Imam Khomeini was having same idea as NAVAB SAFAVI, regarding the establishment of the Islamic government and implementation of rules and principles of Islam. A survey in Imam`s thought, brings us in this conclusion that, in his idea, religion and implementation of divine commands in managing the society and governing on the people is very important.
FADAEEYAN of Islam (or devotees of Islam, a very important religious group which was very active few decades ago) emerged to struggle the crisis of society and fight against the government, when was in crisis of some events which came out of the Second World War. the presence of allied forces in Iran, and fueling the bad economic and livelihood conditions of the people from one side, and carelessly of the government toward the said situation and lack of efforts from the government for improving the situation, on the other hand, frustrated the people for hoping to the future. In such a condition, SEYED MOJTABA NAVAB SAFAVI, as a young religious student, started his activity to bring the conditions in to the proper order. He declared his views, which attacked the root and foundation of the imperial government. His ideas were exactly like ideas of Imam Khomeini in establishment of the Islamic state and undermining the basis of imperial regime.
Standard intellectual views of Imam and Martyr SAFAVI, in terms of governance and the management of the community can be found in “secrets discovery” (by Imam Khomeini) and “guide of truths” by SAFAVI. However we can reach to these results in other resources. One of the main points, which SAFAVI pointed to it particularly was debate of Islamic government. And this issue was the main motivation of the forming the FADAEEYAN of ISLAM party. Their main principles were expropriation of foreigners, rejecting the colonial culture, creating the Islamic culture and implementation of Islamic rules.
NAVAB and FADAEEYAN party wanted to create an ideal society for Iranians. the said party in the end of 1329 (Iranian calendar), published a booklet by the name of “guide of the truth” or “program of FADAEEYAN of Islam” and criticized about the state`s management and the situation of the Iranian`s community and debated about the performances of the section.
NAVAB, in this book, explains with examples and sometimes directly points to the corruption in the society. Vices such as usury, less selling, faint in trade, bribery, profiteering, treason, unjustified vote, help to tyranny any many more.
NAVAB, believed that all the disasters are from lack of faith and Islamic training. He was believing that if the Islamic rules and orders, implemented in the country, there will be no moral corruption in the society and no economic corruption and all will live together with love. He illustrated a vision from the early days of Islam and showed his motivation to form the same society and government in today of Iran. He was insisting that a corrupted man should be punished without consideration of his post and wealth.
NAVAB, had very critical stance against west. In his view, the western civilization has digested all human virtues in animal desires and captivating colors. And west has lost the human civilization and acting according to the animals. Now the duty of all Muslims is to grab the Islamic rules and ethics and morality of holy Quran to reach the higher degree of humanity. Otherwise, in front of western tricks, they will lose their mental.
the solution which NAVAB explains for his desired utopia, is to start a major scientific and ethical move and with relying on wisdom and independence, we have to launch two movements, the first one is Islamic union movement and the second one is scientific and human supreme movement, based on the Islamic ethics and morals, which is opposite to the mislead Europe. FADAEEYAN members were not accepting the presence of the women, because in that time, women were not covering their full body. Because they were assuming, the impurity will not allow healthy activation of the people. NAVAB and his group were insisting on fast removing of drugs, wines, corruption, gambling and other unethical activities, and they were pointing to the PAHLAVI regime for all these problem to be solved.
When NAVAB, expressed all corruption and situation of the nation in that time, in the second part, tried to present some solutions and management system in the country. and in this way, insisted more on ethical and internal faith. Those fellows who were criticized by devotees of Islam in the first part of the book, in this part were shown their carelessly about their duties:
1- In addressing the clergies, they mentioned about those fellows who are wearing the cloths of clergies but are not eligible for this important post, should be removed. And subjects of the religious books should be classified. All preachers and Islamic advertisers must be verified. And those who are not having perfect scientific knowledge and piety, have no right to give speeches. A circle of clean clergies should be formed for advertising about do good and forbidding the wrong. a regular fund box, must be prepared, so the students and self-sufficient missionaries, should not lose their right in front of narrow-minded fellows.
2- 2- Culture ministry must, remove illegal dresses like music. Male teachers must not teach in female schools. Scientific and practical subjects, have to be combined with each other. FADAEEYAN believes as Iran and other Islamic countries are the origin of the world science, the content of the books must have Islamic knowledge and information, and this will be base to solve the public problems. In all the cities, a center must be established for the orphans. Radio and television should become national organizations and a free tribune, should be opened for all views of classes of people, but without worthless words. This case should be considered for newspapers, also. And cinemas must have Islamic contents.
3- Justice ministry: has to implement the Islamic law, exactly, for example, the sentence of the adulterers, should be executed in front of the public. Competent officers, should be used for verifying the judicial cases.
4- The ministry of the interior is obliged to implement the provisions of the Islamic social orders which is done though police forces. Liquor should be closed, traffic of bad covered women should be stopped. Some firms should deal with poor persons of the society and those women who lost their husbands. Implementation of temporary marriage possibilities for men and women to avoid adultery and prostitution a many more.
5- Finance ministry should not buy useless foreign goods, usury banks must be converted to interest-free organizations. And ministry should manage the salary of the employees, according to their need without consideration of their post. And also gold, silver coins must be made with the name of holy Imam Mahdi (the twelfth Imam of Shia).
6- In relation to parliament, devotees of Islam, are announcing that, the election should be free. And Muslim and Shia members, have to be elected. And those rules which are against Islam, should be cancelled. Representatives have no right to legislate, and only have right to consulate about holy Islamic laws for the glory of the Muslim nation and in performing their duties, should be under the first grade of Islamic clergies.
NAVAB, based on the this belief to stablish an Islamic state and implement the Islamic principles, without fear from any authority, performed his duty for the law of do good and forbid the wrong, announced the future programs of FADAEEYAN of Islam as such:
we are announcing for the last time to enemies of Islam and those who captured the Islamic government, king, government and authorities who are not taking care of Islam, and are busy in their murders, if they do not observe the Islamic orders, promptly or do not repent for their last sins, we will take revenge and destroy you. And then after that, we will implement the Islamic laws in this country.
The implementation of Islam in real form and with all concepts was the only demand of martyr SAFAVI and the devotees of Islam group, and for this desire, they were ready to work as a simple servant also.
in reviewing the ideas of Imam and SEYED NAVAB, we come to this conclusion that, their views and thoughts, on the religion and the implementation of divine commands were the same and also in maintaining the institutions and Islamic rules, in managing the government and people, implementing the criminal laws in Islam, establishment of justice, avoiding the cruel and tyranny, collecting the Islamic taxes to feed the people`s need and providing the public services, education and defending the country`s independence and saving the glory of Muslims, creating the necessary situation for training, destroying those groups who make corruption in the country, creating favorable conditions for education, solving the problem of poverty and equitable distribution of wealth.
Imam Khomeini, just like NAVAB, criticized the government of the king, mentioned his mistakes and said: what did you mean, when you said that, the religion should cooperate with the life? some of the dictator`s servants have changed their color and again all teasing the people. Is this life? You have conducted the dance clubs? Is this life? Some journalists are supporting the corrupted artists, is this life? Drinking wine became, one of the main bases, is it life? Bribery became the biggest base, is this life?
Imam in the book of “discovery of secrets”, says:
God has announced in his holy book as: obey the God, obey his prophet, and the holy leaders. And by this verse, God has ordered us to establish the Islamic government. we don’t say government must be with jurist, we say: government have to be ruled with God`s rule, which has the benefit for the country and the nation, and this will not be done without the supervision of a clergy. We say: constituent assembly should be occupied with senior scholars and clergies, to estimate everything in selecting the king and benefits of the country and the nation. And jurist should supervise each and everything in the government.
View Points, and thoughts of Imam SAFAVI were common in three sections. The first section is how to manage the community and characteristics and duties of the government. Second section is the nature of the government in an Islamic society and supervision of the clergy on government and produced laws. The third section is explained by the Imam Khomeini as such: clergies were always agree with independence of the Islamic country. Clergies are respecting this useless regime, till establishing a new system. of course, an organization, being established on the basis of God`s rule and divine justice is the best organization. And if they don’t accept such thing, clergies are not opposing and did not violate the government. Sometimes, clergies were opposing a king. This opposition was only against the king. Many senior scholars cooperated with kings, such as KHAJE NASIROLDIN, ALAMEH HELI and many others.
Words and deeds of Imam Khomeini, till middle of 1340 SH, were criticizing king for his mistakes. But did not talk about overthrow of his regime. We can observe the same intellectual and practical policy in NAVAB and his followers. King and monarchy were rarely targeted.
