Optimal model of power in the Islamic state is Power which is based on doctrine emancipatory of Islam. Objective and criteria of this power, that is elite transformation towards Allah, has come in the Quran and tradition. When an Islamic state is formulated, This Government is based on some components such as geography of the land, population, rule and the doctrine of emancipatory of Islam as a legitimate source. Therefore Islamic state besides having some components form a political government has also doctrine side .
In this article, Component of Power of the Islamic state are debated in some concepts such as doctrine emancipatory of Islam, population (the nation with the same thought and religion), leadership, governance model, knowledge, economic and military factor. Mentioned components when caused to provide power for the Islamic state that in the form of concept of development with together linked and achieved unity. This article explained the component of Power of the Islamic state also try to present the pattern and power which is besides with development.
"Introduction"
There is surprising interconnectedness and mixture between the key word "power" and "state". The basic foundation of each state is on the power. Formulate of fundamental concepts of political thought, such as freedom, justice, human rights etc. involve the assumption of state power. Thus, these concepts is combined with the concept of the state.The foundation of every state is base on the components of its power. But the components of the power in a state is defined with the Islam in the model "Islamic state".
Different forms of government, such as the absolute government, constitutional government, the classification government, Pluralistic state has been defined and described in the political science.
The term "Islamic state" is new keyword in the political science which its foundation is on the doctrine emancipatory of Islam. Belief in monotheism and human freedom, justice, progress, freedom of opinion and equal economic and political opportunities, monitoring the religious leaders, fundamentalist (the formation of the state with the style of the Prophet (PBUH) and Imam Ali (AS)) and supervision of qualified and comprehensive jurisconsult, just and aware of the law (Islam) are some of the basic indicators of the Islamic state.
Mentioned indicators in the political thought of the founder of the Islamic Republic of Iran, Imam Khomeini and numerous principles of our Constitution is evident.
The new model of Islamic state, like other human experience patterns has components of Power. Component of power in the Islamic state is a combination from natural features, such as geographical position, population, the level of development in the economy and military and industrial technology and following from it about doctrine emancipatory of Islam which is determined in the type and model of governance, efficiencyof leadership based on Imamate and prophecy and the unity of religion and the idea of a nation.
Knowledge is also one of components of the Power in the Islamic state, as far as legitimacy for the leadership of the Supreme Leader of the Islamic community is because of the justice and wisdom to the law of God.
Here we focus on the link and create a positive interaction mechanism between the components of the of power in the Islamic state. Therefore, framework and the proposition of the present discussion is as follows:
First, the component of power in the Islamic state is pluralistic. Optimal model of Islam that is expressed in the monotheistic world is "unity in diversity” and the desired pattern of power in the Islamic state also base on the doctrine of emancipatory Islam, so this the plural components should be arrived to transplant and unity.
Second, Implementation of integration policies in diversity about component of power in the Islamic state will follow the pattern of development and is defined it as "same power with development".
Third, the Pattern "same power with development" has several theoretical concepts. This important become possible by activation of potential capacities and excellence of the doctrine of Islam, Localizing the component of development which is the product of reason and human experience and is not in contrast with the principles of Islam.
The main hypothesis of this paper is based on the first paragraph of the statement. Islamic state like the other models of states have a diverse range of components in power. Since efficiency, excellence and development are from the vital goals of each state, so the Islamic state is no exception.
Meanwhile the objectives of this Government has divine mechanism. Component of power in the Islamic state in approaching to development will arrive to unity and positive interaction for efficiency and growth of Islamic state.
Definition of basic concepts
1- state
Historically, the concept of the «State» until the 16th century had not found political vogue. Machiavelli for the first time used it. Greeks Instead of it used from the word «Polis» for it.We should consider the contemporary Governments as a human community that within a defined territory (which this land is the elements of government) successfully claims the monopoly of legitimate physical violence as the right of his own.
The government, as the most important political institutions is in the context of a complex network of interests of social. In general, the government have four basis or four different face.
The first is the force base and violent face, the second is doctrinal base and ideological face, the third is public figure or the provision of services and particularly public work and the fourth is material interest base or the private face. Having at least of these base and particular work for each state is necessary. Each of these faces guarantees making power for the state. Governments with wanting the consent from the people turned their power to the legitimate authority.
2- power
In terms of logical sequence, discussion about power, with the political and social approach is the introduction to the discussion of government and because sovereignty of the government face, inevitably with issues like authority, freedom, security and expedience has direct correlation so addressing to the Discussion of power become very important. We cannot investigate the government without understanding the nature of power. State power for this reason is important that has direct relationship with the community, Therefore, among various definitions of power, Max Weber's sociological approach in the definition of power has utility.Weber says: "Power is the possibility of an agent (individual or group) for having a position in social relations that can aside from relying base apply this special opportunity of its will despite of the resistance.” Power is not always based on force. It can May be based on faith and faithfulness, habit and inaction or also the benefits. Power is influence controlling of others but effective means of this control may be numerous. In general power has goal, enforcement needs, is relative and depends on the situation and is based on relationships and above all, is ability to influence others.
3- Development
Development, in the society and the state, requires reorganization and the orientation of the economic system, social and political of the country. Development includes fundamental changes in institutional structures, Social, cultural, administrative and many of the cases and even the customs and beliefs. The basic of development Theory is motion of human society towards excellence and perfection which has congruity and harmony with the fundamental concepts of Islam. Classical theories of sociology is a source for development science; because the sociologists have been following the interpretation of the developed community. Durkheim believe that the community development model is cross from correlation of mechanical position to Organic correlation. In fact, the foundation of the theory of development-oriented is based on the principle of internal mechanisms and diversity that all communities follow from it.Because of the importance of the concept of development, we have categorized it in three dimensions, "economy", "culture" and "politics" and determine its appendix components. A society in the transformation position, until where picks the fruit of development that all components of these three-dimensional of development, harmonious and balanced have the desire to the positive indicators.

Materialist-oriented ideology whether in the philosophical meaning (philosophical material) and whether in the economic meaning (New capitalist system) with giving authenticity to the material aspect tangible and economic life and contrary to the innate human desire holds dismissed him from thinking about the superior value. These ideologies has not absolute and transcendent values and always linked to specific time and place.
In the doctrine of Islam monotheistic values is absolute and it has not been established dependent to the time and place or for certain people or group. Monotheistic Values is based on the spirit of a nation with the same religion and thought and although these have cultural differences, racial and ethnic, but it produces the unity and integration.
Values of monotheism provides a subjective template in terms of style of looking at the world and finally, this constituent elements of power will put clear and definite criteria at the disposal of policy makers until according to that, they make the target framework, national interests and the authority of Islamic state. The doctrine emancipatory of Islam since caused that human liberate from domination of human and promote the Worship of God, it will give some principles and criteria to the public until according to that they judged any deviation or shift that is contrary to accepted principles and refuse to accept the rule of imperialism on the Islamic nation.
Due to the importance of prophecy and leadership In the Islam, religious- political leaders In the Islamic state has a high position. Therefore public faith rather to religious- political leader, and also religious- political guard of governor has an important role in the Islamic state.
Faith of the masses of people and political elites in the Islamic Republic of Iran under the leadership of Imam Khomeini caused that at the first decade of the Islamic Revolution a powerful government created and the unity of government and parliament in that time as the two major power blocks, caused that internal subversives opposition heavily went to the edge and also obtained stunning victory in the battlefield.
With the current marked developments, Government which is based on Islam Must makes the capacity which can link the values of political system to the functions of economic, political, social and military. Also political system must expand the real participation of the people in the country management and shows its ability to tooling, attracting and rational distribution of power. Making operational of the basic principle and religious of justice can be efficient into the finalizing of these matters.
2-1- leadership
Leadership, as the authority component Islamic state in the Shiite political system has expressed as the Supreme Leader. Supreme Leader placed in the Islamic political thought during the Prophet Hood and Imamate and the founder of the Islamic Republic of Iran has drawn its especial work in the political thought such this: "All matters relating to government and politics, that is destined for the Prophet and the Imams, can destine to the just Faghih and also rationally no distinction can be made between these two; Because the Islamic ruler, whoever you want, is a person that must perform the rule of religion and establish the limit and law of God and also he is the recipient of Islamic finance and consumer of it in the interests of the Muslims. "In the Islamic state how to mobilize and use of the material and spiritual resources to exploit the religious values to create and reinforce social cohesion and integration, all depends on the leadership. Both rational and traditional norms say that the ruler and leader of the Islamic state, must inevitably first: be wise about the laws and rules of the Islam, and secondly: among the people and the implement the provisions behaves in justice.
So we see that leadership in the Islamic Republic has a special place and divine responsibility. He must be knowledgeable about the law of God and in the case of the servants of God behaves in justice. He has the authority of Prophet and Imam and associated with it, Responsible for directing people is one of the works of the ruler in the Islamic system.
In the Islamic state how to mobilize and use of the material and spiritual resources to exploit the religious values to create and reinforce social cohesion and integration and finally the correct use of military facilities in critical condition and war, all depends on the leadership factor.
Management and regulation of foreign policy, rational decision-making in the political arena and internal developments and style of implementation of strategies, need to leaders and managers who can with the understanding of the situation and international requirements determine the national interest correctly and seek to achieving the national goals.
Therefore all special work for the common desirable leader achieved within a divine leader. Imam Khomeini in advancing of victory of the Islamic Revolution, performance with the wisdom and courage of a revolutionary leader. He successfully passed crisis such as a coup, the counter-revolutionary movements of the enemy group and economic sanctions and finally the eight-year imposed war. He ended relationship between US and Iran and with courage, honesty and wisdom ended the war and accepted the Resolution 598 to protect the interests of the regime.
In short, the leadership as the main departure points for decision making in various fields such as military, economic, management of diplomacy and ideological thought is effective and in terms of basing it on divine legitimacy and public acceptance plays a central role in the process of arriving to power in the Islamic state .
3-1- governance model
During the bipolar order, always this question has been in front of the scholars and Strategists that which of the democratic West system and the socialist of East have more power?With the occurrence of the Islamic Revolution and formulation of a new form of republic based on religion of Islam, efficiency and power of the new form of government and ways to reaching to it, became the most important problem which the elites face to it.
The Governance model is from power generation components in any political system; for example, the persistence and no discontinuity in policies which are the components of a functioning government is derived from the Governance model which is in that state. Another example is about Governance model in democratic state with diversity making. In a pluralistic structure, dozens of groups, organizations and institutions; including unions, political parties, groups with having influence and pressure groups, Cartels, trusts, the complex military and besides these, in the formation of public policy strategies are effective and they have problem for leaders in these communities. Therefore the promotion of increasing in power in a democratic state is depending on the interest of the masses and the elites to the national interests and vital of our country.
The government in Islam is a system for achieving of an individual and community to the spiritual and moral development. The government produces the goods and services to achieve improvement and worship of God. While in the secular regimes the main purpose is providing of material benefits and worldly of people and the perspective of the government and the people is not over their worldly life.
The governorship model in Islam gives privileged position to the supervision of people on the governors, directing towards goodwill and forbidding the evil, efforts in the affairs of Muslims, Muslim imams preaching, Council and referred to the collective wisdom.
But whatever we take away from the beginning of Islam, the Prophet Governance model which pay attention to the collective wisdom of the Council, is oriented towards an individual model. The muddy Home of Prophet (pbuh) turned into Green House of Bani Umayyad and thousand and one night castles of Bani Abbas.
Two great deception was occurred by this ruthless series in history:
First- by creating a new concept of political "Caliph of the Messenger of Allah" wore the sacred garments of the last Messenger of God and with the tool of religion killed all of their opponent. It was by this tool that the judge of the oppressive rulers in Kufa said that the son of prophet and the third Imam of Shiites by the accusation of leaving the religion of the prophet must be killed. Of course the ignorance of the masses also help these oppressive ruler.
Second – they propelled the Prophet Governorship model towards a personnel authoritarian government and monarchist by giving model from the Iran and Rome Empire.
In political thoughts of Imam Khomeini which was a return to the principles of Islam and the Prophet and Imams Governorship model, the royal government was seen as idolatry, because the base of monarchy was based on the domination of man over man. However man must be only to slavery and domination of God.
The Governorship model of the Islamic Republic was a return to the tradition of the Prophet ruler.
Fundamentalism (style ruling of the Prophet (PBUH) and Imam Ali (AS) progressive, religious democracy (try to the passion, collective intelligence and freedom of opinion), justice (political, economic and social), belief in unity and freedom of human and idealism (formation of the Government more complete than the Western and Eastern models) is the feature of this government model.
In short, Governorship model for power generation shows an image to the international community that is effective in political and economic exchanges of the government. The victory of the government in war, its Invulnerability against foreign invasion, having strong allies, significant economic and industrial success and choose the independent strategies are from the cases that help to the governance structure inside, Luck of the elites and masses of a nation to it. Imam Khomeini presented a model of governance that always provide the popular support of the political system. This is the power generator components for the Islamic state.
1-4- Knowledge
"Every state is built on the basis of power." This statement was said by "Torteky" in "burst Lytofsk" and this statement based on the theory of modern state.Before the occurrence of the waves of modernity, this rule was applied in the form of bare, but after the formation of the modern state, the most effective form of exercise of power were hidden behind the mask of wisdom.
The modern state for its survival formulates and produces the dominant discourse in the context of knowledge. Here we encounter with the cycle of the production of knowledge and power, and these two interact with each other with a type of positive dialectic. In the final analysis, the power is built by system of knowledge and the dominant discourse.
The political action of the State is formed in the light of the dominant discourse. The dominant discourse usually is organized and the notion of knowing in every age and for each state for that condition that in the light of this power, the Government will form.
From the perspective of Foucault, the power of the State has root in science and social situation, cultural and historical of ruler and the criteria for state power are different in the various scientific condition. But how is the relationship between knowledge and power in the Islamic state? Are the knowledge is the components of the state power.
The state power in Islam and especially in the Shia religion is based on knowledge and especially practical knowledge. In the hierarchy of values in the Islamic community, knowledge without any alternative and dispute is sitting in first place and hence, not only it is not separated from the political power, but also it has been regarded as the basis of power and legitimacy. Islamic governments in the realm of ideas and thoughts is the rule of knowledge and scholar due to understanding and implementation of doing right about religion are in society. The essential condition for science and knowledge for Islamic ruler is a thing that all Islamic sects have agreed it.
Basing the Islamic Republic of Iran on the theory of supreme leadership, giving the judgment of the cleric, sentry of the Constitution by lawyers and religious man, is strict Islamic state attention to knowledge, religious knowledge in the field of governing.
Abu Nasr al-Farabi expresses that knowledge and wisdom is the features of president or the ruler of the superior city that he is the guardian of law and tradition of God.
Khawaja Nasir Tosi adjusts the features of the first boss to the Shiite Imam and says:
" The second feature of Imam is having the required knowledge for leading the community, both worldly and religious sciences, such as science of religion, politics, customs, repelling hostile And etc. because Imam are not able to rise to do his duty without this knowledge.”
Among Shiite scholars even more than the Sunni is stressed on the knowledge in the position of political life.
The theory of Supreme Leader, as fundamental action is based in the role of knowledge in terms of assignment and the legitimacy of government in the period of absence. Shaikh Mufid (d. 413 AH) also highlighting the assign of authority to the Shiite scholars, according to the importance of knowledge in transferring of authority writes: "And who because of ignorance to the provisions, or inability to rise up to affairs of the people, did not have the authority jurisdiction on the people, it is unlawful to accept this task for himself.” we also see in the political theory of Imam Khomeini that knowledge to the book of God and justice is the principle of Islamic ruler.
We understand these result from the writings and views of Islamic scholars after thinking about them:
God ---> "good news and warning” revelation through the Prophet ---> necessity of knowledge.
The knowledge ---> the political power (the power of state) ---> personal and social life of the faithful.
With thinking about the mentioned components, this explicit conclusion comes to the mind that the knowledge is one of the foundations of legitimacy theory of the state in Islam and in the other word, the knowledge is from the fundamental pillars of power in the Islamic state.
1-5- Mosque
If we set governorship model of Islamic state as Prophet Government, Mosque is the main center of power in the Islamic state. Prophet (PBUH) after the migration as soon as enters to the Medina city, he say that we need a place to manage and then they build a mosque. Various functions of the mosque as a place of worship, political and social has been placed it as the center of power in the Islamic state.1- Mosque is a place of worship and prayer of Muslims, Muslims are doing their prayers seamlessly and units forward to a Qibla for the Almighty God, so prayers is the symbols of worship and unity of Muslims, which will be held in the worship and political place of Mosque.
2- Mosques are the conversation area for Muslims. Muslims become familiar with the social views of each other and damages which threaten the Islamic society in terms of political, social and cultural in the discursive space of mosque. After the death of the Prophet (PBUH) also mosques has been regardless of their oppressive ruler. In this Self-Management space and free from domination, Muslims pay attention easier to the Islamic community issues and problems. Self-Management and free from domination of the power of rulers provides a new prominence in the Shi'a religion and that is because that the Shiite religion has been independence from the oppressive government.
3- Since the center of power and legitimacy of an Islamic state based on the teachings of Islam, so mosque as a political- worship gathering of Muslims was considered by the Islamic state to management their actions. The Islamic State in the beginning of Islam, ordered the general mobilization, orders of government, the implementation of the limitation of Islam, the division of the spoils of war were generally announced from the mosque.
Therefore it can be seen that the mosque at the same time performs the component of culture, politics and society for the development of Islamic society.
In the beginning of Islam, Hypocrites built the Zarar mosque for splitting in the unit ranks of Muslims.
The Almighty Allah ordered to destructing the mosque to the Prophet (PBUH) with revelation. Issuing this command shows the political importance of the mosque in the Islamic state.
In the new experience of the Islamic Republic of Iran also mosques always have had a distinctive role in the changes of the Islamic Revolution era, the center of public mobilization for national defense against foreign was in mosque. The center of organizing the million people to protests in the event of the Islamic Revolution in year 57 was in mosque.
The Director of Islamic state lead the ship of revolution from the Jamaran mosque.
Imam Khomeini on detection the importance of the mosque in the Islamic state says: "The mosque is the center of propaganda. In the beginning of Islam, they creates the military from this mosque and etc. whenever they had a problem, called that “Prayer in congregation” and people gathered... Mosque is the center of the political gathering.”
1-6- Islamic Ummah

It attempts that with other Islamic and popular movements paves the formation of unit nation world especially in the development of international relations and continues the fighting to save the deprived and the oppressed nations of all around the world. "Tendency to Islamic nation as one of the fundamental trends in the Islamic state and newly established of Iran in the preamble of the Constitution is clear. In this context, audience of Islamic state are the Muslim nations, regardless of geographical boundaries.
Planning of the export of the Islamic revolution, expressing the jihad theory in two dimensions of cultural and military, planning the issue of Fighting imperialism and the oppressed nations awakening, awakening the Muslim world, especially the nations on the borders of Persian Gulf are including nation-based approach component of the Islamic state.

With the above introduction, we see that the Islamic Ummah is one of the component of the power of a government which is based on Islam. Islamic state is formulated the unity of the Muslim world with underlying the Quranic word "nation". In pre-Islamic society, the kinship relationship and in the other word the heads of clan were the decisive factor for the legal system and the social order. With the advent of Islam, the idea plays such role and thus in the legal system of Islam and relative in the Islamic community, the word "nation" was put in place of "tribal", it means the society was based on religion and belief.
It was towards people-centered approach of Prophet that he considered Salman Farsi as his household. If the Community-based approach become true in the Muslim world, Islamic state will earn great power. The Goals of renewer from Sayed Jamal up to Imam Khomeini was the realization of the great Islamic Ummah. According to this thinking, the weakness of the Islamic world will be destroyed when the true arise unity based on invisible branches and strong ideological links between Islamic nations.
Seyyed Jamal for uniting the Islamic world addressed the heads of Islamic state, but the Islamic republic under the leadership of Imam Khomeini focus on Muslim nations.
Supreme Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei says in this regard:
"... we rely on The unity of the Muslim world too much; Because naturally this is one of the our common problems that a billion Muslims in the world if they can understand each other and their leaders follow the policies of major global issues which often is common for them, There will be a great power to track higher and desirable and basic goals and in this regard in some of these negotiations was mentioned to the role of Hajj and emphasizing to the Muslim community on a single word and underrate the ethnic groups and not separating nations due to ethnic groups and nations from each other that in this issue there was unity and common points, especially according to a number of people in the Islamic world trying to pay attention to their nationality which that main common point namely Islam be overwhelmed. "
In the community approach of Islam, the pilgrimage as the center of worship and political of the unity of Muslims has prominent role. For the realization of people-centered approach, Muslims must pass from national and geographical boundaries and put Islam as the center of their unity and cohesion.
The religious beliefs, the amount of the Islamic community from education and training, advanced science and degree of awareness and also political and social growth for increasing the power of an Islamic state rely on a single nation has great importance. It is appropriate that Islamic state for increasing its strength that use from the support of the nation who are religious, progressive and excellence-oriented and also believe to the supporting of the government to maintain the boundaries of religious, cultural and geographical of Islamic world.
Islamic solidarity of the Muslim Ummah in these goals is considered as an important indicator in assessing the power of the state. Convergence of religious, political and social of the Islamic Ummah in the increasing power of Islamic state is very effective.

The Geography factor also in such a way will impose itself in the political system and are affected the power of a government. Sometimes even change in the elite and political regime of a country in its geographical situation can be studied. Climatic conditions in terms of geography in assessing the strength of a government is effective. The researchers believed a direct relationship between innovation, creativity and climatic conditions in various countries and state that cold regions has more energy than warm regions.So size, shape, natural condition, borders and the status of climatic are from the most important factors that must be considered in assessing the power of governments. Vast territory, while it can accommodate many human resources, provide the possibility of retreat for armed Forces during the war period and gives it indomitable position.
In the Iran-Iraq war, the broad geographical position and high population brought wide range of possibilities for successive victory for Islamic Iran. The extent of soil provided the rejection opportunity at the beginning of the war and also at the end of the war for Iran.
Being mountainous region is beneficial in terms of defense. The country's mountainous north-western borders provided Iran's military power to defend. Troughs and the flatness of the land is also a factor in reduced defense. Polish people considering that resisted bravely against the invaders, but because of the trough shape of their land have not been able to repel the invasion and occupation of their country. The best type of natural boundaries are seas and mountains. Britain's island status caused that it did not face with the enemy invasion for nine hundred years. A Government relations with other political units also is important from the geopolitical point of view, for example Afghanistan and Iraq which are occupied have provided insecure surrounding environment for Iran.
But according to the above description, technological advances, the entrance of intercontinental missiles, satellites and nuclear restrictive weapons in the field of state authority, has changed the equations in the political geography and climate situation.
1-8 military factors
Often, when it comes to talk about the power of state, military force will come to mind. But military force is one of the elements provider of state power. Within the framework of military power should be considered weapons and military equipment, number and quality of military personnel, military budget, databases, military techniques, mobility forces, supplies and logistics facilities.In the Islamic state, only on hardware components of power (equipment, technology and military techniques) is not stressed. Article 144 of the Constitution when emphasize on having the military schools for the Islamic state, is noted to the Software of power, such as religious beliefs, In line with the Leader, patriotism, desperate attachment to the vital and national interests of the Islamic nation, the spirit of collective work and organization. Relying on the law and believe to it, the principle of respecting for hierarchy, and military discipline is also from the software components of military power.
Having a historical memory and knowledge of failures and the national victory in the last century of Iran and the reasons of these historical events contributes to strengthen the Software of military power.

In this process, we should consider some variables such as gross national product, per capita income, how to produce the industry and agriculture products, access to resources, in general, the degree of dependence or independence of a state to the financial and economic resources of other political units.If each State has more resources to any extent, its vulnerability is lower in times of peace or war.
In the importance of economic factor in the power of a state, east block developments is Impressive. One of the main reasons for collapsing of the Soviet Union was economic and technological problems of that country; because despite the fact that this state had considerable power and ability in its military services, we could not find any balance between economic development and its military and on this basis a group called this government as superpower "underdeveloped". From issues which should be considered in the evaluation of national power is existence of a kind of equilibrium and balance among the elements of the power provider.
In short, power is a whole which is indivisible and despite the fact that within the framework of academic studies, we studied each of the constituent elements isolated from each other, never should ignore trading between these elements. Such interaction is seen in each of the levels of power (Material and spiritual) clearly. For example, the inseparable links exist among the factors of leadership, ideological, economic, military, geopolitics, etc. that under the International various requirements each of these factors are important in various degrees.

As explained in the previous chapter, the components of the Islamic state are the liberating doctrine of Islam, religious- political leading, governance model, knowledge and economic factors, military and geographical characteristics.
The power-generating components in a balanced pattern should get together which can create a powerful government. The natural factors of power has a natural effective on the power of state, but factors such as doctrine, type of leadership, governance model and the quality of population deeply linked with human resources of a government. The amount of religion believing of community is a sign of efficiency of the doctrine and leadership.
Development model brings balance the component-based of human in the Islamic state and this sustainable harmony and balance with exploiting of natural components of power guides the government to the authority, efficiency, credibility and excellence. "Justice" in Islam forms the foundation of power in the Islamic state. One aspect of justice in the rule is moderation, according to the content which is described above.
Commission of administration for the distribution of settlement should present balanced and equitable model of power and ruling to the nation. In the development-based strong government, the penetrated faction of the Commission of administration have reached to an agreement about the concept of "national interest" and implement the social, economic and political programs in direction of it.
Development, when will be serious which put in an integral component of the national interests. Permanent change of goals and lack of institutional among influential individuals and parties, hampers acceleration of activity and planning.
If a society have a single culture and worldview, it will implement easier to a national strategy and methods. The Islam religion is a development- based religion and also gives the ascension and munificence to the human dignity. The emergence of it with the light of revelation to the peace and blessings Prophet in the territory of ignorant and conflict of Saudi Arabia brought freedom, overcome the domination of man by man and servants of God, security, human rights and human dignity for humanity.
It seems that the integrated presence of the Islam religion in Iran and overcoming the justice-based discourse of Shiite, Which is based on thought Imamate has necessary capacity for a doctrine and cultural consensus and this doctrine and cultural consensus could be used to formulate development categories. A strong development-oriented government institutionalize the party system and getting value to the non-governmental organizations (NGO) to promote the practical task and get executed the distribution of power and the establishment of communication mechanisms between the state and the nation.
With Fluorescing the relationship between government and people and the institutionalization of the principle of replication, it will be clear socio-economic route. The phenomenon of elite rotation also in this advance goes with balance and smooth.
In the context of clarifying the national interests, cultural cohesion of society and multi-party system, the principle of answering means being committed of individuals, organizations and decision-making centers in the comments and their functions are the strengthening principle of government.
Efficiency, utility and coherent economic organization and long-term vision is from the components of strong development-oriented government. The purpose of organizing economic is relating of the economic pillars of a society. Pillars of banking, taxation, agriculture, industry and services in a society, everyone should act in line with the economic goals and do not policy-making and planning independent of each other and unrelated.
In a powerful state which is based on the teachings of religion democracy, Political power adheres to law and is limited in the context of religious doctrines. Religious doctrines also emphasizes on the rights and dignity of human, so political power should not attack inherent human rights; such as security, property and social status. So in this state, guaranteeing the rights of individuals and Economic prosperity is possible. As long as these rights are not respected, we face with some human without rights and absolutely such a state does not get value to the distribution of power and the nation votes.
The founder of the Islamic Republic of Iran, Imam Khomeini with the rejection of the regime and power upon the monarchy placed a state that in it humans are not seen as serf and in the context of idolatrous of relationship of the gods- servant and by so doing rejected the hegemonic form of power. The Imam with advancing this basic slogan that "Amount is the vote of people", in fact he said that the amount of the authority of the government is depend on support of the nation. So in the thought of Imam, Powerful government is a government which it has the supports of the nation. The Foundation of Follows in such a state is not in force, however, the first character of the state is its power. Relationship between the state and the nation is on the basis of justice and organized providing rights strategy of society and the nation. Power Foundation of Islamic state is on the leading of Worship of God and every state in this paragraph which is more successful near the religious community is also more acceptable.
Considering the above points, the main principles of the government's authority of Islamic Republic should be known in the respect of social in the religious democracy with the factors such as passion, parties and non-governmental organizations -intermediaries between the government and the people and political participation- and politically in the prominent place of clergy and religious jurists in the system and ideologically in the positive interaction between religion and government.
Political participation of the people in the form of political parties inside the system and non-governmental organizations and participation in periodic elections are as an indicator of the authority of government. Political parties through two-way communication which have with the government and the people exchange the people's demands and interaction expectations of the sovereignty from the nation. Therefore, from the formation of social movements prevent from explosive such as rebellion and revolution and system will be stable and efficient.
The Council is also a social emphatic issue in Islam in which people are involved in the administration of the Islamic community regionally and locally. The Council contributes to the stability and continuity of the Islamic state. From the Features of a powerful government also is its stability, continuity and efficiency.
In explaining the authority of the state should not only emphasized the aspect of hardware of power. Therefore the government which quickly suppressed its opponents cannot be a strong state. The Powerful political system for attracting its opponents makes capacity.
Periodic elections which is from the honors of the sacred system of the Islamic Republic of Iran, also is an indicator of supporting the people from the state and also is the introduction of this system as a leading religious democracy in the Middle East. According to many analysts, the participation of people in the Islamic state has been insured it against external threats.
Clerics and theologians jurists, in terms of dating back and antique, the unique place of social, holding positions in the judiciary and fatwa, even during the reign of oppression and a leading role in the Islamic Revolution and consolidation of the Islamic Republic of Iran, are from the component of authority of Islamic state.
In the legal structure of power and the law in the constitution of Islamic Republic also the Islamic Republic leadership has the command of the all armed forces, presidential decree ratification, monitoring the Islamic Consultative Assembly and its legislation passed and the positions in the judiciary that these are in particular of the qualified supreme master.

Consolidation, efficiency and power of the school model of "Islamic Republic" which is in attempting for thought of the interaction of religion and state was established by great spiritual leader of era, Imam Khomeini, in fact is the basis of the Islamic modern civilization with the model of dominant Islamic government.

This study was based on this proposition that the power components of the Islamic state is fragmented. Unity in diversity of the components of the power to establish authority and ability and Efficiency of Islamic state has great utility. Therefore this components of power in the paradigm of development arrived to the relationship and the balance. Islamic state besides having the above features based on the doctrine emancipatory of Islam has also religious- political leaders and knowledge.
Components of power in the Islamic state in the paradigm of development move from multiplicity to unity. Justice on the fields of economy, society and politics, liberation with this meaning of human freedom from the domination of human, integration into the concept of slavery of God, rationality, collective wisdom and decision-making council are the fundamental elements of Islam which fourteen centuries ago cleared the ignorance land of Saudi Arabia with the guide light of the Prophet, Thus, Islam in its essence is emancipatory, development-oriented and caused to develop the sanctity and dignity of human.
The pattern of “authority consistent with the development” is an attempt in the activating the capacities of the emancipatory religion of Islam in the transcendence of human life with a Worldly- Otherworldly approach.
The consensus of a nation with the same religion, unity of political and religious elites and positive interaction of religion and government are favorable levers for developing of this model. Such a model brings power, efficiency, continued existence and stability for the Islamic state.
