership. These factors were such as Jews and Zionists influence in elements of the Iranian regime and the monarchy dependence on the West, particularly the United States.
From the perspective of the Israelis, MOSSAD and SAVAK treaty which was called crystal design was not persuasive enough to provide predetermined purposes of Israel in the region, therefore, in order to complete and consolidate information belt and loops of the area, they also added tripartite intelligence alliance, consisting of the Mossad, SAVAK and intelligence service of Turkey.
According to classified reports of US intelligence services, and the head of them, the CIA, about the scope and nature of information tripartite treaty, Israel tried to break the surrounding loop of Arabs by linking to non-Arab Muslim countries in the Middle East over the years. In late 1958, [1337] an official trilateral intelligence agency including of the Mossad, the National Security Service of Turkey (TNSS) and the Iranian Intelligence (SAVAK) was formed, which was called the three-headed spear. According to the agreements, this organization was more than bilateral relations [Mossad] with each of these services. Three-headed spear organizations in addition to continuing the exchange of information, beheld some meetings at the level of heads of service in each half of the year.
The general principles of the agreement with the Turks, besides the information relations between Israel and Turkey's legislation, emphasized that Mossad will give Turkey the intelligence of the activities of Soviet agents in Turkey, and those who act against the country throughout the Middle East. In contrast, the Turks agreed that give Israel any information of a political agenda of Arab countries that has an impact on Israel's security and also give Israel actions and profiles of Egyptian agents who are against the Israeli. In addition, Israel was in charge of technical and anti-spyware trainings of the Turkish intelligence service. The main goal of Israel's relations with Iran was the development of anti-Arabic policies in favor of Israel, in Iranian authorities' decision. Since late 1950, over the years, the Mossad has been involved in joint operations with SAVAK. Mossad has supported Iraqi Kurds with cooperation of SAVAK [against the central government in Baghdad]. Israel has regularly reported the activities of Egyptian and Arab countries, developments and events in Iraq and communist activities that have an impact on Iran to SAVAK.
The Zionists thought that the tripartite information alliance could not provide all the Israel's goals, so beside this, the founded another joint organization of information, including the Mossad, SAVAK and intelligence service of Ethiopia which was named the Eagle. Each of these treaties had individual internal procedures and tasks, and had specific functional areas in the surrounding geography.
The basic point to be noted in this regard is the question of information about the achievements of multilateral treaties and performance of the intelligence services and the motives and goals of the Israeli side. In other words, what goal was Mossad following through the mentioned intelligence treaties?
from the first decades of the nineteenth century until the end of the first half of twentieth century (up to 1948/1327 Sb) before the establishment of Israel in Palestine, Zionist leaders and theorists recognized the settling strategy as the final Zionism and the Jewish strategy and they moved in its shadows.
The main claim and slogan of the Zionists at the time was that nowhere in the world is not safe for Jews and Jews in all parts of the world are under persecution. Based on this hypothesis, Jewish settlement in a united land and the establishment of a Jewish state in that land was the only solution of the Jews and it is the only problem solving of Jewish abuse or anti-Semitism in the world. To prove this hypothesis, suspicious and mysterious actions in the global arena was carried out even against the Jews. But the strategy of settlement did not realized; because public opinion made no significant association with it and most of the Jews were in favorable conditions in many parts of the world, including Europe and the United States, and they did not have sufficient willingness to accomplish this strategy.
At that point in history, tactics and techniques of Zionist strategists were based on this assumption that by blowing the oven of anti-Semitism keep this fire burning. World War II was a suitable and effective device for this purpose. In this war, the appropriate background was provided. The Legend of the murder of six million Jews or the Holocaust became as a reality in the minds of the public. Public conscience in the West was focused on empty tomb attributed to Jews and the necessity of settling of survivors was accepted and they moaned with them and sympathize with their problem. Many Jewish people believe this myth, and they thought that the only choice is to go to the Promised Land of Zionism.
Thus, in May 1948 / Ordibehesht 1327 the strategy of creation and establishment of the Jewish state in Palestine was fulfilled and Israel was announced at the expense of more than one million Palestinians lives and the destruction of more than five hundred towns and villages of owners and residents in Palestine.
Zionist strategist and founders of Israel found the anti-Semitism hypothesis as an effective weapon. They immediately said that they were surrounded by the Sea of Arabs and Muslims and they have been threatened and endangered.
Security of Jewish community in Palestine was justified and like a cover for the slogan of defending the security. Holocaust myth was still alive in the minds of public and they counted any aggression to the surrounding countries and lands under the pretext of security and a prevention of another Holocaust, and they even had justified international community to cooperate with them.
According to a writer in the Arab world: Israel's strategy at the beginning was only a series of dreams of influence on the Jewish population which depicts internal feelings and their living conditions [...], but then slowly turned into an idea and later was adopted to a strategy and tactic. A question that arises in this context is whether Israel's strategy maintains as it was in Wing Conference or not or has it been changed because of new situations? This is the answer: Israel’s strategy has not changed and they still are looking for foundation of a government in the historic lands which have been claimed by their leaders that it is from Nile to Euphrates and finally whole the universe. The objectives of the strategy are summarized as expansion, domination and hegemony, expansion and fulfill of aspirations Israelis.
Zionist leaders have always had a few principles in mind in the development of the strategy:
1.the principle of surprising 2.The principle of bringing the war to enemy territory 3.The principle of initiation.

According to Professor of Political Science, Dr Ghazi

Ismail Rababeh, in University of Jordan, the element of surprise played a major role in Israel's strategy and it has been used in all conflicts. Israel has moved each war into enemy’s territory. The main reason for this action is the lack of sufficient depth in the land of [Palestine] Israel.
Israeli slogan of the initiation is that you enter the first hit and then you are the least damaged.
According to Zionist theory, the security of government and Israeli society in Palestine allows the Israelis to do any preventive action, even in enemy territory. This security permits Israeli society to have any weapons and military equipment, even if it is unusual. On the other hand, on the contrary, for the security of Israeli society, the peripheral countries are not allowed to have equipment and facilities that increase their power.
This hypothesis is based on ethnocentrism, expansionism and hegemony, which is the extract of Zionistic teachings which the original Israeli leaders have mentioned that as marginal doctrine or peripheral strategy. It means legality of any encroachment of military, political and intelligence in the neighboring countries and the Palestinian territories from Israeli society, to defend and protect its existence. Zionists have described the territory of the peripheral countries based on their own interests, in a way that they may include not only one or several countries but a continent.
In 1956 m/1335 h, the Israel started a major military invasion from land, sea and air against Egypt in official common collaboration with France and England. They declared the Nationalization of the Suez Canal by Nasser president of the country and providing the security and economic interests of Israel as a pretext for the destruction of economic and military infrastructure, and strategic institutions and centers of Egypt.
In 1967 m. /1346 h similar pretexts of Israel caused military attack against Egypt and Syria. Israeli regime justified defending security of Israel's theory evaluated it as a good explanation for occupation the West Bank of Jordan River, Gaza Strip, Sinai Peninsula and the Golan Heights (from Syria) and the Zionist slogan was spread in Israel society that in order to defend yourself, Take the fight to the enemy’s territory and first you hit them.
In 1982 CE / 1361, Israel with the same motivation and strategy, but with the coverage slogan of security of Galilee started a brutal aggression on Lebanon and marched up to the gates of Beirut. In this savage assault, thousands of Lebanese and Palestinians were slaughtered in a way that the famous massacre of Sabra and Shatila is still alive in the minds of the world.
According to Jewish Lenny Brenner’s confess; there is no doubt in this case that the assassination of the Shlomo Agrov, Israeli ambassador in London, (the third day of June 1982) was merely a pretext for Israel to attack Lebanon under the pretext of repression of members of the PLO to fulfill his plan. But later it turned out that despite the Begin government’s statement, the assassination of the Israeli ambassador was not done by members of the PLO [...].
David Shipler (New York Times correspondent in Israel) wrote after the event of the Israeli aggression on Lebanon and of massacre in Beirut:
"... Israel's initial plan to attack Lebanon was prepared in the spring of 1981 to achieve these goals: to strengthen the position of right-wing groups [Maronite Christians and Phalangists] Israel sided in Lebanon, to prevent imminent defeat of them. But since later, in July 1981,
Americans could force the PLO to accept the cease-fire, Israel would should have no excuse to attack Lebanon and they have to set scheme aside. But General Sharon insisted on the project and especially during frequent talks with foreign diplomats, especially Americans had emphasized that Israel would need to attack Lebanon before they elect a president in September 1982.
Thus the outrageous crime of the Zionist regime that committed against the defenseless people of Lebanon especially in the Palestinian and the camps of Sabra and Shatila in 1982/1362 Sb was only in line with the peripheral strategy of Israel with the aim of establishing a system and government for Israel in Lebanon’s territory. "
Israel’s Radio commentator and renowned expert, Shimon Shiffer, confesses that Sharon’s secret ambassador went to Lebanon on 12 January 1982 and his secret meeting with Gemayel family (Pierre and Bashir) and other Lebanese Maronite leaders and paving the way for the invasion of the Zionist regime to that land with the aim of establishing a rule of the Maronite confederate with Israel in that country eventually succeeded in June 1982 , and Israel’s army in cooperation with the Lebanese Phalangist forces advanced to the Beirut’s walls in Lebanese capital and committed horrible crimes in the territory, which brutal murder of thousands of innocent Palestinians in the Sabra and Shatila camps is just one example of them. But the remarkable thing about it was Israel’s aims that have been hidden even for the inner Zionists society in occupied Palestine. This operation which was named Uranium changed to security operation Galilee by the command of Menachem Begin, Israel's Prime Minister.
Soldiers of Israeli army during the siege of West Beirut heard a different interpretation of the facts and the story behind the war in Lebanon from the chief of staff, Rafael Eitan. Rafael Eitan revealed his soldiers one of the original aspects of the security operation Galilee, and he told them that we battle for the Land of Israel. We are pursuing the strategy of Great Israel.
Thinkers of Israel have evaluated Israel having nuclear weapons policy as a policy based on deterrence and security within the framework of the Zionist peripheral strategy in the region.
The Israeli decision (the decision of Ben Gurion) based on building a nuclear reactor at Dimona in the Negev Desert and acceptance of French help to do this important milestone, is an vital point in the history of Israel's nuclear program. Following the establishment of the Israel Atomic Energy Commission, in 1952 the United States had helped Israel to build a small reactor of 5000 kW in Nahl Savaraq near the Mediterranean. Savaraq project was a part of the Eisenhower administration's Atoms program for Peace.
One year after the establishment of Israel, the preparations of nuclear programs were provided [...]. In 1949 at the Weizmann Institute in Tel Aviv, isotope researches part was established.
With the help of Jews who were educated in Europe and America and foundation grants of Jews of the two continents, Israel's nuclear program was planned [...]. In 1949, Ben-Gurion [Prime Minister] and the Israel Defense Forces asked France for help. France accepted Israel's demand.
According to Jewish Avner Cohen, the only way to solve the problem of Israel's security is having a strong deterrent. Since the mid-1950s, Ben-Gurion pursued this goal in two ways. First, through an alliance with one or more of the Western powers, which officially guarantees the territorial integrity of Israel; second from the determination of nuclear weapons option. Ben-Gurion had no doubt about the Israel’s need of mass destruction weapons... since the survival of Israel was in danger, he could not forgo the development of such capabilities. Ben-Gurion insisted that Israel's security must be based on science and technology of the fields in which Israel could have a significant advantage than its enemies, mostly Arabs. Geopolitical conditions in Israel were the base of Ben-Gurion’s strategic pessimism. Some western writers believe that the peripheral strategy of Israel is based on the Israel's military, intelligence and diplomacy pillars: between 1956 and 1966, Israel substantially increased its military capabilities and even doctrine militarization of their armed forces was examined in accordance with the most advanced weapons in the world. Israel also was forced to develop its regional defense system. Achieving these goals requires a very high military spending and giving priority to the military budget. However, Israel was forced to find friends in small and developing countries that had the right to vote in the United Nations, so that because of their militaristic policies not be isolated in the international arena. It was obvious that if Israel just relies on their defense strategy, in that way it will face the continuous attacks of Arabs. Israel needed to be innovative all the times. Shmuel Katz the Jew, former officer of military information and old intelligence officer of Israel, has analyzed the peripheral strategic identify in “The Line of Fire” in this way: For years, Israel was preparing for a war with all Arab nations from Morocco in the West to Saudi Arabia and Iraq in the East. For the ability to stand on the war, Israel had developed a specific strategy which was called peripheral defense. Based on this strategy, Israel creates unions with non-Arab governments and non-Muslim nations in the Middle East. Shimon Peres, former prime minister and one of the leaders and grandee of Israel, writes about the strategy of Zionist regime: “Over half a century, Israeli leaders are constantly living in worrying about an imminent invasion." Peres conclude from this introduction that Israel needs strategic depth. Abba Eban, the former Israeli politician and theorist, despite the political justification and propaganda based on the security of Israel, also admits about the aims of the 1956 war and the invasion of Egypt: "Israel tenacity more than others was mostly for security and comfort from the side of the Sinai and Gaza, as well as to obtain a bridge for access to the East Sea and the freedom of navigation. “However, Abba Eban also determines the final strategy: "Israel is part of the Mediterranean world with Feel of spirit of the Western Jews and Israel will remain the old-Israeli- and the same and nothing else. [...] there is no doubt that this area absolutely belongs to the Jewish people”.
Zionist Theoreticians and founders of Israel, the explanations of the theoretical foundations of Israeli strategy have always been based on the Zionist teachings of the Old Testament. David Ben-Gurion, Israel's first prime minister said “Israel’s existence is vital for all Jews in the world”. Israel Shahak says: "justifications of Israel’s policy generally have been referred to the principles of the Jewish faith, or in the case of secular to historical rights. In 1956, for start of the Suez War, Ben-Gurion, this one an atheist and proud of his indifference to the commandments of the Jewish religion, announced in the third day of conflict [the war] against the Knesset [Israeli parliament] that the real reason, the real purpose is that David and Solomon’s kingdom will be established in its Torah’s boundaries again. With this speech, Knesset members, almost all of them, spontaneously stood up and chanted the national anthem of Israel”. An official Israeli senior added: God has made six million Jews living in the United States. We have the right to exert their influence in America to help our survival and growth. Because, according to Moshe Sharett in the World Jewish Congress, Israel is the common property of all the Jewish people; the land of the Jews all over the world. The doctrine of Theodore Herzl, the founder of the first Zionist Congress, for the establishment of a Jewish state in Palestine was eradication of Arabs and make them emigrate in any possible ways. But Moshe Dayan unveiled development of doctrine of Herzl, which was the expansionist policy of Israel after the Six Day War of 1967 (1346) and said:
Our forefathers have known the borders in Palestine partition plan. Our generation also has found to the borders of 1948 (1327), and now the Generation of Six-Day War have reached Suez and Jordan and the Golan Heights [in Syria]. This is not the end. After the current projects of cease-fire, new projects are in our way which may be beyond the Jordan and maybe develop to Middle Syria and Lebanon.
Some Israeli individuals and circles interpreted the Herzl doctrine development based on the creation of a new geopolitical order around Israel [the Palestinian’s border territories]. Journal Kyunyem, World Zionist Organization in 1980/1359 Sb, wrote in an article entitled Strategy of Israel in the 1980s: [...] Israel's long-term goals should include whole the Middle East. On the western side, the re-invasion of the Sinai Peninsula and Egypt’s division into multiple geographic areas, is Israel's strategy in the 1980s, but the American Henry Ford in 1921, revealed a much greater secret: Palestine is been called the center of the Earth. Palestine’s dominant power is one which rules the world. Although the sovereignty of United Kingdom seemingly is not applied to this country, but domination on the adjacent waters of Egypt, Iran and India is the key to strength of the UK. [...] Palestinian is the military strategy and international trade’s key. This land was given to Jews as a result of a military trade.
it is certain that today war strategy of the region and also the world’s strategy is planned in Palestine. Condoleezza Rice’s, the current US president George W. Bush's national security advisor, says: Israel's security is the key to world’s security. Does that not mean that the military, economic, political backing of Israel is the Jewish world dominance in the modern world? As Henry Ford writes: The World Jewish state is not in a position to have permanent army and navy, other countries will provide them for him. For example, the British fleet, did not allow a barrier be created in Jewish progress of the global economy, or a part that was concerned with the sea. In contrast, global governance of Jews ensured Britain to provide a sedate, peaceful regional and political sovereignty. Then London was replaced by New York. The Slow flow of Jews’ immigration in the nineteenth century, after the First World War was accelerated as the great flood and changed the United States as the seat of Jewish power and influence. United States with its Navy, Army and nationals substituted British as the ruler of the world. This means that the Judaism moved from the British Empire into the America. Paris was the first seat, but now the importance of this city has reduced. Prior to 1914, London was the first and New York was the second capital of it. Today New York is instead of London. In fact there is no doubt that the major events in the Middle East and even the world, in the last century, and also the developments and recent events in the Islamic world has been around Palestine and whatever the usurpers of this land express under the cover of such expressions as peripheral policy, marginal doctrine, secret diplomacy, covert action or environmental strategy are all a part of their global strategy with a support from the West which is from Europe to the United States. Therefore, we can look at the Americans’ efforts during the past five decades from this perspective that they all have been done in order to create and establish the Greater Israel. The Richard Nixon wrote: "Our commitment to the survival and security of Israel is rooted. Our allies are not based on a formal written; but something stronger has kept us together [...] our commitment to Israel is after World War II heritage and moral and ideological interests of us [...]. No president or Congress will ever let Israel to be destroyed ...our commitment to Israel has led to a high price for us [...]”.
The connection, factors of bonding and the continuous and secret cooperation of US Central Intelligence Agency (CIA) and Britain (the Intelligence Service – MI5 and MI6) with the Israeli intelligence service, Mossad, in recent decades, in Iran, the Islamic countries of the region and the entire world could be investigated and analyzed from this perspective. Regardless of organizational communication and cooperation of US and British intelligence services with Israel, this fact cannot be forgotten that Mossad is not all of whatever is known about Zionist intelligence service. In fact, the Zionist intelligence service network must be known as an invisible one that over and in the heart of the greatest intelligence services of the West (especially the United States, Britain, France and Germany), has developed itself and independent of these services, follows the policy of Zionism. Therefore, we should not only recognize and investigate the Mossad as the begetter of this invisible network but we should analyze and look at the communication and collaboration of the Israeli intelligence service, Mossad, with the intelligence services of the US and the UK, from this angle. Accordingly, it is not irrelevant to say that intelligence agencies of Western powerful states have acted as the eyes and ears to Israel government in the course of pursuing the strategy of the regime in the Middle East to Africa and in many parts of the world
