Since 1929, the veil concerns seriously entered into the minds if government officials and perhaps the pressure of public opinion helped this issue. And these socio-cultural issues that the government is dominant on it, because usually there is no sincerity with that and now in a sense that the Westerns have and saying the governors regard people as a paper of voting and often, when the governments enter into a field because, the stresses and concerns are mixed with political and wordily intentions, the issue becomes repetitive and, some believe that the government should at least in terms of cultural practices should create infrastructure, and to attract the group interests by the media and toward the veil . That is, if we asked some scholars that what Islamic state mean? They said the state where Islamic law is implemented. However, they did not pay attention to the discussion of ethics of Islam and Islamic education. However, it was the issue also reflected in the constitution, namely the concerns have gone to this direction that an institution called the Guardian Council controls the Islamic laws. But the argument that people's behavior, along with their morality and knowledge becomes Islamic has not been much of attention so, their comment is that the reason for the system failure in the issue of veil is that we beside the issue of law, did not pay attention to the legal argument and if they have moved in harmony, the changes focused and no problem occurred.

We never tried to make a 'positive outlook concerning the cultural rights of people and merely we said if so, will do this. But because, that person does not commit this, what model we should provide? I can dare to say that in any point we did not provide any model; and if, time to time there was some debates then, slowed down. Never do I say the government provides some model. The government can provide a modeling role for providing pattern that is, those who have Iranian identity concerns are being supported whether in terms of design, production, supply and distribution. The Second point is when you accepted the people have the right naming "cultural rights" and the right of culture is either under the shadow of the worldview as well as the values and behavioral patterns. The supreme Leader has a remark we referred to it because it is acceptable to our analysis; "The leader said one of the fundamental criteria, is attention to religious, moral, Islamic and revolutionary education. The leader added; either we should run or decision-making or make the policy. How is it possible to be sensitive to people's livelihoods and security but, careless to culture, religion, traditions, architecture, urbanism, music and the not people? It goes back to philosophy of Islamic Revolution, whether its Islamic case is met regardless of the fact that its economic provisions have cultural aspect or not; so the culture is reasonable and should be followed on the agenda so, this government does not interfere. Therefore, the fact that the government does not interfere, even in terms of policy-making and oversight, does not have such an attitude. So, we should not abandon this category, because in this case, what guarantee is there that this law is considered? Concerning the understanding we have of people, society, threats, opportunities and challenges, what see that in this country the public facilities and opportunities are being exploited?
In a society where the public opportunities are being exploited, we can consider other aspects, too, so I think that first we should neither abandon them nor take control of them. Despite the fact that we should respect the sentiments and expectations this is one of the things that we remind it as culture making. But at the same time I believe that this aspect of culture-making can also encompass ethics and thoughts of you. But the government should focus on provision of model, but offering model by the people, according to established rules and defined criteria are being done. I can tell you confidently; so far you had no such a law on this issue in the Parliament. You must have researched that most people say they do not have nice clothes and we can not afford to sew adequate clothing. Well see, it is the economic situation of people and so is unemployment. If a person wants to make clothes, the inappropriate dress is three or four thousand Toman but, rather proper clothing is thirty to forty Toman. Well is it true or not? It is interviewed, they say: We see every day the Mantos (dress) offered is short ones. Here, what is the state duty? Well, according to existing law, the government should collect women's dresses. Is this a fundamental solution? Immediately say some are against any negative impact, no we are not opposed so, we say besides the negative impacts four fine fashions at affordable prices are offered. This will strengthen the academic disciplines concerned with strengthening designers and manufacturers however; as soon as we showed our experiences it was faced with public fortune. It is possible and that's why I say the government has an obligation to protect certain plants and even pay subsidies because culture, is an important issue. Unfortunately, the dominant view in these years, it has been the developing look at culture, not cultural development in its specific sense. In the fashion and clothing design, the government should support and pays subside. There are many people who come to us and have concerns but, say that we can not publish our Quarterly. We can not even imagine exhibition and plans to put them in the showcase. We say in this plan that the government has a duty to act and design an International Exhibition and Fashion Salon and those who say keep it to people, they imaginatively think that the Fashion falls down the sky, and the people and the designers did not have any will.
In the West, every week special modes advertising on the net so, why we do not advertise our modes? And immediately the textile design and textile symbols are transmitted to Iran. What did we do facing it, unless say that do not use just that, it is not true, well, what do they use? In terms of culture according to one of those who had written an article to us, after the revolution, we touched modernism under a layer of religious slogans. I accept that we should have huge cultural project that modify administrative function of the executive branch or legislative branch, presently, it is the philosophy of Cultural Revolution Council. I can exemplify the approved cultural policies that is the point of departure, and these changes due to the governments and cultural policies. But the fact that what happened practically and whether the executives were committed to it or have considered the shortcomings of politics and have tried to complete this issue. Well, where there is no public and general view, we can not work more than our potentiality. However, we say part of it, is related to fashion and partly to facilitation of marriage and another part refers to occupation. But we are not in charge of Employment; Economic Commission of the House and the government economic ministries should come together and plans for it. From one angle, the most important problem is that we still did not have the ability to make qualitative assessments. What should we do? Tell if by planning a rule is this problem solved? In the Council of the Cultural Revolution a quantitative outlook is overwhelming and there is no qualitative outlook so, what do you expect from other places? However, I think with the heart's blood, concern and every effort has been made, the way should be provided. One thing I can tell you that the current world, is the cultural one not that is not economic world, not political one, it means that the people of culture either gained the power for criticism or the maneuver so that they can speak their criticism. However, I have told both in private meetings and official ones that in the politicized atmosphere of t our country that its revolution is cultural, there is no room for culture; however, if you can not take sea water, you should taste to satisfy you're thirst.
I accept that religious schools have not responded the theoretical needs of the state as expected, but perhaps we blame the government as the main culprit in this regard. What arrangements and steps the government has provided for? is it possible without long-term and medium-term investment convey cultural collections into thoughts?

A dynamic community and a society where its entire people is supposed to feel responsibility, should involved in the running of society. Well, it is obvious that the credit run by the government is not apart and not comparable to credit and do not have a mass-like look at people. People includes different classes and train intellects among them thus, part of these needs and credits controlled by the government and some by researching demands by strategic centers . However; the religious schools includes have some talents and potentials that unfortunately neither the government follow them nor they understand these potentials. So, in this context, it should be done to make religious school a modern one the field and finds its true position in the researches.
* Our concern is that how many models you have added to the existing models, so we think that you , by presenting new models have merely increased the power of choosing the applicants.

We offer a choice, through good and appropriate models that are not tight and racy but are Iranian and Islamic. In this case, I guarantee the competition, because if we find Iranian interests symbols and consider the continued signs I am surely it will fall affective. But, as I said there are a set of training rules that we should not ignore them and if a make-up is supposed to be made , to be with an appropriate fashion even though we do not accept make-up in the public, God willing our men and women do not favor it.
