In this regard we shall say that it is far that Israel be able to change Islamic government and win in a standard war, or make our officials to stop nuclear programs.
That is why some leaders of Israel use such words in their speech as "in every suitable, by any considered means, meaning the use of nuclear weapons against Iran.
* A regional security system
In the eyes of the Zionist regime and the United States, Iran's acquisition of nuclear capability will also terrorized the region of Iran, so they believe that in this environment, the survival of these countries and preventing nuclear war needs bilateral and multilateral measures to address such concerns. In addition, since this regime is demanding a halt to Iran's nuclear program, they should facilitate creation of a regional security system and have participation in this.From this perspective, command and control systems creation in the regional countries, including Syria, Saudi Arabia and Algeria to prevent terrorist and extremist groups with ideological or religious creed having nuclear weapons is necessary.
Such a process requires the active participation of foreign powers like United States, Europe, Russia, and China. In the eyes of the Zionist regime, if this process is not accompanied with the presence of foreign powers, it may find the fate of the Agreement on Arms Control and Regional Security 17 (ACRS), which was held in accordance with the Madrid Conference in 1991, and fail.
On the other hand, some US experts believe that in such a system Iran must be present as well, and in a meeting by presence of all regional actors, possession of having nuclear weapons by these countries should be explained for them. However, creating such a system is not easy, and the United States should reform mistrust caused by its dual policy towards Muslim countries and Israel, because otherwise, Arabs will also not enter into such arrangements. In this regard, experts recommend that Israel retake Arabs' occupied territories and stop the settlements building and set aside plutonium production.
* Creation of a zone free from weapons of mass destruction
Some experts point out that although Iran's acquisition of nuclear weapons is worrying developments, at the same time, we does not pay attention to the main reason of efforts of Iran, which is the existence of Israel's nuclear arsenal, and in nuclear race in the Middle East, Israel must be known as "original sin", because the access of the regime to nuclear arsenal and a sense of more security only has caused that instead of flexibility in solving regional conflicts, it adopt a more intransigent stance. Therefore, they suggest the nuclear disarmament of Israel. Also, from their perspective, one of the proposed methods to persuade Iran to stop nuclear activities or perhaps dismantling such weapons is a big deal that in addition to resolving the outstanding issues between Iran and the United States, also reconsiders Israel's nuclear deterrent options. This means that, with the agreement of all regional countries including Iran and Israel, a region free of weapons of mass destruction will be created. It is natural that zone of such actions is a large area that includes the destruction of the Israeli nuclear weapons and its joining to Treaty Non-Proliferation (NPT).However, from the perspective of opponents, as long as the Middle East's conflict has not been resolved, and threats to Israel's existence and survival persists, such an option should not be discussed, because of North Korea and Iran have shown that organizations such as international atomic energy (IAEA) does not have effective function in the area of preventing nuclear proliferation, and the security Council does not call for a lot of risk in this area.
× replaning of "New Middle East" (supremacy in the economic sphere)
According to this scenario, Israel has so far enjoyed military supremacy (in terms of nuclear and conventional weapons) and will try to use economical aspect for regional domination to make influence power in the Middle East.
New Middle East thought in the modern sense was presented for the first time by Bernard Lewis, professor of Near Eastern studies at Princeton University, in the fall of 1992 in an article entitled "Rethinking the Middle East" in the journal of Foreign Affairs. The author noted that in the 90s and after the Persian Gulf War, the collapse of the Soviet Union, end of the Cold War, and the establishment of new independent states have made many basic changes in the Middle East.
After him, Shimon Peres published the book of "The New Middle East" in 1993 in which he raised a comprehensive view of the ideals and aims of Israel for the future of Middle East in detail including:
1) Israel's achieving a peaceful coexistence with Arab neighbors;
Israel believes that if it wishes to ensure its own security, it must seek a peaceful coexistence with the Arab countries and other countries in the world.
2) The importance of economic relations over the development of political relations;
Israel should try to participate in the economic markets of the Middle East, but Israel's aims are not only economic cooperation with Arab countries, but it also seeks for large regional economic cooperation and integration in the Middle East.
Perez believes that to organize such an idea they have to put all the religious ideals and beliefs aside, and create new regional Union for the Middle East with the creation of new institutions and executing bilateral and multilateral projects.
Shimon Peres also by having the position of the Israeli presidency introduced the same idea in an article titled "Valley of Peace" on August 10th 2007 (19 Mordad 1386). He said that "any important developments that have occurred since the Second World War have been through using the modern economy, the economy that promotes the use of science and technology instead of focusing solely on political realm. The global revolution now is happening before our eyes. The world is changing and the focus of attention is turning from diplomacy and political strategy to science and technology. "The President of Israel also raised the issue again in an interview with Britain's Guardian newspaper on 23rd August 2007 (the first of Shahrivar 1386). In this interview, he said: "In my opinion, we have to rely heavily on political strategy and diplomacy, and we have fully ignored the potential of economic strategy that can lead to peace."
In general, Israel is higher in regional economic affairs in new Middle East with having advanced economic base and superiority over Arabic and non-Arab countries in industry and agriculture and relation with global economy especially with America and Jewish wealthy people, business organizations and advertising measures. Thus, it seeks to tie economic arteries of Arabs, water, oil, culture and tourism with its economies and establish its domination.
