Not long ago, the public world thought that at the beginning, France was the country that helped Israel on Dimona and atomic bomb and in some cases, Norway was mentioned in the event as well until: Channel 2 of BBC (related to British government) on Wednesday, August third, 2005, 10:30 pm broadcasted information in the evening news through one of its reporters, Michael Carrick in connection with the sale of 20 tons heavy water to Israel to build a nuclear bomb in 1958. Norway had a contract in 1956 with Britain for the sale of 20 tons of heavy water, but later officials in Britain concluded that the amount of heavy water is "extra" and sold it indirectly to Israel [for Israel needed that so badly to build a nuclear bomb]. It is worth noting that documents of the sale of heavy water to Israel were confidential, but a part of the documents were not secret classified anymore and therefore they were released in 2005. In 1960, English newspaper Daily Express wrote: In fact, maybe Israel is seeking to make a nuclear bomb, but Western countries - including the UK - did not pay any attention to this issue, except Edward Kennedy.
The mentioned news report from the British television network BBC, other items related to the news was disclosed. When Harold Wilson was Prime Minister of England, England had given a small amount of plutonium to Israel for making nuclear weapons, but British intelligence had informed the British officials that the material can be used for nuclear weapons programs of Israel. In the report it states that the radioactive material will allow Israel do the studies in connection with its properties before it can reach their own production and acquiring materials and push Israel forward in connection with the production of nuclear bomb for several months. Britain also sold other large amounts of chemical unconventional materials - such as uranium-235, beryllium and lithium – 6, which are used to make a nuclear bomb and hydrogen bomb, to Israel. As I mentioned earlier, the British also during Herold Mkmylen era sold heavy water to Israel so that Israel can start producing plutonium in the Dimona nuclear site. Note that, according to British intelligence organization, the amount of heavy water that Britain sold to Israel made Israel able of producing six nuclear bombs each year.

In 1966, when Tony Benn became Minister of Industry, selling plutonium to British happened and British nuclear industry was affiliated with the Ministry of Industry, so that Tony Benn was aware of it.
The point to note is that during the past few years, when British journalist ask questions from former officials of the British in relation to sending nuclear material from England to Israel to contribute to the production of nuclear weapons of Israel, they say they were unaware of this case or the news were not reported to them or perhaps civil servants did it without notifying them or put the task of the case on the shoulders of someone else or blame someone else and that he is not alive right now and died. Consider examples of such cases:
A journalist asked questions from Tony Benn in connection with a plutonium - at the time he was prime minister. He said: when I heard the news, I was shocked. Tony Benn said: neither I nor former officials (i.e. Frank Cousins) did not agree with the sale (i.e. sell of plutonium to Israel). In August 1960, an image of Israel's Dimona nuclear site was prepared for one of the analysts of Ministry of Defense in Whitehall named Peter Kelly. Peter Kelly stated that the location is a nuclear site of Israel. Peter Kelly said at the time he had reported both to the "MIT Five" and the "MIT Six" of The UK in connection with Israel's nuclear activities. He says that I recognized the nuclear site of Dimona in Israel was made in French, and then, very quickly, I realized the point that where did heavy water of this nuclear site came from [he means he knew that heavy water of Dimona site was provided by Britain, because Britain policy was letting Israel to be nuclear-armed and in this regard, the UK must help Israel]. When English reporter says to Peter Kelly: the British government said to the International Atomic Energy Agency that we [the British government] thought that we were selling heavy water to Norway. Peter Kelly laughs strongly when he hears this sentence from English reporter and replied: What really happened was that Britain had bought heavy water from company Norsk Hydro in the Norwegian for its nuclear programs and later it found that it is surplus and decided to sell its surplus. In fact, it made an agreement with the company Noratom of Norway. Basically papers showed that Noratom is not the main buyer. Noratom Company agreed sell heavy water to Israel by receiving a two percent (2%) commission from Israel. Israel paid the one million pounds for the amount of heavy water. Britain also knew from the beginning that Israel wanted the heavy water to produce plutonium. Peter Kelly says it knew that it was a trick, so that the representatives of Britain and Israel sat in rooms adjacent and Norwegian Noratm plays the role of a carrier in the contracts so that everything will go ok and they do not think that Britain directly deal with Israel and had sold heavy water to Israel.
The contract was signed by Donald Cape from the Ministry of Foreign Affairs. Donald Cape's responsibility was not to allow exporting materials by which they can produce a nuclear bomb from the UK. Donald Cape is 85 years old now. In connection with the sale of heavy water to Israel, he told reporters that no one thought that the Israel had decision to build a nuclear bomb. Note that Donald Cape's letters are written in March 1959 and now they are not secret anymore and they are exactly the opposition of current statements of Donald Cape, and the British government just knew that the main goal of Israel from buying heavy water was producing nuclear bombs. at that time British Foreign Office was aware that Israel decided to buy uranium from South Africa, and South Africa asked a guarantee from Israel that Israel will not apply the uranium to build nuclear bombs, and because Israel failed to convince them that it buy uranium for peaceful applications, so the deal was not done and uranium was not sold to Israel, but later British gave Israel heavy water and other materials so Israel will be equipped to nuclear bombs and missiles as soon as possible. Another point is that England had receive, reports of the CIA in connection with non-peaceful nuclear activities of Israel was quite aware of this point, but nonetheless, a few weeks after the case of South Africa and reports of the CIA, the British sent heavy water to Israel - in two stages.
A question that is raised is that if the British believed that the Israel will not use hundreds of cargo sent from Britain for bad purposes, why did it hide them even from America and the shipments were sent to Israel secretly and the document became unclassified and open after 50 years and they were revealed in 2005. If it was not contrary to international law, why was it secret?
The report said that America was another problem that existed at that time. In those days, there was no treaty between America and Israel [regarding nuclear issues] and Washington was trying to prevent non-peaceful nuclear activities of Israel. If English reported sending shipments to Israel to America, America would have stopped sending the shipment. Accordingly, Donald Cape decided to keep it secret, and he said: I preferred not to tell the United States.
When Britain sold 20 tons of heavy water to Israel, John F. Kennedy was President of America and America's defense minister was Robert McNamara at the time. Robert McNamara in this regard stated: We (America) we had a very close relationship with Britain in connection with making nuclear bomb. I am shocked that British did not tell us this case [the sale of heavy water to Israel]. He says: I am not surprised of the fact that Israel [at the time] was trying to make nuclear bombs, but I am perplexed that the British did not say anything to us about sale of 20 tons of heavy water to Israel.
