According to information and various political and historical documents and resources, all lands located around Palestinian territories and their inhabitants, according to Zionist theory, each are linked in a way with the concept of the existence, security, and survival of Israel.
Israelis have added another category in name of psychological security to their demands in justification of the "Zionist strategy" and "periphery doctrine" in hidden and sometimes obvious way:
They have raised the mental issue of Jews and have said that because Jews were under pressure over the centuries, in terms of mental are worried and need psychological security. Zionists in talks with Western countries’ leaders, and later in their negotiations with the Islamic and Arabic countries, raised the issue of psychological security, and said we need psychological security. What is the psychological security? It has no definite meaning and no end. Every effort that would be done, if is not in their profits, can neutralize it due to the psychological security. They have convinced many in the world that they need psychological safety and their psychological security should be respected. Israel's need’s fulfillment about psychological security is harder than waiving the land. When you lose your land, you know what have lost, but when you want to fulfill the psychological security of Israel, you do not know till where you should surrender and how far you have to give them the privilege. This privilege giving has is not final, regularly we have to give them privileges.
These demands and issues of Israel have been proposed in various ways. Some have evaluated these efforts in this way, the Israel and Zionist community in Palestine is in isolation in the Middle East. Based on this assumption, the Zionists for going out of isolation have had no choice rather than to fulfilling the Zionist plan known as the marginal doctrine or peripheral strategy. Some other have evaluated Israeli society in the Palestine as a minority that is under the blockage of Islamic countries and nations and have evaluated Zionist military, political and intelligence prowl in the Middle East to Africa from this angle. The third theory is based on this assumption that Israel as a newly established state and stranger in a sea of Muslims, is trying to find some friends and allies for himself among ethnic groups, tribes and nations living in geographical areas. The fourth theory is based on the assumption that Israelis want peace and compromise with a number of countries and nations of slightly geography and their efforts in the direction of peripheral policies are based on this assumption.
Anyway, Israeli society and Israeli leaders over the past few decades, based on their covert and overt goals and intentions, have always repeated something in the name of the strategic scope of Israel and have provided ample justifications for encroaching, influence and presence in this area.
Ephraim Seigner, a political theorist and strategist of Israel, has written:
Israel’s strategic scope has become much wider. This scope is not limited to the traditional enemies adjacent to the area which are Syria, Lebanon, Jordan and Egypt; it should be noted that whatever is going on in this area could jeopardize our security. Any country that can participate in the invasion of Israel or provide missile for the frontline states or can protect them against missile attacks of Israel, is placed inside the Israel’s strategic areas.
In Israelis’ strategists view, even if the neighboring countries of Israel peace with this Zionist regime and recognize its existence, still no strategic balance was established between Israel and the surrounding countries. Unless the time that the balance changes in favor of Israeli society. How will this balance change? This is the secret response of Israel:
1. widening the Israeli-occupied lands to wherever their interests require! 2. To increase the Jewish population of the occupied territories. 3. Increase of Israel's nuclear military capacity. 4. Depopulation of Islamic countries. 5. Disarming Muslim countries and preventing them from acquiring nuclear strategic weapons in particular. 6. Converting Islamic countries to Western goods market’s consumption and preventing any scientific, technological, industrial and technology development among these countries and ...
Accordingly, each of these balances was upset, the strategic balance between Israel and the Muslim countries surrounding it will be ruined in determinant to Israel!
Based on these assumptions and analyses, Israeli society respects for the rights without boundaries:
Our near and far neighbors are and Arabs or Muslims and will be and Middle Eastern History shows us that in this area commitment to protect minorities and their existence is meaningless. The situation of Christians in Lebanon is the best evidence for this claim. Even if real peace was achieved and sincere relations were founded and implementation of economic projects was accomplished, still between Israel and other countries racial differences would have remained, it is to our advantage to maintain our identity and not let to be faded and perished, because as we know, Israel is the only place in the world where the Jewish states in. So we should never forget that in Arabic – Islamic environment, though that protest against the existence of Israel may subside during the long years, but it is possible that the procedure be resumed.
What are Israeli strategists intend to prove with these argues and analysis? What is the result of their word? The message through which they send to Muslim countries and even Israeli society is looking for which result?
Efraim Seigner, the Israeli strategist, explains his hypothesis further:
When ... we take a careful look around us, we will find out that how shrewdly the basic differences exist between Israel and its surrounding environment. Israel has a population of 5.5 million people that less than 5 million of them are Jews, while the population of four countries: Egypt, Syria, Jordan and Lebanon is 79 million and the number of Palestinians living in the West Bank and the Gaza Strip is 2 million. Taking into account the population of Libya, Tunisia, Algeria, Morocco, Iraq and Iran, the Arab population and Muslims living in this area gets to 260 million.
This author of the Zionists, after pointing out the hypothesis of physiological security, strategic scope and non-strategic balance between Israel and the surrounding countries, adds in geopolitical and demographic terms:
[Other] Inequality between Israel and its neighbors is concerned about the geographical area. With a quick look at the map of the region, we see that 11% of Israeli land area is 2% of Syria and Egypt area. What exacerbates the danger posed by Israel's small area is concentrating its population, especially the Jews - along the coastal plain of 'Akka' to 'Ashkelon' or as we are used to say is the "Khazireh" to "Ghadireh". This concentration of population causes Israel to be more vulnerable than any other country and exposed to losses, because the coastal planed not only has a large part of the population in its place, but all the economic, technological, scientific, and education centers of Jews is located in this area, and it is clear that in such circumstances repelling enemy’s attacks is difficult, especially enemies the use weapons of mass destruction.
To disrupt this situation in favor of Israel, one of Israel's leaders represents the idea of a new Middle East. A number of veteran Zionist theoretician and strategist at research centers and universities to establish a Zionist hegemony in the region and destroying the demographic and geographical balance in favor of Israel and destruction of Islamic and Arabic harmony, unity and identity of the region's countries and in other words, changing the geography of the Middle East, have planned plots that one of its obvious examples is the Zionist regime's former Prime Minister, Shimon Peres.
The final strategy is the "new Middle East" of President Shimon Peres Israeli and hidden latents of Zionist Ephraim Seigner, the same hypothesis of decades before Ben-Gurion under the title of fringe doctrine that Abba Eban, one of Israel's veteran leaders and politicians, in his book explicitly wrote:
There is no doubt in the fact that this area absolutely belongs to the Jewish people.
Israelis in running on the route and implementing their strategy in the region gave the key role and basic mission to their intelligence service called the Mossad. This secret and information organization put following peripheral strategy in his program and activities from the beginning. Making contact with the Iran's intelligence service in Pahlavi reign, known as SAVAK and also the Turkish intelligence service and later Ethiopia was a part of these efforts that its main focus was mainly Mossad.
MOSSAD and SAVAK’s intelligence bilateral treaty, known as the "crystal" or "crystalline", the intelligence tripartite agreement of the Mossad, Turkey’s intelligence agency, and SAVAK, known as the "three-headed spear" as well as trilateral intelligence co-operation protocol of SAVAK and Mossad with Ethiopian intelligence service, code-named "Eagle" is fully assessed in this sight. Islamic countries in the region were targeted as the main goal of these treaties. The aim also exactly matches with the program of Israelis and was based on it that Israelis called it as marginal strategy or peripheral doctrine, and chased it through the Mossad. In the book we read about Israel's secret war:
Acer Harel, head of the Mossad, played an important role in in this innovative strategy, namely promotion of Israel’s role in secret diplomacy.
However, this idea is reported in the name of David Ben-Gurion, the first Prime Minister of Israel, but Acer Harel, of the former Mossad’s chiefs, has taken it as his own innovations and initiatives; as some Israeli and Western writers, Rivun Shilva, the first head of Mossad, has been considered as the initiator and main sponsor of this theory:
Acer Harley whose being forthright that is almost like indecency, is his prominent feature, knows representation of an alliance with the periphery as his own idea, but some other Israeli sources belong originally of this thought to powerful Rivun Shilvay.
All of these suggest antiquity of this idea. In this doctrine, Iran has a very important place for Israel and its intelligence service, the Mossad:
Iran that was the bright jewel of this throne in this regard, took place in such a situation in what was called as the marginal doctrine and was there for two decades until the overthrow of the Shah in 1979.
