Protocol No. 4

- Each republic and government passes a few stages. In the first phase, the government has no fixed shape and it is dragged from side to another side by the masses. In the second phase, the government becomes demagogies. Then anarchism emerges and finally anarchism will lead to tyranny. Of course, the absolute rule in a lawful form knows itself responsible and committed towards the people, and its politics are quite obvious and the tyranny government that is caused by chaos is different. Absolute tyranny born from chaos, in spite of the obvious manifestations of tyranny, tries to hide its true nature. This type of government is operated by secret services and hidden hands. Directors of such regimes are reckless as well as being mysterious. Changing them may be effective in the fall of regime, as well as helping undercover agents to protect the government from relegation.
- Who can deal with a subtle power and overthrow it? It is us who have such subtle power. Although non-Jewish Freemasons are blindly serving us, and they are working for our purposes, our plans will still remain unknown and mysterious to them and others.
We would shake believing in God
- If freedom is based on God worship, and it is linked to philanthropy and equality, and is harmless for society, does not hurt the public welfare and a find place for itself in the economy, we need to destroy both respecting freedom and belief in God among non-Jews, and we will replace our material needs by these beliefs. But if believing in God leads us to rule the people, we will need to promote religion and with the guidance of a spiritual man, we would need to make people surrender.
- in order to be able to catch power of thinking from the non-Zionist people, we must make them think about business and industry. Them being entertained by trade and thinking to benefits makes them forget their common enemy. On the other hand, we will grant speculative aspect to industry. This means that a lot of lands will be ignored for the cost of industrialization that they will finally fall in our hands and we will hoard them.
- Increasing competition in order to surpass the life on the one hand, and economic disorders on the other hand, will make people frustrated and depressed; their hatred toward the position of senior administrative, religious and political authorities will be increased , and gold will be noticed as a means to satisfy the material needs of the people, and people's capacity reaches an explosion boarder and they will be prepared to rise. Uprising of people is for wealth not spreading good deeds because the rise is from hatred. In other words, deprived class' hatred towards privileged people would lead to revolt. Lower strata of Non-Jewish communities following our guidelines will raise against elite and they will eventually fight opponents over power i.e. non-Jewish scholars.

- In societies where corruption is everywhere, gathering wealth is possible only through fraud and unfair acts, and the government's power will go to weakness, and their moral issues will be implemented only by heavy penalties, rules and regulations do not have practical guarantee, and people do not feel responsible for the fate of society and international regulations will be ignored; by applying what way and by what system could we run such communities?
The answer is that a system, which is extremely "focused" and powerful and has authority within the community, can be effective in this case. This means that all political activities of people must be considered, and all the freedoms that non-Jewish regimes granted to people shall be gradually taken away, and it should create a context that people can understand ruptures and anomalies of Gentile regimes and believe the kingdom of our people. What has been said above should become a model and guide of our practice in all times and places, so we can destroy all those who are against us both in words and in action.

People's hatred for each other because of religious and racial intolerance crystallized in the 20th century, will not let people to easily reconcile with each other. For this reason, if a nation wants to take its gun against us, it would not find a backup state. Therefore, non-Jewish governments must remember that any conspiracy and agreement against us would be harmful. Our power is great and there is no doubt in it. Without our hidden hands, nations cannot even agree over simplest things. Prophets have said that we are a people who have been chosen by God to be king of people around the world. God has given our people great intelligence. We are qualified and deserve to take responsibility of the world. Of course there are other nations who had cleverness, but they are newly-bloomed nations who can be our opponent. If a conflict arises between us, it will be a terrible struggle. But they do not stand dealing with us because they are too late.
The monopoly of capital
- all wheels of car of every state works by help of an engine that the engine is in our hands and it is gold. Our sages have speculated that capital has extreme value. In order not to limit the flow of capital it should be applied to create a monopoly of trade and industry. Free movement of capital in order to establish and expand industries gives a kind of political power to industry staff that the power could be used to exploit people. Today disarming people is much simpler than preparing them for war. Also raising popular sentiment is far more important than suppressing these feelings. We have to maintain our position and omit others from fight field. The main objective of our managers is to weaken the power of thinking in people to divert their thoughts from thinking about fundamental issues and make them understand less relevant issues to have few opportunities to resist against us.
- since past, people of the world have been convinced that action works more than words. If action appears after words, it would attract more public confidence. In order to be able to take the most advantage of such principle, we must create institutions to show what we do for the benefit and progress of people.
- to deceive the people, we must first have the face of a liberal and support parties, freedom, and any kind of theory and then start spreading words so that people get tired of speech and talk.
- To be able to disturb public opinion and keep people in a state of confusion, we must spread contrast contents among the people and continue this practice so that non-Jews lose themselves in the conflicting information that the only way to get rid of this state would be lack of belief and political quandaries. It should be noted that the political factual information are available to those who mislead people in this way and this is the first step of secrets of ruling.
- The second key to our success in governance is as follows:
A – We must seem failure of states that are in charge in such a way that people would be incapable of understanding the causes of failure. In addition, providing customs, interests and living conditions so extreme that people are incapable of reconciliation among themselves.
B – We shall cause severe discord between the parties and we must remove the possibility of any collaboration between parties who do not submit to us.
C – We will destroy any individual initiative and creativity which is not in our favor because there is no higher risk than individual initiation and creativity, especially if creativity is along with cleverness. A work from innovative person is better than what millions of ordinary people can do. So we must direct education of Gentiles in a way that the ingenuity of the students is deleted so that seed of creativity is ruined in their mind.
D – We shall confront free practice of various groups to each other so that collisions occur and enthusiasm leads to disappointment and failure.
Using the above methods we can worn out Gentile states and make them surrender us, and then we will build Satan superpower on the ruins of all governments of the world, so that the potential hands of this superpower can reach all places and they make such a power giant which will never be subdued by the world's nations.
