After the First World War and expansion of its scope to Palestine, one the Zionist leaders called "Herbert Samuel" sent memorandum for the cabinet of England and the representatives of the House of Commons of that country and suggested that a Jewish state be created in Palestine under the British supervision and three to four scattered million Jews in Europe will be settled there. On the other hand, a group of Jewish leaders and headed by doctor Weisman, professor of chemistry at the University of Manchester who had a great influence in English and American circles, contacted American and English government officials. After this call, Arthur James Balfour, British Foreign Secretary in a letter to Lord Rothschild, head of the "Federation of Zionists of Great Britain" declared his attachment to "the establishment of the Jewish homeland" in Palestine and promised to cooperate with Jewish leaders in this regard. In the letter that later became known as the Balfour Declaration and it was issued in November second 1917,we can read: "The Government of His Majesty of the Great Britain likes establishment of a Jewish homeland in Palestine and he will work hardly to provide the possibility of it, but clearly you should know that nothing should hurt non-Jewish communities' civil rights in Palestine or rights and political status of Jews in other countries. "
Publication of "Balfour" Declaration created severe reactions in Arab society Malek Hossein, who had key of Kaaba and was influential in the world and claimed the caliphate over all Arabic lands and the English also promised him something, immediately demanded an explanation from British government about it. The British government in response announced that it does not allow the Jews annoy Arab rights in Palestine and it will let Jews to emigrate and settle in Palestine as far as it does not hurt freedom and political and economic, social rights of Arabs. The promises were repeated in the English ruler of Palestine's letters and Government letters and White paper of British. According to the statement, between the two world wars, annually a number of Jews were allowed to immigrate to Palestine and that was beginning of the conflicts between Palestinian Arabs and Jews on the one hand, and creation of the State of Israel and their conflict with Arab countries on the other. In the opinion of Arabs, Balfour Declaration was a reason for the existence of an imperialist conspiracy by Britain against Palestinians and Arabs. Publishing Balfour Declaration coincided with communist and anti-imperialist revolution of 1917 led by Lenin in Russia. not only He, who claims being revolutionary and defending the rights of the world's poor and fighting imperialist, did not the smallest thing to defend the Palestinians, but he did not show any reaction to immigration waves of Russian Jews to Israel and the grounds of formation of a Jewish state in the region with the direct assistance of British imperialism and big Zion capitalists and he treated in a way that his leader, Marx, placed him as a part of his political and campaign platform.
In March 1919, meeting of the Comintern [the Second International Communist] was held in Moscow headed by Lenin. At the meeting economic, social and political issues of deprive peoples of different countries were surveyed by representatives of communist parties. In the formal last resolution of the meeting, the self-determination of the peoples and nations was recognized and Moscow undertook not to ignore any assistance and cooperation in connection with the provision, but despite the slogans and promises of Moscow, the oppression of Jews to Palestine was not even mentioned. It seems that from the perspective of Lenin and the representatives who were puppets of communist parties of the Second International, the issue of Palestinian Arabs was not worthy mentioning at the meeting. In 1947, a special commission of the question of Palestine was formed in the United Nations to examine the issue of Palestine and Israel and offer mutually acceptable solution. The Commission (that was called investigation Commission and its members included representatives from different countries) was looking for proposal that was acceptable both to the Palestinians and Arabs and supply Jewish interests in the land, but the offer was not accepted by both sides. Finally, after a month of inconclusive debate and struggle, members of the commission were split into two groups "a group that the majority of the Commission was with them and assumed that remedy is the partition of Palestine, but a small group did not know the solution as a fair and practical one". Although partition plan was not very practical, but its fans became more and more and the result changed votes of members in favor of themselves as "Jewish Agency" had efficient and effective tools with calculated advertising. Weakness of Arabs was in favor of Jews and fans of division of Palestine. That is why since 1947 the issue of Palestine was on the agenda in the United Nations.
Stalin-like power balance
When the United Nations General Assembly was formed, America's Foreign Minister in his speech "praised the efforts of members of the interrogation Commission and stated that his government accepts the opinion of majority". Representatives of the Arabic countries immediately reacted and attacked representatives of America and in the whole two and a half months, the General Assembly did not vote any "suggestions" of America delegation on various issues. The General Assembly appointed a special commission to study the interrogation Commission's report that lasted for three weeks. In the meantime, representatives of the "Jewish Agency" and "Arab Higher Committee of Palestine" struggled hardly defend their ideas, but gradually it was revealed that things were not going well, because "the Soviet Union under command of Joseph Stalin and puppets of Moscow and the East bloc "did not agree the division of Palestine. It seemed like America's government and the Jewish Agency did not hesitate due to endearment and threaten. Finally in 29th November 1947, which was the final day of the Forum, the suggestion of partition of Palestine into "two-states for Arabs and Jews" was adopted by a majority of 33 positive votes to 13 opposing votes and 10 abstentions and representatives of Arab states went out of the chamber to show protest. Based on this resolution, the British Mandate in Palestine ended and English forces must immediately leave Palestine. Thus, skillful propaganda of "Jewish Agency" and the influence of American Zionists led the General Assembly to behave contrary to the spirit of truth and justice and the Charter of the international organization in one of its first decisions.
Jews immediately began to provide establishing independent Jewish state. With extensive activities and vital support of America, the UK and the global Zionism, provided the necessary facilities and tools and finally in 24 Ordibehesht 1327, they announced the establishment of the State of Israel. The Soviet government and consequently Communist countries were of the first countries that recognized the existence and then establishment of the Zion country with imperialist and capitalist governments. Support of imperialist and colonial states for the partition plan of Palestine and then establishment of Israel, according to the influence of big Jewish capitalists on theses state is no surprise, but the questionable thing is that the idea that knows itself as supporter of hard-workers of world and shouts the cosmopolitanism slogan and opposes to any kind of nationalism and demands removal of national, political, cultural obstacles and creating a universal rule that rules in the same way with all nations and peoples, regardless of racial and cultural differences and create harmony between different social systems, how was it OK with extreme Racism of Zionists?
Nikta Khrushchev, premier of the Soviet Union, writes in her diary book: "Malek Farugh [the last king of Egypt that his rule was ended due to the revolution in July 1952 and was exiled out of Egypt] once asked Stalin to give him gun give to force Great Britain to evacuate Egypt, but Stalin refused and said in my presence: "near East [including Israel] is a part of British influence sphere and we should not bother British men." Khrushchev then adds:" I do not mean that Stalin had no interest to penetrate the Middle East- in fact he had a great interest- but he had realistically recognized that the balance of power is not good for us and Great Britain will not tolerate our interference."
As long as Stalin was alive, Russian theorists did not respect "national bourgeoisie" class in the Middle East and their main purposes were the local communist parties and the necessity of proletarian leadership in the Middle East's revolutions. After the death of Stalin and the Twentieth Congress of the Communist Party of the Soviet Union [1956] According to Sosolof, theorist of the Soviet Communist Party, the country's leaders value the national bourgeoisie and its leadership in third world countries with a 180-degree rotation. This change was because of the fact that the leadership framework of Soviet had realized the fact that they cannot attract the attention of third-world countries to communism by force, but they should notice policy of helping national movements so that by the effect of change of economic and social conditions of the countries are attracted to the communists themselves. accordingly, the strategic policy of the Soviet Union was more and more political, economic, military penetration in the Middle East, particularly Egypt and Syria and Iraq to promote more communists in this region and not fighting against Zionism that the policy led to more powering of Israel.
