Baha'i International Committees (the Great House of Justice)

On January 9, 1951 (1328, six years before Effendi's death) Shoghi Effendi sent a message to the Baha'i International Delegations (the Great House of Justice) to tell all Baha'i centers of the world:
... inform the national circles in the East and West about decisive and historic decision to establish the first Baha'i International Council ... The extent of the current growth of the Nine National Dialogue – which is with great earnestness, depends on services throughout the Baha'i world, which makes me take this decision which is the biggest step in the progress of Bahá'u'lláh's office order in the last thirty years. This newly created council is responsible for three tasks:
First: Establish relations with the heads of Israel regime.
Second: Assist and help me in fulfilling the duties assigned to the upper building of the Supreme Leader.
Thirdly: start negotiations with authorities on personal property issues, and as this council, which is the first international institution that is now like an embryo, develops its responsibilities, it will take other tasks and become known as the Baha'i official body over time. And then it becomes a board whose members are determined by election, and the full rise of its fruits will be when its numerous institutes have been established and perform the task in the form of official center of the Baha'i International Bureau, next to Rozat Mobarakeh and the Supreme Leader - That will be the permanent headquarters. It is worthy publishing this communication by means of communication.
The agreement of the Israeli government with the expansion of position and expansion of the Baha'i land in Israel was the result of US and Zionist policies aimed at strengthening the Baha'is and their global center and expanding the activities of Baha'is in other countries and preserving the interests of Israel, especially in Islamic countries. At the same time with the Baha'i plan for the expansion of Bahá'í centers in different countries - which was organized by the Baha'is of America and coordinated with Israeli intelligence programs - such assistance from Israel, the organization and leaders of Zionism was inevitable.
On this basis, Shoghi Effendi decided to implement two basic tasks with the help of Israel:
1. The establishment of Baha'i World Center facilities in Israel, while organizing the Baha'i Leadership Organization;
2. . Removal of the greatest obstacle to the leadership of Shoghi Effendi, the survivors of the family members who refused to cooperate with him and accept his assertion.
On the other hand, he flattered the Israeli government, and on the other hand, he sought to attract their material aid to Israel. On December 15, 1915, in a telegram he writes about the Israeli government's support on Israel's immovable property to inform Baha'i National Assembly:
Give good news to your friends that, after more than fifty years, the farm palace keys have been handed over by Israeli government officials. In another telegram (December 24, 1951) he unequivocally confirmed for the Baha'i National Assembly that with the formation and support of the Israeli government, the construction of the Baha'i World Center and the formation of the Baha'i Leadership Organization are possible, and this is thanks to the existence of the new Israeli government:
This great beginning - which began in the early 2nd Baha'i century, at the same time with the establishment of an independent and new state in the holy land - is a result of the emergence of the aforementioned state and it was strengthened and due to realization of following events in the holy land, the rapid progress was achieved:
1. The building of the upper section of the great authority – which is unique and the most sacred and legitimate in the history of Amrullah - began in the heart of Jabal Carmel.
2. The Baha'i International Board was formed alongside the Holy lands. This Board of Trustees is the foundation of public House of Justice, and it means the supreme governing body of the administrative order of the Baha'i faith, which is based on its divine and present foundations.
3. Historical sites related to the days of Baha'u'llah and Abdu'l-Baha were acquired, renovated and decorated, and the newly established government officially recognized them as holy places and free of tax. These officials are now out of the question and in the public's attention.
4. Official talks with the provincial administrative authorities of this government began for two purposes:
A. land around the holy land in Acre, which is now threatened, is reserved for future generations.
B) that the vast property near the holy shrine of the Most High - which is extremely necessary - is to be purchased, so according to Abdu'l-Bahá, the divisions of affiliates around the institutions, the two great pillars, the provincial council and the Universal House of Justice are founded in these lands.
5. In order to ensure that masriqu-l-adkar is established above the Carmel, a proper map is being prepared. Therefore, this signatory will be an indispensable indication of the progressive development of the international administrative order of the Islamic Republic.
6. The four conferences, which will be held outside the International Center of the Amrullah, in different parts of the world in the future, will be signs of the beginning of intercontinental actions and eleven national spiritual congregations will attend it. The conclusion of these conferences will be the initiator of the final stage for the community of representatives of the communities of all the independent countries and the important parts and the various islands around the world. Now it's time to implement the issue that was urgently postponed for a long time along with the six above-mentioned measures and that is determining the direction of the Amrullah according to the letters of the decrees of Abdu'l-Bahá and the first promise of them is about twelve people, and they have been selected from parts of Asia, the United States and Europe. These preliminary measures are the introduction to the full realization of the legitimacy that Abdu'l-Baha had foretold in his book, and it is the same with the initial arrangements for the formation of the Baha'i International Board, which will later become the Universal House of Justice, and this new legitimacy is a new connection loop to pave the way for strengthening the relationship between the permanent center of the Islamic community and the community of followers around the world, and paves the way for other measures to strengthen the basic Bahá'í order.
Professor Norman Tiuwich, a former Palestinian prosecutor and an Israeli political and legal figure, wrote to Israel for the Baha'i service:
The Bahá'í Faith, whose center is Haifa and Acre, and this Medina is the pilgrimage of its followers, has reached a degree of progress that has come to be found international and global religious level.
Typically, Norman Newhich recognizes Baha'ism as one of three Jewish, Christian, and Islamic religions and he says:
Now, Palestine should not be considered as the sole land of three religions; it should be considered as the center of the four religions, because the Baha'ism by center of Haifa and Acre, and these two cities are the pilgrimage of its followers, and it has reached to a degree of progress that it has gained precedence the international and global authority. And as the influence of this religion in the land is on the increase and spreading day to day, it is also very effective in creating good understanding and unification of the various religions of the world.
Shoghi Effendi, on the other hand, is referring to the Baha'is' International Council's commitments to explain relations with the Israeli government and prefers supporting Israel than all the governments of the world, and he knows establishing branches of the Baha'i religious and national circles possible only in the Holy Land and in accordance with the laws of the newly elected state of Israel.
And a ten-year old plan that includes 28 goals. These goals, according to Shoghi Effendi's will, should be implemented by Charles Meissen Ramie.
Wisdom of Imam Khomeini
Imam Khomeini (by his consciousness considered the Baha'is' danger as a serious threat to Islam and the country, and firstly offered clerical society to warn people of this danger; the great man, in a meeting addressed to the Yazd clerics, said:
Men must pay attention to the fact that many high positions are in the hands of this secession, which are actually Israeli actions. The danger of Israel is very close to Islam and Iran. The treaty with Israel is against Islamic governments. It is necessary for the scholars to declare and inform the other classes so that we can prevent it if needed. Today, it is not a day to act by the righteous predecessor. With silence and withdrawal, you will lose everything.
Imam Khomeini criticized the government's facilities for travel of two thousand or more people from the sect along with payment of the currencies and discounted tickets for the London-based seminar, and on the other hand, the problems that are causing for the Hajjis of the Great Mosque of Mecca and he considered it as an indication of the government's maladministration.
Of course, Donia News (year 19, No. 741, on 7/2/1342) announced the departure of two thousand Baha'i women and men from the Mehrabad airport to London, where the government paid 500 dollars to each person at a public exchange rate. The reason for the departure was a community of fifteen thousand Baha'is on May 4th for referring nine membered group of Baha'i leaders.
Imams stated in continue:
Giving 500 dollars to two thousand people with great respect (500 dollars from the property of people to Baha'is) ... [and] each one enjoyed 1,000 and two hundred thousand dollars discount for the aircraft tickets to do what? To attend a meeting against Islam in London.
Elsewhere, with the mention of the same story, he spoke of the discount of twenty five million dollars of Oil Company to Sabet Pascal (famous Baha'i), and he says:
This is our oil situation, this is the situation in our country, this is our plane, this is the situation of our minister, and shall we be silent again? not say anything not to talk?... This deadly silence is trampled under the shaft of Israel, by the same Baha'is, and our nation, our people will be violated. Woe to us, woe to this Islam, woe to these Muslims! Do not be silent! ... Independence of the country and its economy is in the hands of the Zionist treaties that appeared in this Baha'i party, and it won't take so long that this deadly silence of the Muslims, the entire economy of this country will be seized with their own affirmation and decline the Muslim nation. Iran's television is the base of the Jewish espionage, and governments are observing it and endorse it....
