A framework for peace in the Middle East and a framework for the conclusion of a peace treaty between Egypt and Israel, which became known as David Camp agreement and include the following:
1. Peace rules in distance of 2 to 3 years after its signing should be implemented;
2. Egypt again reach its full sovereignty across the Sinai Peninsula regain;
3. airports that Israel sets in El Arish, Rafah, Rasalnqb and Sharm El-sheikh should be used only for civilian purposes;
4. freedom of navigation and aircraft flying in the Suez Canal, Gulf of Suez, the Strait of Tiran and the Gulf of Aqaba should be prepare for Israeli and the two mentioned cases should be announced at the end of the international waterways.
5. A highway should be construct linking Sinai from Israel to Jordan and Israel have a right of free passage in it;
6. special military arrangements should be established as follows:
A. At most an Egyptian troop should be located within the 50 kilometers of East of Suez and the Gulf of Suez.
B. The rest of the Sinai Peninsula should be civilians and only the United Nations peacekeepers exist in this sector;
C. Israeli forces in the 3- kilometers of border of Egypt should be reduced to 4 Battalions.
D. three other battalions in an area that is not covered by the above arrangements will help the police to maintain the security of civilian;
E. UN peacekeepers should deploy in the border area of Israel in Sharm El-sheikh. The proposed force will be dismantled only with the approval of the UN Security Council;
F. Israeli forces will evacuate the Sinai area in two stages: The first stage is from 3 to 9 months after the signing of peace accords along the lines of the East Arish to Ras Muhammad, and second one is to the international border.
7. Following the conclusion of a peace treaty, between Egypt and Israel normal relations will be established. Egypt went outside from the front in fighting with Israel by signing this treaty and accepting its principles and this action of Egypt stimulates some reactions in the Arab world and also in Islam world.
Responses to the David Camp Accords and the results of this contract
Arabic countries, in response to the Camp David summit, were divided into 3 groups. The first group which was totally opposed, including Syria, Iraq, Algeria, South Yemen, Libya and Palestine Liberation Organization (PLO) and the band were known as "resistance front". The second group including countries that agreed with Egyptian regime. This group included: Morocco, Sudan and Oman. The third group who were neutral includes Saudi Arabia, Jordan and the Persian Gulf states.
In Egypt Party "national unitary progressive accumulation" in response to the Camp David summit, by publishing a detailed statement, condemned the David Camp agreements. Palestine Liberation Organization, in September 19, 1978, issued a statement in which strongly attacked Sadat’s and the Camp David agreements and noted that David Camp agreement represents the complete submission of Sadat against Begin’s plan that stresses on the consolidation of the process of Zionist occupation in Palestine, the Golan and even parts of the Sinai.
Palestinian National Congress in October of 1978 by issuing a statement, condemned the David Camp agreement and talks and stressed that these talks has ignored the right of self-determination for the Palestinian people. Also, in Syria Hafez al-Assad commented about David Camp contracts and in his speech at the opening of the third summit in Damascus Steadfast Front which was held on September 20, 1978 severely criticized this contract.
He sentenced the final declaration of the conference, Sadat's capitulation and his collusion with the Zionist and imperialism enemy at David Camp and his conspiracy against the unity of the Arab case and the supreme interests of the Arab nation and The violation of covenant of Arab League and the violation of covenant of Arabic joint defense pact and also his efforts to ignore the Palestinian issue and his knocking to the Palestinian people's political achievements _ that he has earned it by fighting and his martyrs' blood and he described David Camp agreements as part of a broad campaign to dominate and influence and hegemony of imperialism and Zionism of America in Egypt and the Arab world and the African continent and believes that the their goals is to use Egypt as a means to suppress the national liberation movements.
This conference also announced the establishment of an ethnic faction for stability and strength, to be a base for ethnic struggles and mobilizing the Arab masses and a tool in Arab’s nations’ hands in his anti-Zionist and anti-imperialist struggle and an incentive to resistance and liberation.
Also in Libby Mamar Ghazafi condemned David Camp agreement and Sadat because it existed Egypt from the Arab line and the fight scene and recognized the hostility that violently occupied an Arabic country, it means Palestinian territory, and heavily attacked its people.
Iraqi Revolutionary Command Council on 1 October of 1978, by issuing a statement, condemned the conspiracy and betrayal at David Camp and declared that Iraq is the northern military front part of the conflict with the Zionist enemy (Israel) and from every front that is attached to the Zionist entity, will provide the chance to hit the enemy in the future and also Iraq is ready to send active troops to the Syria’s front.
But in Iran, concurrency of David Camp agreement with the Islamic Revolution causes revolutionary’s severe allergic reactions; So that the Imam (peace be upon him) in an interview with The Associated Press on 16th November of 1357, declared this Agreement and others like it as a Conspiracy to legitimate Israel's assaults and as a result it will change the situation in favor of Israel and against the Arabs and Palestinians.
This dialogue and other ones such this from the beginning, indicate the position of the Iranian revolutionaries against the David Camp agreement and the kind of their future relations with the parties to the contract after the victory of the revolution. . After the signing of the David Camp accords, Ambassador of the Pahlavi regime in America, Ardeshir Zahedi, congratulated to the parties of this agreement and "Hosni Mubarak", Egypt's minister of defense, for the reporting of the contract to the Shah of Iran, arrived in Tehran.
Victory of Islamic Revolution of Iran in 1357 and coinciding with the David Camp Accords, which was in stark contrast to the ideology of the Revolution, caused cutting off relations with Egypt. "Karim Sanjabi", the first foreign minister after the revolution, in a message to "Yasser Arafat" interpreted this contract as stabbing from back to Palestinian and expressed his sympathies to Arafat's. This is how the Iran has joined to the opposition of this treaty.
Imam Khomeini (peace be upon him), following the signing of the David Camp accords, by issuing a statement, strongly condemned it. After the conquest of Egypt Embassy by Arab students, as a protest against the David Camp Accords, in the 6th of Farvardin 58, it can be said that one of the first governmental orders of Imam Khomeini (peace be upon him) to the interim government about the international relations issued and it was cutting diplomatic ties with Egypt.
This verdict after the letter of "Ebrahim Yazdi," the foreign minister of the interim government (After Sanjabi), based on the necessities of cutting ties with Egypt in the available space was issued. In the Imam’s command to the Foreign Minister of the interim government it is said that: "In the name of Allah, His Excellency Mr. doctor Ebrahim Yazdi, the foreign minister, by regarding the ttreacherous ally of Israel and Egypt and the Egyptian government's unquestioned obedience of America and Zionism, Provisional Government of the Islamic Republic of Iran should cut of diplomatic relations with the Egyptian government, 10/2/58, Ruhollah Musawi Khomeini.”
Arabic countries severely reacted against Egypt in the Baghdad conference, which was held in September 1978, and followed Egypt expelled from the Arab League. But the most important reaction to the Anwar Sadat’s act in Camp David treaty in the Egypt was took place by the Islamists. On October 6, 1981, on the anniversary of the victory- parade on October 6 in Cairo, Anwar Sadat in a special position by Khalid Istanbul and sseveral Egyptian army soldiers who were affiliated to the Group Egyptian Islamic Jihad was killed.
In addition to Arabic countries, also the Soviet Union and the Non-Aligned Movement member states and some European countries, criticized this treaty and believed that signing it before recognizing the Palestinian issue and agreeing about it, was useless. And even know some of these agreements in favor of Israel, due to changes it creates by removing the key role of Egypt in the Arab world and deprive the Arabs of a great military power between the Arabic forces.
