Yet other suggestions on the way of settlement and "localization" of the Jews, in the same period, were given to the Ottoman state, and generally two fundamental points were emphasized:
1) Allowing the Jews to stay and to get some lands of "Anatolia", Iraq, and Syria by payment of one million and 600 thousand pound, but this time it was Herzl who rejected the offer which was given by the Sultan Abdul Hamid!
2) Accommodation and localization of the Jews in East Africa that became known as "Uganda Plan", and Herzl was hesitant at first to accept the proposal or not, but shortly after that he accepted it due to political reasons and preparing backgrounds for returning to the subject of return of the Jews to Palestine. Herzl in this regard says: "Our aspirations and wishes in the field of realization of the ultimate goal [returning to Palestine], have never been as strong as these days, so my struggle for the land of Zion will be even stronger and more powerful, and undoubtly thanks to the strong enthusiasm and new situation that is in our favor, it will remain great and powerful".
Herzl tried once again to get close to the "Yildiz" palace, therefore, he sent a message to the king that he is ready to let him be involved in his newspaper (Baryd al-sharq / messenger of the East) to respond Europe fierce promotional-press attacks against the Ottoman sultan about violence done to the Armenian. He (Herzl) could thereby receive badge of honor "Majid" from the hands of the sultan, but Herzl was honest not and faithful in his promises, but he tried to deceive the king and courtiers.
Of course, I do not believe this story that says: "Herzl deceived Sultan Abdul Hamid, and yet succeeded to receive Majidi badge from him, because the Ottoman Sultan Abdul Hamid was greater and smarter than that to be deceived by the Jews and suffered a ruse and deceit, because he had a good knowledge and understanding of aspects of Herzl's perverse purposes and bad Jewish policy, especially that the king was at once lofty and sublime wisdom, knowledge and foresight. Hence, "Jamalodin Asadabadi" has said about him: "if we want to compare Sultan Abdulhamid with four of the greats of our time, certainly the king will be smartest, most nimble and most political of all of them, especially in the field of attracting and capturing the hearts and minds of his friends or enemies, so there is no wonder how he could resolve all the obstacles and problems which were caused by western countries in his empire to the amount that even his opposition never left him unless they were agreed and obeyed his thought and idea". Jamal also says:" I realized that he [Sultan Abdul Hamid] has awareness about the details of political affairs and goals of Western countries, so he was prepared for any crisis or accident that happened to the country, and could pass it well. "
Thus, if we look at the honorable issue of Sultan Abdul Hamid against Herzl's proposals, we will find out that he is fully aware of the Zionist movement. He distinguished between Zionism and Judaism, so when accepted to meet Herzl in the court he met him on this basis that he is a Jewish character and the head of world's Jews and a famous journalist, not as a Zionist! Sultan Abdul Hamid's sight to Herzl at the time was just as one of the subjects of the Ottoman state, or that he is still a human being in the form of stranger or oppressed and has the right to shelter and to seek refuge in Islam, but when the king looked at him as a Zionist, he understood that he is a risk which is manifested as colonization and occupation, and instantly he ordered to legislate a law called the "red passport" on 5th November 1900 to prevent Jewish immigration to Palestine or staying in it, and the action itself clearly represents the knowledge and wisdom of the Sultan Abdul Hamid of the danger of Zionism, so enmities toward Ottoman Sultan by Jews and Zionists started, and following this enmity all Jewish organizations and foundations began a close cooperation with the great Dool colonial centers in order to hit Sultan to the amount that these conspiracies and enmities became so much that finally in 1909 CE Sultan was deposed.
In here inevitably I have to point that: if Sultan Abdul Hamid respects Jews and distinguishes between them and Zionists, it has been only due to the reason of behaving and respecting Jewish minority living in Ottoman state, while today, we see no difference between ordinary faithful Jews and political deceitful Zionists who permanently accomplish hostile actions against Arabs and Muslims' rights, because both of the sides of this issue [Judaism and Zionism] are actually two sides of the same coin, or in other words, it must be said that: Zionism has turned Judaism into an instrument through which they can reach their political and colonial goals!
Of course "Theodor Herzl" has clearly and explicitly explained the relationship in Zionist conference of "wing" and has said: "Before the return to Zion, we must first go back to Judaism". The Jewish intelligentsia, "Vesolmon Sykhter "(1847-1915 CE.), has said about the relationship between Zionism and Judaism:" when the Zionists are practical and lively, Judaism can survive lively and active."
Doctor Saifullah Al-Bustani has a book called "Keep the king!" in which he reveals the "Freemasonry" and purposes behind it. He says that Herzl, the Zionists' leader, with Rabbi "Moses Lifi" had another meeting with the Ottoman Sultan Abdul Hamid in the "Yildiz" Palace in 1987 CE. There after Herzl appreciating and thanking for Ottoman state for preparing all those services and facilities, asked Sultan to let the Jews the ownership right of lands and inhabiting permission in Palestine.
Here Sultan Abdul Hamid also plunged in the face and told him: "My impression is that you Jewish brothers are liveing in prosperity and peace due to grace and compassion of my people and the kings before me, now what has happened?! Did you guys suffer any oppression that we do not know about it? "
Rabbi Moses Lifi said, "Seek refuge in Allah, my lord! We have no complaining at all, but we wish to gather the scattered Jews of all around the world together and make a homeland for them so that they can say prayer to our prophet, Moses, forever." Sultan responded:" O rabbi! Is it not that you Jews are using the wealth and resources of these countries more than any other people?”. A profound significant silence prevailed, and "Hertzel” broke the silence and said:" If our Lord, Excellency Sultan be ok with selling the lands which have no known owner in Palestine at a price that he determines, we will be grateful of Sultan! "
It was here that Sultan Abdul Hamid got very angry and shouted, and with the threat he said: "home lands are not salable, because the country or territory that has been obtained by blood cannot be sold, but with the same value and price."
Magazine "Al-Hajj" published an article entitled: "Abdul Hamid and Jews" in which it has been mentioned that the Jews sent their Freemasonry representative, "Qareh Sur" to Astaneh and by one of the courtiers called "Kemal Beig" requested to meet with the Sultan. The meeting was performed with attendance of one of the guards of the Sultan named "Arif Beig". Qarah Sur said to Sultan: "I came on behalf of Freemasonry community so that you will accept our 5 million pounds of gold will be credited to your personal coffers, please from us! The 100 million pounds of gold which will be sent to your state treasury, and also 100 million Pounds of gold will be given to your state treasury as loan, especially that your government now needs a "Penny" of it desperately, it is also over a hundred years without any benefit; provided that you, in turn, give us some concessions in Palestine". Here Sultan turned to his bodyguard (Arif Beig) and said to him:" did you know what demands the pig have?". Immediately the guardian fell to the king's feet and swore that he had no information about their requests. Then King turned to Qareh Sur and told him: "You are a rogue, go away from my sight." "Qareh Sur" after hearing the insults and humiliation from the Sultan went straight to the port and went into a ship that was bound for Italy, and he sent this telegraph to Sultan before moving: "you refused our suggestion and did not agree on it, and your non acceptance will cost your life and will hurt your country severely."
