Although Zionist idea has its roots in ancient times and is not only the productive political action of Theodor Herzl; if we want to review the serious chain of programmed and continuum efforts of the Jews for occupying Palestinian, it is necessary, at least, to consider the events related to the movement in the new century and the contemporary time account.
The end of the middle Ages and the beginning of the new century coincided with important historical events. However, on that day, Napoleon schemes weren't performed, but the idea was seriously and widely followed by the Jews and it was the foundation of the Jews long-term plans.
In his statement that was released with the same purpose in the May 22, 1799, he addressed the Jewish world as the legitimate heirs of Palestine and invited them to settle in the country and stressed that this moment is an opportunity that thousands of years have been deprived from it, and now the time has come to achieve their rights and dignity between other nations….
Napoleon issued his statement after the destruction of the fleet and the defeat at Eka and the adverse conditions which led to his escape to France.

Among the Jews of Eastern Europe, a new emotional life has started, because the time for this nation to return to Palestine is very close and there is so much passion for departure to that place and now their thought and attention to make preparations for this departure is more than any other time…..It is clear that the Jews of Europe grew rich owners who surely transfer their enormous wealth to any territory they choose to live.... So, it's for the benefit of the inhabitants of the land to encourage the Jews to return to Palestine, where they immigrate; Because their wealth will lead to an increase in income of that country, and if the Jews return based on Sultan (Ottoman) agreed and supporting and invitation, they prevent the implementation of Muhammad Ali (Pasha- ruler of Egypt) plans and his successors in future.
What is noteworthy in this letter is that when the Jews themselves used the term of Jewish immigrants about themselves, Palmerstone used the interpretation of the Jewish nation! He also stressed on the word "return" refers to their presence in Palestine two thousand years ago!
Following this letter, Lord Shaftesbury said to Palmerstone, "the minister actually sent by God to the Jews to return them to Palestine."
Palestinian was considered an obsolete country in Shaftesbury" look and hence the slogan of "A country without people for people without a country," was made by him that later changed by Zionism to "a land without people for people without land" instead.
When his friend, Jung was appointed as the successor to the British consul in Jerusalem, wrote in his notes:
"What a beautiful event! God's ancient nation will soon find their dignity among other nations and Britain is the first Christian country that steps in it. "
Following the Palmerstone's letter and the British ambassador contacts with Sultan Abdul Hamid, the Sultan of Othman also showed strong opposition to this proposal and Raouf Pasha, the governor of Jerusalem wanted to take the Jews status under control in Palestine and particularly in East Jerusalem, so that no Jews were allowed to enter or settle in Jerusalem except the ones with the intention of pilgrimage and temporary residence.

- The payment of an interest-free loan amounting to 35 million gold Lira, for strengthening fiscal and agricultural development and the establishment of the University of Istanbul, so that the Turkish students do not have to travel to Europe and face with harmful revolutionary democracy thoughts!
But the Sublime Porte (the Ottoman sultan's court) other than the rejection of the proposals, , by a decree in 1888 banned any exodus of the Jews in the lands of the Ottoman Empire, and Jewish pilgrims weren't allowed to stay more than three months .
It was here that the Jews used a population affiliated with Freemasonry of "Union and Progress" set a conspiracy against Sultan Abdul Hamid and forced him to overthrow the monarchy in 1909. Jewish Krasu was one of three people who informed Sultan of his deposition.

Fourier's theory included a Zionist solution that non- Jews Zionists had been achieved it.
In 1842, one of the most famous Jews in Austria, called Abraham's Bench, in a letter to Kanenk, the foreign minister of Great Britain, asked the Great Britain contribution to strengthen and intensify the government's influence in the Middle East in order to help the Jews.
The letter stressed that the establishment of a Jewish colony in Palestine territories can best guarantee the positions and interests of the UK.
In 1850, the Cresson America consul in Jerusalem, after establishing a Zionist agricultural settlement in the Jerusalem area, designed establishment of other agricultural settlements and tried to attract the Jewish leaders support and affirm toward it; however, he also complied with Judaism, this couldn't evoke their sensitivity and consideration.
American Console believed that the development of the agricultural settlements could be the first steps in establishing a new Palestine, in which Jews could settle for reaching their ideal life. Some Americans following the American console with the same purpose to establish a Zionist agricultural settlement near Jaffa. But the role of Rothschild in making these kind of Zionist agricultural settlements is more considerable.
Rabbi Shmuel Muhilber (1824-1898 AD), had a contact and dialogue with Baron Edmond de Rothschild and tried to draw his attention to the importance of Jewish settlement in Palestine. Rothschild also financed the cost of building settlements for the resettlement of Russian Jewish farmers and then without mentioning the name of Rothschild, construction of the first Jewish settlement in Palestine was conducted. So many years that Rothschild was providing additional cost of establishing other settlements, Rothschild name was not used in this case and only referred to him as famous philanthropist. From the second half of the nineteenth century, Jews took longer steps for the establishment of a Jewish state, which was their long desire.
Leon Pinscher, a Russian Jew, wrote a book entitled "self abandonment" in 1882 in which he invited all his co-religionists around the world to migrate to a particular region of the world and establish an independent state in addition to reviewing the problems of the Jews. His invitation was based on the principle that "the world ridicules the Jewish contempt and knows them as an independent nation and they are considered strangers everywhere."
In his book, he emphasized on the necessity of holding a national conference and creating a company for development and reconstruction and inviting the public to help establish a Jewish state and attempts to obtain international guarantees.
Pinscher in his speech that he gave to the lovers of Zion at the first Congress in 1884, he mentioned helping to transitional Jews wherever they are, and he demanded that Montefiore forum must be established to promote modern agriculture among the Jews... Pinscher was elected to the head of the association. When the Congresses were hold, it became apparent that there are disagreements between religious-minded and wicked. The phenomenon of Zionist settlers sowing began in 1882 by purchasing a plot of land overlooking the beach, adjacent to a country that may be in the future they can buy the lands. When the land purchase contract faced an obstacle because of the opposition expression of the area governor, the successor to the British consul intervened and indiscriminately registered the bought land in his name. The first Jewish city was called Rison Lesion colony that means the "first for Zion", it's said that the term is derived from the Torah. Then, other parts of the land were purchased and some other Zionist settlements were built. Despite several associations of Zion lovers, they couldn't peruse more than a few hundred Jews to immigrate to these colonies spending heavy costs. (At this point, millions of Jews were migrating to the United States).
Pinscher believed that waiting for divine assistance until Christ returns thought was certainly pointless and it should be removed from memory because the chosen people, according to him, are chosen for universal hatred … The solution was that the extra Jews, as a nation, were transferred to a foreign land that was owned by themselves; because most of the western civilized states didn't accept the mass exodus of Jews.
... Pinscher in his book, says:" the transformation and transmission process will be carried out with the assistance of big governments (West) through liberalization." It is worth mentioning that Pinscher, in his expression and suggestions, was affected by the ideas and comments of Moritz Hess who had written a book named “Rome and Jerusalem" in 1840.
Hess, in his book, said: "We have always been strangers and alien among the different nations in which we live." Therefore, he called for the formation of an independent state for the Jewish people and he believed that as the "Rome" is a center for Christian Churches, Jerusalem should be the center of Judaism.
Pinscher wrote in his book with the same point of view:
"Do we among other nations come to account? Where is Jewish voice heard in the international community? Do we have the right to express opinions about our problems?Our country is an unknown land in where we do not live. Our unity is in our Diaspora and our solidarity with other nations is the outright hostility Diaspora. Our weapon is humiliation, and our defense tool is to escape and our future is covered and hidden in the unseen.The Jews have the responsibility of what a humiliating and down role!"
He also said:
" The World despise the Jewish contempt because it is not a living nation and are considered strangers in any country they live, and being free in the fields of civil and policy doesn't, promote their dignity among other nations. A successful treatment for this incurable pain is creating a nation for Jews to live in their homeland."Pinscher suggested that all Jewish groups round the negotiating table to come up with another agreement and buy parts of the Palestinian land by paying more to the owners and enticing them to sell. Then they could buy the lands held by Muslims and were flourished by immigrants with the allocation fund from their poor owners.
It was the most general Zionism original plan, but could be possible to succeed if only supported by European governments. Although the fruits of this work would not have been obvious at the time, but it certainly was considered as the first long step in the realization of the Jewish national cause. Baron Rothschild helped millions of francs to the Jews to continue their struggles slowly in the Palestinian territories in this way.
