This is an assessment, about ideas of Ayatollah BOROUJERDI regarding supreme leader and doubts about it.
Supreme leader is one of the issues which was accepted by jurists from long ago. But like other legal matters, there are differences among jurists, about limits and details. The principal of this content is so obvious that late SAHEB JAVAHER says, those who deny this law, seems that, they know nothing about religion. Late NARAGHI declares that, every person who reads Hadith, can understand that the positions of prophet (PBUH), Imams and FAGHIH are the same.
Now master of masters, Ayatollah BOROUJERDI, has comprehensive details about the said subject. We are now discussing about his ideas in this article.
In the BADRAL ZAHRA book, the leader expresses a rational argument in 4 introductions.
First introduction: social affairs in addition to the individual affairs in the society.
Master says: although there are some issues that are described in the sections of society and everyone should do it such as pray, fasting, Haj and Zakat. But there are some things that belong to the community and general public and individuals can`t do it, like military and security affairs, Jihad, determining the condition of properties that do not have owner and judiciary.
It is obvious that individuals can`t do these important works and it is related to a person or group who are responsible, otherwise causes chaos in the society.
Second introduction: attention of Islam to social and political issues
Islam cares not only for pray and individual cases but also cares for social matters and political conditions. He mentions that majority of Islamic laws are related to social affairs, and SHIA and SUNNI agree on this subject that nation should have an Islamic ruler. The said group have differences on conditions and character of the ruler, only.
Imam Khomeini clearly states in his valuable book, VELAYAT FAGHIH, (pages 29-30) that implementation of Islamic law needs an Islamic government, without the establishment of Islamic government, the implementation and management of it, following the divine act is impossible.
For instance KHOMS or FIFTH is an Islamic tax, which will solve many financial problems in an Islamic society. FIFTH, is a huge income that pours in to the treasury and is an important part of budget, you just imagine, FIFTH of BAGHDAD bazar and Tehran market will clear up all problems of poor Muslims. About defense and justice, Imam has the same statement, that implementation without Islamic government is not possible.

Third introduction:

AYATOLLAH BOROUJERDI points out about beginning of the Islam, and holy prophet (PBUH) was responsible for all important affairs of nation and after him, caliphs continued his works and now the supreme leader will do the necessary things.

Fourth introduction:

Responsibility of supreme leader in matters of state in absence of Imam Mahdi:
We know that some fellows have taken the right of leadership from the family of prophet, but dear Imams tried to solve all SHIA problems. During absence period, we need a supreme leader to help us in government and social problems.
Answering to a question: why articles in this matter are very less?
Definitely, our imams have given instructions about Islamic issues and many scholars have written them, but many of them were disappeared during centuries and few remained.

The final proof of supreme leather in absence period:

At the end of these four introductions, we reach to this conclusion that two cases are for the absence period. Either no one has been appointed as supreme leader to do social and political affairs or presence of FAGHIH is compulsory. According to proves, which we talked about them, second case is obvious and certain.

Concluding remarks:

We came to this point that the ideas of ayatollah BOROUJERDI are same as of HAZRAT IMAM. The only thing is that master BOROUJERDI, believed that time is not suitable to change king. Clergy men are not ready to take government positions. God bless him.
