After Herzl’s death, Wiseman was appointed as the leader of Zionism organization. He did his best to attract attention of England and U.S. with the aim of realizing the goals of his organization. In 1904 he migrated to London and established relationship with politicians and journalists of different parties. He started a friendly relationship with Lord Balfour, minister of foreign affairs, and via Scout, the head of Manchester Guardian editorial board, made links with a number of British ministers.
In 1914 Wiseman wrote a letter to Scout: now we can say that if Britain colonizes Palestine and if England specifies this land for the settlement of Jews, we can settle about one million Jews in thirty years so that we can move civilization to that part of the world and change its view with the result that we can have active and secure guards for the Suez canal.
In this situation, British officials in their colonial goals, sought separation between the Asian and African region of the Middle East, and to this end it was a good opportunity for them to create a strong barrier of foreign people along the Suez Canal who were committed to Britain and in conflict with people of the region.
Hence, Wiseman's role was not only a rotation in British politics, to assume a position of hostility against Arabs, but also to create consensus among political and economic colonialism of the British colonial racists, and had been successful in the capture and pillage the land of its inhabitants.
On the other hand, the country of Great Britain, according to its colonial interests, accepted support and approval of the Zionist movement from long ago, via its Jewish prime minister, Disraeli. Under this policy, Disraeli provided the necessary tools for the task of Zionist domination of Egypt, the heart of the Arab world.
According to the map that he drew and took responsibility for it, and without informing the parliament and even cabinet England by borrowing four million pounds his co-religionist, Rothschild, bought Egypt's share in the Suez Canal at favorable prices. He had also had an enormous effect in driving Egypt under heavy loans from banks and on top of them Jewish, Rothschild Bank.
During World War I, Great Britain felt that its enemy is winning the war. In such critical situations, it sought help from the wealthy Jews of America and to support the Jews in Germany and allies. Therefore, it urged them to get involved in intelligence activities and also creation of provocations and internal uprisings in the countries of the conflict in the interest of Allies.
On the other hand, James Malcolm's underlining the need for unity of the UK with the Zionist movement has not been ineffective. Malcolm said Britain's support of the Zionist cause that Louis Brandeis (leader of the Zionist movement in America and first Jewish judge in the Supreme Court of the United States) uses his influence in Wilson, president of the country, and enter U.S. into the war for the benefit of the Allies.
In these special circumstances, Jews seized this exceptional opportunity as it was their way of using situations to their own good, subjected their aids to give Palestine to them as a national homeland of the Jews. They announced, if the Government of Great Britain makes its efforts to transfer the land to the Jews, they would use their levers of economic and political power to make America enter the war in the interest of Britain.
Britain well understood that Palestine is a big fat bait that can be the world's Jews cause to enter World War I on the side of the Allies. David Lloyd George (1863-1945), prime minister of England who was a legal advisor to the Zionists before gaining this position, argued that the existence of a Jewish "garrison of colonists" in Palestine could act as a shield against Egypt and the Suez Canal so as to maintain interest. Wiseman also described the Jewish Palestine as a "main ring in the chain of Britain Empire". He said that Great Britain has "a regional base in the neighboring countries of Suez Canal so as to be able to keep the chance of negotiation in case of problems.
Another factor urging Britain to accelerate its support of Zionist dream of realization of a national country was Communist revolution in Russia in 1917 has led many Jewish youth to join Communist party under the leadership of Lenin who opposed the presence of Russia in World War I. To this end, General Macduff, the head of Espionage Organization of Britain, asked its government to declare Palestine as the national land of Jews sooner, so that Jewish youth turn to colonial ideologies of Zionism instead of joining Revolutionary parties apposing England.
This is how the British government found their interests strongly and seriously tied with the interests of Zionism.
But in this case, the main problem facing the UK was that the Arabs were the original inhabitants of Palestine and constituted the vast majority of the population of the territory and ignoring the legitimate and natural rights of the majority right would not be without severe reactions and possibly the Palestinian people's reaction would be revolutionary.
But Haim Weizmann, who considered the World War and the disintegration of the Ottoman Empire the best opportunity for achieving the goals of Zionism, convinced the leaders of Great Britain with this speech that "the majority of Palestinian Arabs are naive and illiterate farmers and the small number of them are landlords which are always looking for the satisfaction of the official power, whether this power be English, whether Jewish or Arab. Other Palestinians are small businessmen who are like others who don't think about anything just a little money. But the big capitalists and the state control function and do not care about it, but always determined on the basis of current policies the government to keep its own interests. "

Haim Weisman, secretary-general of the British Zionist Federation, wrote in reply:
I am very hopeful that the Declaration of Majesty's Government, after the release, would be welcomed by the majority of Jews in the wide-spread all over the world, but in the case of some terms used in the proposed text, I need to refer to some points:
1. Replace the word "establishment of a national homeland", with the phrase "re-establishment of a national homeland". Isn't it a better term? This small change could show historical connection of the Jewish people to their ancient traditions and show more effects to this give action.
Finally in 2 November 1917 British Foreign Minister Balfour sent a letter to the British government, addressed to Lord Rothschild, in which he had said:
Dear Lord Rothschild's!
I'm very pleased to declare the following statement regarding the government granting to the Zionist aspirations which has been submitted to the government and agreed to it:Majesty's Government agrees to the establishment of a national homeland for Jews in Palestine and to achieve this goal, it will use your helps. Provided that no action be taken to hurt national and religious rights of non-Jewish communities in Palestine or the rights and political status of Jews in other countries.
In the Directory of Zionism (pages 85, 86) it is stated that:
Although the text of the Balfour promise, was issued by the Foreign Office, but words and sentences of the Zionist organizations in England and America was prepared and the promise was formed in exactly the same way that the Zionists were concerned.
Wiseman also admitted in his notes that he has written by his hand the text of the Balfour Declaration at his request.
The tactical use of terms and words and phrases arrangement and unilateral manner, clearly shows the Zionists' involvement in the preparation of the Balfour Declaration.
In the aforementioned declaration, it is necessary to note that the statements and interpretations and any of its terms are selected and used after careful study. The scope of the meaning of each word, before exposure, such as by specialists and experts in Israel, has long been researched and evaluated and have been done a long time on that discussion.
Reflecting and thinking, sentence by sentence and word for word, then removing and adding and modifying some parts made the final shape of declaration. For this reason, it is clear that some parts of it, any interpreted in favor of Zionism on shining and some of it is quite clear and has no deficit and no ambiguity.
Political observers all agree on this issue. Mr. Leonard Stein says in the book Zionism: the text of the Balfour Declaration, was never a normal and banal political document, but was issued after long series of studies.
Timberly in the history of the Paris Peace Conference has expressed that the Balfour Declaration was collected by a precise and comprehensive research and studies in all intents and purposes. Before the publication of the announcement by the Government of Great Britain, the text has been changed and the frequency of review and reform has been much.

1. At the time no one knew the exact meaning and legal burden of the term "national home", because the concept was not clearly defined in the international law and had no resemblance in history.
2. At the time of the Balfour Declaration, nine-tenths of the total population of Palestine were Arabs and Jews constituted only a tenth and half of them were newly arrived immigrants, but with special intention, no mention of the original Palestinian owners and the vast majority of its people, the Arabs, had been made but wherever necessary, the term Non-Jewish had been used to refer to them. Whereas in this Declaration, fourteen times the word Jews and Jewish institutions is used.
The foregoing statement, refer to "non-Jewish communities in Palestine" as if in the land, besides the great and populous Jewish nation (!), there is nobody but a number of rare and disperse people who live in the corners that are not Jewish and are not worth mentioning.
Of course, the Balfour Declaration, by keeping quiet about the Arab element, has followed another objective and covered it to keep the ratio of the actual number of Arabs to Jews.
3. The declaration has carefully and deliberately kept dormant the Palestinian political rights and national and religious rights, which leaves no place for justification. In other words, the phrase "provided that no action be taken against national and religious rights of non-Jewish communities", includes the guarantee of a fictitious non-Jewish groups.
"In this phrase, the complexity of the concept "national right", needs more thought. What is the purpose of national right? Everyone wants to know that what is right, but as long as the "national rights" is not defined, ensuring it would be ridiculous, because it ensures a matter of principle, subject to recognition of it, otherwise, it will be amazing and evokes the story of "Alice in Wonderland":
Lady in Palestine said to Alice: I guarantee your national rights.
Alice replied: Oh! Thank you. But please tell me what the national right may mean?
She said: Dear! Although I guarantee your national rights wholeheartedly but I can't say surly what kind of rights is that.
Jeffrey adds: When I was in Quds, one day I asked the meaning of "national rights" from Samuel, British High Commissioner in Palestine. Samuel replied: "Well, it is very difficult to define." That is exactly what the designers of the text of the Balfour Declaration tried to include with malice and guile and deception.
4. The term "regarded with favor," means, though not explicitly, but with allusion, supporting and providing facilities.
5. The sentence "provided that no action be taken against non-Jewish communities in Palestinians' national and religious rights" apart from being ambiguous and absurd, is another example of the deceptive way the text of the Balfour Declaration was written.
It is better to explain this passage from the words of Henry Ford:
The final part of the Balfour promise prevents breaking the law of non-Jews in Palestine which under the latest government policy of Great Britain has been included in the context of the promise. From the viewpoints of Jews, in the same way that a Jewish historian had stipulated, that sentence had been added to the text only to satisfy conservative public opinion and those opposing Zionism.Is the purpose of the statement in the text of the Balfour promise, pacification of the situation and procrastination of troublesome problems, so that their programs can be executed as planned?
Subsequent events showed that the purpose was nothing else. Therefore, this part of Balfour Declaration had been just a deception to appease Arabs and to provide the situation for full domination of Jews in that land.
