Lebanon is a country in southwest Asia on the eastern shore of the Mediterranean Sea. From the North and East it is limited to Syria and from the south to Palestine and from the West to the Mediterranean Sea. Up to the First World War the land had been ruled by the Ottoman Empire.
At the end of the war Allied forces occupied Lebanon and it was run by the French military. In 1923, the League of Nations in Syria and Lebanon (as described in the secret contract of Anglo-French Sykes - Picot signed in 1916) placed it officially under French mandate. Under the French, the aspirations of the Lebanese people did not realize and the peace became disappeared from this republic.
Finally, in 1943, France agreed to a free election and nationalists won the election and their leader Basharat Al-Khoury was elected to the presidency… after another crisis in 1945, it was agreed that France and Great Britain troops leave Lebanon. This was done in 1946 and Lebanon became fully independent. In 1945, Lebanon became a member of the Arab League and joined the League of Nations.
After the occupation of most of the Palestinian territories by Israel and the displacement of hundreds of thousands of Muslims from that land, thousands of Palestinians poured into Lebanese territory and settled in that land.
In 1968, Israel bombed Beirut airport. In 1969 Israel bombed Lebanon itself, and the country was in crisis. In 1982 the land was once again bombarded by Israel and the Zionists in coordination with Maronite Christian and Phalanges marched up behind the walls of Beirut.
Lebanon, as a neighboring country bordering Palestine, is among the areas that is very important strategically.
This country has always been at the target of Israeli forces as the forefront of the doctrine of Israel. In the book “Undercover Israeli wars” Lebanon is described as such:

Israel's interest in an alliance with the Christian population of Lebanon, from the 1950s, had been the central doctrine of its marginal theory. Civil war provided conditions that this theory comes into practice. Mossad and to a lesser extent, the military intelligence branch [of Israel], were communication channels for creating this unity.

David Kimkhy, Deputy Israeli intelligence service (Mossad) in a meeting with the head of Savak (Nasiri), in October 1976, while referring to Israel's agenda in Lebanon and the need to create a civil war in that country, goes as far as to remove Imam Sadr from the scene of Lebanon; he even suggests an alternative plan for the head of Savak. This dialog shows Lebanon’s different political and geopolitical aspects for Israel has been strategically important.
On the other hand it suggests the Israeli officials’ fear from spreading pure Islamic principles, values and culture in that land, to the extent that they consider Imam Musa Sadr as a serious threat in their strategy and seeks to remove that great man. Another thing that this document reveals is the common collusion and conspiracy of Savak and the Mossad in the case of Imam Musa Sadr that needs another serious review and analysis:

Mr. Kymkhi: [...] In the case of Lebanon I should announce that we had important activities there. We entered there to the interests of right wings and did our operations and today these relations are very strong.
Two weeks ago I was at Pierre Gemayel’s home and we both agreed to this program and we provided the condition that we should not begin a war between Muslims and Christians, but rather the war should be ignited between the extreme left and right wing [...] In this case we would like to have an effective cooperation. At least in terms of the information we can cooperate.
I have a small suggestion. Imam Musa Sadr is done with and Lebanese Shiites have no leader and this is a favorable opportunity for you to send a new Imam Musa Sadr to Lebanon. However, this person must primarily be loyal to you. Although the Syrians have created a temporary peace in Lebanon, but this is not the end of the war.
The right wing does not tolerate the presence of Palestinians at any time and are waiting for the opportunity to fight again, so we believe that contacts are to continue with right-wing groups. We do not mean just Pierre Gemayel and Camille Chamoun, rather we mean creating a strong right-wing forces in Lebanon.
General Directorate of Savak: Unfortunately, our agents are now very weak and we have closed the embassy in that country.
Mr. Kymkhi: Is it to the interest of us to help the Shiites in southern Lebanon and do you want to be involved in the aid.
General Directorate of Savak: Sure.
Mr. Kymkhi: Our efforts to improve the lives of Shiites in southern Lebanon will be effective. Do you think the creation of an alliance of moderates is an expedient work?
Directorate General Savak: It should be created otherwise it will be decomposed.
Mr. Kymkhi: We are trying as much as we can to draw help for cooperation in some areas. Even regarding the partnership with [some members of] Lebanese Shiites in Lebanon we have not said anything to the Americans.

Israel by resorting to various tricks and pretexts, had always been trying to find a foothold in Lebanon, including its influence among the Shia community and in order to pursue this goal, it has targeted some people. Savak, as the intelligence arm of Pahlavi regime, did not spare any assistance to them. And the current government is not known how it will act.
