The month of September in each year reminds a painful a memory for Palestinian Muslims and the Islamic world. September reminds the negotiations of David Camp and the conclusion of a peace treaty between Egypt and Israel. Palestine is part of the body of the Islamic world that has been occupied by the usurper Zionists more than 6 decades and the Palestinian people are the only nation that, despite having ancestral lands have been displaced for years.
Unfortunately, the leaders of Arab and Islamic countries, which were and are often dependent on the imperialist and colonialist not only do not practice any substantive measures for the emancipation of these people, but they spare no effort to force them to compromise. By negotiating and compromising with Israel, they have committed a great betrayal and injustice against the oppressed Palestinian nation that is unique and has no such in history.
One of these leaders is Mohamed Anwar Sadat, Egypt's former president, who by attending in summit of David Camp in September 1978 and by concluding the peace deal with the fake Israeli regime officially recognized this regime and committed a high treason against the Muslim people of Palestine. According to what was said, this text tries to dissect the agreement of David Camp.
Actors of the negotiations
Egypt with President Mohamed Anwar Sadat, Israeli with Prime Minister Menakhem Begin and U.S with President Jimmy Carter were the main actors of the negotiations. Before Anwar Sadat and Contracting David Camp, when Jamal Abdel Nasser was the president, Egypt was the leader of Arabs in the fight against Israeli. After the death of Abdel Nasser, Anwar Sadat on the evening of September 28 of 1970 was chosen as interim president. Egypt with President Anwar Sadat was one hand of negotiations and disgraceful David Camp Contract. Menakhem Vedlovich Begin, the sixth Prime Minister of Israel and the first prime minister from the Likud party on June 21 of 1977 achieved this position. James Earl Carter II, known as Jimmy Carter, was the thirty-ninth president of America during the years of 1977 to 1981 and his most important foreign policy achievement was the negotiations and contract of David Camp.
Negotiations and the principles of the David Camp
David Camp contract was the most significant event that happened after a few important wars and an attrition period between the Arab world and Israel and it was a turning point in relations between the Arabs and Israel. It caused some accidents and incidents such as the rise of Mohammad Anwar Sadat, expulsion of Soviet military advisers from Egypt in 1972 by itself, The efforts of the presidents of America, as Nixon and his foreign minister, Jewish Henry Kissinger, the strong tendency of Anwar Sadat to the West and especially America, Sadat's visit of Jerusalem, Ismailia meeting holding and the efforts of Jimmy Carter, preparing for the full peace of Egypt and Israel.
But during this period the efforts of Jimmy Carter, President of America, owned a very large and important role in the conclusion of the David Camp Accords. In July of 1978 Carter decided to invite Sadat and Begin to the summer residence of the presidents of America at David Camp Maryland and he himself lead negotiations, with the definite decision to reach an agreement. Cyrus Vance, Secretary of State Jimmy Carter, personally delivered the invitation letter to Anwar Sadat and Menachem Begin and the invitation was publicized on August 8th.
Mohammad Anwar Sadat with his wife arrived to David Camp in February 1978. Begin and his wife on March 22th of 1978, when Israeli forces were in Lebanon, went to Washington.
Egyptian delegation participated in the talks were: Mohamed Anwar Sadat, President of Egypt, Muhammad Ibrahim Kamel, Minister of Foreign Affairs, Boutros-Ghali, Minister of Foreign Affairs, doctor Osama El-Baz, acting State Department, and Hassan Altahami, one of Egyptian diplomats. Israeli delegation participated in the talks were: Menachem Begin, prime minister, Moshe Dayan, Foreign Minister, Ezer Weizman, the Secretary of Defense; and Aharon Parak, the General Attorney of Israel. The American side also included: Jimmy Carter, President of America, Cyrus Vance, Secretary of State Harold Saunders, deputy foreign minister, Rouy Athertone and BerZhinsky. Conference on September 4 at David Camp began and lasted until September 17 for 12 days. The first work of meeting of the David Camp was publishing a statement about itself which asked all religions to beg God to conclude the David Camp summit with peace and justice.
Three parties of negotiator in talk formed the general meeting with each other. During the meeting they presented their proposals which were completely different from each other. Carter decided to negotiate separately with Sadat and Begin and he himself play the role of mediator. The desire for gaining consensus among the three delegations was different. This was considered an important factor of negotiations, because to the same amount one side was acceleration to conclude the agreement, its political position was weakened.
Among the three main leaders, maybe Carter, both personally and politically, showed the most interest in reaching an agreement. After him Sadat greatly wanted agreement because he wanted to prove the necessity of his visit to Jerusalem in November 1977 and he was very eager to protect his friendship with Carter and the United States of America, which was recently created. Although Israelis was principally willing to contract with Egypt that once and always eject Egypt from coalition of the first line of the war (front), but Begin could return to occupied territories without signing the agreement, because this work caused to continue the present situation that Israel knew it fairly well and maybe beneficial for himself.
About the negotiations, there were three specific categories of proposals: American, Egypt and Israel. America’s original proposals were tended to follow the opinions’ of Carter that was formed from the beginning of his presidency. Resolution 242 of the United Nations must be the foundation of the entire agreements. Carter was aimed to create a comprehensive peace that includes Egypt, West Bank of Jordan and the Gaza Strip. He has predicted the normalization of diplomatic relations, trade and cultural ties between Israel and Egypt.
American suggestions about the West Bank (Palestine) were: Re-establishing the 1967 borders with minor modifications, lack of further Jewish settlements, predicting not divided Jerusalem with the freedom of access to holy places of three religions (Jewish, Christian and Muslim), Distinguishing between the boundaries that had limited sovereignty and the boundaries that had been established for security (and therefore demanded the Israeli presence in the West Bank), Palestinian autonomy (but not establishing a Palestinian state), participation of Palestinian in determining their fate, Contacting 5-year transitional period, letting refugees return and establishing relations between the Palestinians and Jordan.
Egypt in its proposals demanded the complete withdrawal of Israeli forces from the Sinai, the dismantling of Jewish settlements (which previously were built in the eastern part of the Sinai), and compensation from Israel for the occupation of Sinai wells. Instead it agreed with full diplomatic recognition and normalization of peacefully relations with Israel. Sadat's proposals on the West Bank and Gaza Strip, such as America and Israel’s proposals did not contain details, but its goal was Palestinian autonomy.
Israel’s proposals were: Egypt's army should be deployed only in the westernmost part of the Sinai and the rest of the territory of Sinai to the border of the occupied territories should be demilitarized; Israel has continued to maintain existing airports in the peninsula as well as in the construction of Jewish settlements (with appropriate military support); Israel enjoys freedom of navigation in the Strait of Tiran and the Suez Canal and give guaranteed that Sinai’s oil will be offered to it.
About the West Bank and Gaza, the Israeli will cancel its military government, but remains responsible for maintaining security and public order. Autonomy will be given to the Palestinian Arabs (and not full autonomy), period of 5-year transitional will be considered and then the Palestinian Arabs have the right to choose between the citizens of Israel or Jordan. The Israelis have the right to purchase and ownership of land in the West Bank.
In addition to all this, the peace treaty with Egypt should be in the first phase and the Convention relating to the West Bank should be signed in the next stage. Israeli program did not mention specifically to Jerusalem and Jewish settlements.
Finally, on September 17th the agreement was prepared. Sadat and Begin signed it and Carter as an officially witness signed it. Agreement was made up of two main documents.
