The British Prime Minister Lord Palmerston was mastermind behind the creation and establishment of the State of Israel in the nineteenth century. On the eleventh August 1840, he wrote to the British ambassador in Istanbul:
Proposal to establish a Jewish state in their ancestors' land, which will be a protectorate of Britain, now is as a formal serious problem.
In 1842, the British Consulate opened in Jerusalem. In 1848, the Council issued a statement which said that the UK was the only country that supported Russian Jewish citizens living in Palestine. With all these efforts, Palmerston failed to attract Jews to go to Palestine and create a Jewish state, because the Jews did not want to leave Europe and happy life. So the question remained silent for a while.
Palmerston period, 1837-1852, was one of the most fruitful periods in Jewish thoughts of return to Palestine. This period witnessed the exciting events in the East. Some of these events were of such importance that made Palmerston's mind greatly preoccupied. The return of Jews to Palestine was then reflected in a political pamphlet published in Brussels titled the Orient that was dedicated to examining issues of East. In one of the articles in this booklet, it is stated: Palestine which is considered as link chain of three continents of the world is in fact Asia's key. This land is central both to the East and the West and its position is the same for the northern and southern countries.
No other country in the world is comparable with the Palestinians in terms of location. Can European powers take over this land without war and long fights with others? However, still a solution remains for the people of Europe and we could smoothly pave the way for the realization of this solution. East problem can be solved by opening the gates of Palestine to the Jewish people. Furthermore, we should pay more attention to the principles of nationality that today plays an important role. We should not forget the isolation of the Jews in the world that are spread among different nations of the world for thousands of years without being absorbed and dissolved in them.
Zionism was hoping to rely on the needs of Great Britain in the Middle East. Weizmann, the Zionists' leader after Herzl's death, believed that supporting Zionism is in favor of Great Britain. In 1914, Weizmann wrote to the Manchester Guardian newspaper in a letter:
If the Palestinian becomes a part of UK's territory, and if Britain encourages Jewish settlement as their dependents in the land, about one million Jews or maybe more will be in Palestine during twenty or thirty years, and they can develop their country ; bring civilization back to the land; and provide very effective protection circuit for the Suez canal.
David Lloyd George, British Prime Minister, believed that the existence of a "Jewish colonist garrison" in Palestine can be used as a shield to protect Egypt and the Suez Canal. Wiseman also described the Jewish Palestine as a "main ring in chain of Great Britain Empire" and emphasized his idea. He said that Great Britain needs "a base in a region among neighboring countries of the Suez Canal to be able to keep Empire communication path open whenever problems arise." Having a foothold in Palestine could secure vital roads of Cape of Good Hope to Cairo and Cairo to India.
Herzl also said: The Jewish state will be as part of the defense fortifications of the West in Asia and will be in charge of the gendarme of the West against what is called "barbarism". The gist was that it is that the state will be scapegoat of the West against the Asians' overrun. Thus, from the seventeenth century onwards, the interest in the people of Israel to return to the land of Palestine became epidemics, and in the meantime, the UK took the first steps towards the formation of Zionism.
In 1652 AD, by allowance of a Dutch Western Company, a piece of land on the Kuarasaav Island was given to Joseph Nonzeda Fonseh Ka and other to establish Jewish colony on the island in question, but it did not succeed...
In 1654 AD, England wanted to settle the Jews in his colony called Surinam, and France had a similar plan for Guyana.
In 1840, the great colonial powers of Europe that tried to penetrate in the Ottoman Empire in decline raised the question of the future of Syria that at the time was occupied by Egyptian forces. In August 1840, The Times published an article entitled "Syria - the return of the Jews". In a part of the article we can read:
Proposal of the establishment of the Jews in their ancestral homeland, backed by five major powers, is no longer a mental problem and not imaginary now. It is a political issue worthy of regard.
Earl Shafts Berry is one of the leading British politicians who in a letter dated twenty-fifth September 1840 wrote to Palmerston Minister of Foreign Affairs: it is needed to turn Syria as one of English Dominions. He insisted that achieving this aim requires capital and labor and he added:
Capital flows to any country, in where personal wealth and life cannot be considered safe and sound, is a sensitive issue.
Shafts Barry at the end raises the issue saying:
If Jews' return is seen in the light of the new Palestinian state or its colonization of interest, we will see that this is the cheapest and safest way to prepare requirements of the sparsely populated regions.
In January 25th 1853, Colonel George Gawler, former governor of South Australia and experienced official in the colonies in Parliament, said:
The grace of God has placed Syria and Egypt right in the gap between the UK and the most important colonial and foreign trade areas, namely India and China and the Indies and Australia... Therefore, Lord asks it to use its efforts to improve the situation of the land... and now the UK has to do modernization and the revitalization of Syria using the only people whose ability and energy will be used work to the extreme that means it should use the children of Israel who are real children in this country.
Following this policy, in 1870, "Syria and Palestine Colonization Association" was established in England. The objective of establishing this Association was helping to settle Syria and Palestine and their neighboring countries whose people were Jewish or Christian. Now the time was favorable for the emergence of Zionism. As Max Nordau, one of the early Zionist leaders of the twentieth century says:
The time had come that if Israel did not exist, Great Britain would have invented it.
According to the events, Jewish colonization in Palestine is fully associated with West colonialism, especially imperialism of Great Britain that is more remarkable in the area.
Thus, the essence of the Zionist idea, namely the return to Palestine and the establishment of the Israeli government, was in fact introduced by the rival colonial powers in Europe, and later, the Jewish bourgeoisie cooperated the capitalist of Europe to achieve its goals and founded the Zionist movement.
Given the factional arrangements of colonialism, we see creation of Jewish associations and forums across Europe which was supported by the United Kingdom. The most famous of these associations was "the Lovers of Zion," which first arose in 1882 in Russia. "Lovers of Zion" whose men were active throughout Europe, had a main Committee in Paris. In England, Colonel Goldsmith presented plan of the establishment of a military organ to secure Jewish colonies in Palestine. He also made plans in Hebrew about Palestine. He believed that:
Jewish problem will never be solved unless the establishment of a Jewish state happens in the Land of Israel.
He, who was leader of the "Lovers of Zion" in England and major part of Western Europe, offered his plan in relation with the Jewish state as follows:
1. Fertilizing the "national idea" in Israel.
2. The development of colonization of Palestine and the implementation of the plan on adjoining lands by Jews through the creation of new colonies.
3. Development of teaching Hebrew as a living language.
4. Improving moral, intellectual and physical state of Israel.
5. Members of the Jewish community in Palestine obey Israel's law to increase their welfare.
Plans about Palestine which were provided by Goldsmith, were presented to Herzl later by William Heshler, Zionist Rabbi, after wing conference during a meeting in March 1897.
However, the lovers of Zion movement and its various branches continued their activities to 1897 that the wing conference was held independently and then in the framework of "World Zionist Organization" led by Herzl.
Therefore, a strong link was created between the World Zionist Organization and the British intelligence service and meetings were formed between Zionist leaders and officials of English (headed by Sykes) at the Weizmann's House. At the end of the meetings, the parties agreed to call Brandeis secretly and tell him:
The British government is willing to help Jews to reach Palestine, but the condition is that the Jews have an effective protection of the issue of their allies in America, so that the political atmosphere is changed significantly in favor of the Allies.
Since then, organizations subject to the British government acted as ally with Zionists and made all kinds of facilities for them,; for example, they were allowed to use telecommunication equipment of the Foreign Ministry of the England. They also exempted World Zionist Organization's staff from compulsory military service.
However, internal strategy and Zionism logic that is made in colonialism was to ensure the European powers about the benefits of the Zionist movement of Europe and persuade them that Zionist can support their expansionism in the world. So, for Western Zionists, "territoriality" and establishing a Jewish state is more important than the soul of Zionism - the return to the Temple of Zion.
So by analysis of role of colonial competitor countries of Europe and Jewish Bourgeoisie, we can say that competition of France and England (and later Germany since 1870) was for penetration to have a placement in Palestine and controlling Suez Canal and reaching East on one hand, and Jewish bourgeoisie's attempt to re-control Jews and alliance with predatory imperialist of Europe on the other hand, helped formation of the Zionist movement in the late nineteenth century. Therefore, an inevitable alliance occurred between the Zionist movement and imperialist interests because the financial and political institutions of "Jewish Colonial Trust" and "World Zionist Organization" were founded by the Jewish bourgeoisie and European capitalism because this act provided interests of European capitalism and colonial countries in the best possible way.
