We review the history of the policy process:
1. Sponsorship system; though the British Mandate over Palestine was approved in 1922, and since 1922, it was carried out, but the British had dominion over Palestine since 1918.
British, despite the advocacy of the Nations League of Arab demands, and also the transformation of the Arabs anti-Semitic struggle and anti-British from peaceful opposition to armed insurrection, and also need to gain Arab support in the future war against the Allies and failing Allies' efforts in this regard, did not accept Palestinian demands.
In the third era of mandate government in Palestine (1939-1948M) that coincided with World War II, England gradually stopped strengthening the Zionists to protect its interests in war and having Arab support, and it tried to make a kind compromise between the two warring groups in Palestine. In this period, the Zionists, who saw UK's injustice, turned to the emerging global power, the United States. Americans for expansion and for having financial and political support of Zionists, started supporting the Zionists demands and mobilizing the terrorist groups in order to enhance their anti-Palestinian and British activities and Jewish militias using vacuum of exiled Palestinian leaders and US support, destroyed the interests of the British and the Arabs.
Because of this, Bevin (British foreign secretary) declared in the House of Commons that guardianship system is not able to solve the Palestinian issue, because the Jews demand acceptance of millions of migrants which is detriment to the Arabs ... For this reason, the United Kingdom faces a dead end and the government of his Majesty has decided to refer all cases to the United Nations.
2. The two states plan; in July 1945, Labour party which had less interest in continue of dominance of the British Empire, won in the election. In November of that year, the party agreed to form a US- Britain Commission and the commission called for the replacement of the UN mandate with the British Mandate. In July of the next year, the UK raised proposal of dividing Palestine between two Arab and Jewish states. In 1947, World Zionist Organization adopted a similar proposal. But all these plans were rejected because of opposition from some factions of the benefit. Therefore, in April 1947, Britain announced its decision the organization to transfer the issue of Palestine to the United Nations.
United Nations after receiving the formal request of the British government formed a committee known as the "Special Committee of the United Nations about Palestine". The committee proposed two plans to solve the Palestinian issue as follows:
A) Three members of the committee, including Iran, India and Yugoslavia voted the establishment of federal combining government of two Jewish and Arab states by centrality of Jerusalem by the common and united economy. (The minority plan).
B) Most committee members predicted creating two independent Jewish and Arab states, and the establishment of an international regime to govern the buffer zone (Jerusalem). (The majority plan).
Finally, the Jewish Agency, on behalf of the Jews and Zionists, agreed on the majority plan, but the Arab Higher Council, on behalf of the Palestinians and other Arabs opposed with the plan of two committees arguing that all of Palestine belongs to the Arabs of the region. Following the opposition of Arab Higher Council with majority and minority groups' plan, United Nations General Assembly formed another committee called the "Temporary Committee on the question of Palestine". The Committee also entrusted the Majority plan and the Arab Higher Council plan to establish an independent Arab Palestine into two sub-committees. After a while, the views of the first Committee were approved by the temporary Committee. General Assembly also approved the Majority plan with a few changes under US pressure, and Jewish Agency immediately accepted the resolution that disposed 56 percent of Palestinian land to a 30 percent population.
Following the adoption of resolution 181, Jewish Agency increased the extent of their actions for establishing a Jewish state and even used force in efforts to implement the resolution of dividing Palestine that interpreted it as granting independency to the Jews. The Zionists' purpose from the use of force was intimidation of Arabs and making empty Arab areas of Palestinian Arabs. In this way, the Jewish paramilitary groups, such as Irgun and Hagan led and commanded by Menachem Begin and Ben-Zion created atrocities such as the massacre of Deir yasin, and forced 300 thousand Palestinians to leave their homes until mid-May 1948. As a result, the field for the announcement of the contemporary government, independence and the establishment of civil Serayyl (of Israel) emerged one day before the end of the British Mandate in Palestine, namely in May 1948. After that, war between Arab and Israeli armies happened and ended by victory of a 650 thousand population of Jews over 30 million Arabs with the support of the great powers.
3. Unchangeable principle of foreign policy; US support for Israel is an unchangeable principle of US foreign policy. US foreign policy officials whether Democrat or Republican support Israel as it is their biggest concern. In the era which passed, the US alone and, while relying on its military superiority in the diplomatic, economic, military and ideological fields disagreed with international consensus about three issues to protect the Zionist entity, and it tried to ensure Israel's interests at the highest level. These issues include:
A) Israeli withdrawal from the occupied territories.
B) Recognition of the right to self-determination of the oppressed Palestinian nation.
C) Recognition of the ideals of the United Nations on the need for stability and resistance to hegemonic domination of any kind. US-Israel relationship, based on strategic alliances and necessities of the bipolar era, and in 60, 70 and 80s expanded and flourished. Some analysts knew Israel during bipolar era as a major obstacle to the expansion seeking of Soviet Union. After the Soviet collapse, the task was lifted from the shoulders of Israel, but Israel's strategic role was not reduced. Therefore, the United States intends to eliminate any reaction in the face of the country's security models and tries to create stability in the Middle East.
In any case, strategic reasons of US support for Israel are as follows:
1. Israeli Zionist regime has become a regional power in the Middle East due to US weapons policy support. Israel has always tried to increase his military superiority over the Arab countries in the region using military means in framework of military strategy.
2. Israel strategically has value in the Middle East, and this is while Arab countries are unreliable allies. For the United States, Israel is the only real democracy in the Middle East and the only country that its people are as the best educated people in the world competing even with Japanese people and even though the country lacks of natural resources, they have built a strong national economy which can play its role in the global economy. Armed forces of the country are among the best forces in the world, and these factors have created Americans' trust in Israel.
3. One of the most critical issues for America in the Middle East is balance of power in the region. If the US supports Israel it is due to avoid changing the balance of powers. Therefore, the US will fight with any military threats that jeopardize Israel's security.
4. Israel's role in the Great Middle East; the Zionist regime is undisputed backed by the West, especially the United States, and it is harmonic with the United States in the Greater Middle East Plan; since the implementation of this project, which according to the two countries democracy will spread in the Middle East, promises American and Israeli peace; it means that the implementation of the Greater Middle East, in addition to US interests, grantees Israel's security as well. Therefore, Israel welcomed the plan by pre-planned idea and did the best in order to fulfill his quest. Zionist regime with conformity intends to consolidate its security, positioning and legitimacy further, and since Palestine is a land without adequate resources, by implementation of this project, Israel can solve the problem of energy, raw materials through the Middle East.
Israel, like the United States, is looking for the implementation of democracy in the Middle East to lead to eradication of terrorism, especially religious terrorism because countries in the Greater Middle East area are Muslims and in the Islamic faith there are holy concepts such as jihad and martyrdom, and Muslims are committed to their religious beliefs, and adhere to these beliefs and cause formation of struggle against the enemy and doing suicide actions against the enemy, which is something that the US, Israel, etc. are humiliated and stripped of weapons in order to deal with it. Therefore, they know religious concepts as the source of terrorism and the Middle East is considered as its core, and the only way to get rid of this risk is making people lose their religious beliefs and in this regard, they do any attempt to implement the Greater Middle East Initiative because changing religious culture of people of the region will destroy the spirit of arrogance. in this case, the US and Israel will plunder the resources of their region easier, and on the other hand, they can prevent the formation of other poles of power, such as Russia, China, Europe with domination of the region in terms of strategic location and having the bulk of resources of Technology requirements of West and Europe.
The presence of Israel in the region is a strategic reserve for America and expectation of America from of Israel is due to the fact that the Zionist regime is defender of US' interests in the region. Hence, the Greater Middle East plan, at least geographically, is very similar to the original Zionist idea that has slogan of "from Nile to the Euphrates". In this plan, Syria, Lebanon, Iraq, a part of the south of Turkey, a part of Saudi Arabia, Kuwait and North West are parts of large Israel. Formation of Israeli empire, from the Nile to the Euphrates, is of the objective which is seen in the protocols of Zionism and Israeli leaders have expressed attempts to achieve this aspiration in their words and deeds.
Ben Gurion, Israel's first prime minister, stated in front of a group of Zionist students: "... the homeland of Israel is from the Nile to the Euphrates." He also claimed that "the empire will be established both through invasion and politics." Also two parallel blue lines with a star between them are drawn on the entrance of Parliament of Zionist regime, and it is said that the two blue lines represent the Nile and the Euphrates rivers. Israel's efforts in achieving the broader Middle East looks for the goals that one of them is the creation of Greater Israel.
in the Greater Middle East project, in addition to providing abundant and cheap oil and gas, Israel wants the Muslim and Arab countries to obey US and be its puppet so they will require Americans in order to remain and maintain security and their existence, and to maintain a their state, they will be forced to follow US policies, and issue is a great help to achieve faster implementation of US plans to dominate the Middle East. Also, the anti-Islamism and elimination of the threats against the West and the United States need realization of the idea.
