explains about the document # 1: The document was written on September 22, 1958 by Di Yi H. Pearson to R.A. Thompson of the Department of Atomic Energy of English and copies were done by D.S. Cape of the Foreign Office of English who is a man by responsibility of not to allow to export materials from the UK that lead to production of a nuclear bomb. In any case, D.S. Cape was perfectly aware of the shipment to Israel and he has been aware of the properties of heavy water for the production of nuclear material.

Dear Thomson
I do not know whether you have already been aware of this issue through other sources or not that we've suggested that 25 tons of heavy water that signed in a contract18 months or two years ago with [Norwegians] - to sell them [again]. It is good for us, because, our urgent appeal has been reduced and it is also suitable for the Norwegians, because they have another sale [another client] they can complete the sale.
New client is Atomic Energy Organization of Israel. Sales to Israel is done through Norwegians, but we do not have to sell the first 25 tons [of heavy water] to Norwegian. (We cannot finish all things just by signing a contract about the 25 tons of heavy water...)
A point that rises in connection to the sale is that do we raise any condition for guaranteeing the heavy water (that how is Israel going to use it for?)
This case can be is stated in a way that in the event of our resale to Noratom, the Israelis will receive heavy water [it means that if we cannot resale the amount of heavy water to Nvratm Norway Company, Israeli will not get heavy water]. as a result, we are considered as only one side of the deal to supply heavy water to Israel, and therefore we must demand appropriate security controls [that how will Israel use heavy water].
On the other hand:
A - Norwegians will be the contract side on the sale of heavy water to Israel, and considering the issue of guaranteeing security will be a central theme.
B - In the purchase agreement, we did not accept issue of guaranteeing the safety and perhaps the fact that we did not accept it is illogical that we declare guaranteeing the security.
Our view on this case is that our insistence on conditions for guaranteeing issues, on the sale of heavy water to Israel, is being too ardent. If I do not hear opposite opinion from you (or from Cape or Mechelen that I have sent a leaf copy of the letter to them) we will take action to complete the sale of the material, during one or two next weeks - without any restrictions.

Comment on Document 6: The document is from the UK Atomic Energy Authority which is written in August 1961 by a person named E. Brooke Turner. The document states that in August 1958, a Norwegian company called Noratm offered England to buy 20 tons of heavy water and the amount of heavy water was transferred from the port of English on Israeli ships in two stages - 10 tons at any stage - the first stage in June of 1959 and the second in June 1960.
Tips to be mentioned on these documents are as follows:
Firstly, Norway did not have requested amount of heavy water for Israel, so Great Britain sold this amount of heavy water indirectly to Israel on the grounds that the purchased heavy water is surplus. Secondly, British administrators exactly knew that Israel did not provide heavy water to Norway form the heavy water for the non-peaceful activities, therefore, Israel cannot mention such a condition which means that if you buy WMD from a country and do not indicate the security issues in agreement with the country, you can give weapons of mass destruction - without conditions - to the hands of any other country that is trying to kill innocent people. This is logic of a country like Britain and Israel, America and the rest of the world arrogant countries. As you have seen, in Document No. 6 it is said that the heavy water had been issued directly from the British port in Israeli ships in Israel.
