Iran's internal developments undermined many Israelis ideas. Israeli press wrote that: "Developments in recent months in Iran has terminated golden dreams of some of the people of Israel in the creation of the axis with Iran, Egypt, Saudi Arabia and Israel to prevent the domination of communism."; and as it was mentioned the increasing consolidation of oppositions of the monarchy led Egypt and Israel to think expediting resolving of all their differences over the peace treaty, and Saudi Arabia encourage this movement unlike the past, because by critical situation in Iran, an angle of the triangle of Cairo, Riyadh, Tehran was collapsing. Of course, other angles of Cairo and Riyadh had understood the importance of Jerusalem to replace Tehran, and this facilitated negotiations. It should be noted that the events in Iran led to form two ways of thinking about the Iranian revolution in Saudi Arabia. King Khalid said that as the turbulent situation of Iran was the a result of Soviet efforts which were gradually developing in the region, therefore, a friendship treaty with Egypt should have been signed as soon as possible, and on the other hand, the prince Fahad believed that the superpowers had no role in Iran, but Iranian situation is just a domestic problem, and close relations should be established with radical and extremist Arab countries because it was possible that they carry out subversive acts in Saudi Arabia; of course this was somewhat problematic in Saudi Arabia foreign policy for Egypt because, Meanwhile, Egypt was doing peace negotiating with Israel and on the other hand with Extremist Arab countries. On the other hand, the Iran crisis increased the significance of Saudi Arabia from perspective America without the situation be necessarily to the detriment of Israel. In explaining this theory it must be said that cutting Iran's oil production had two new points for Saudi Arabia. First, Western countries were becoming more dependent on oil from Saudi Arabia, and other point was that the economic strength of the country was boosted due to increased oil revenue to further than past, and on the other hand, America was trying to convince Saudi Arabia and Jordan to enter next further negotiations. Despite the events in Iran, America still hoped to form the core of the pro-West countries in the Middle East with Israel cooperation, and this time, it thought of an axis that started from Morocco and Sudan and then led to Egypt, Jordan and Saudi Arabia to the Fars Gulf Emirates. On the other hand, we must say that the nature and type of events in Iran was affecting behavior of regional and global actors so much that they had no much hope of their programs. For example, though Israelis continued talks with Sadat, according to the experience of Iran they did not know in the next few years how Cairo's situation will be. Moshe Arens, head of the Israeli parliament's Foreign Affairs and Defense Committee, beside speaking stated on the first day of Bahman 1357 that recent events in Iran indicate the fact that to what extent Islamic religious groups in Muslim countries affect the course of events, and no one knows that what will the situation in Riyadh or Cairo be like within a couple next years. So Israel's flexibility towards Egypt and accepting Sadat's obligations, within the framework of peace negotiations, is in fact a type of risk because Sadat is very likely to shift over the coming years and be forced to break his commitments, or that he will be down from power. Yediot Aharonot newspaper also had mentioned interview of Prince Fahd with an American journalist dated 22 January 1357 and quoted from Fahd wrote that: "if Iran is lost, only God should help us."
With the rise of Bakhtiar in Iran, there was hopes of survival in the Shah's regime in the Israeli press; they would express that Bakhtiar will return peace to the country if he spent all his efforts to win the loyalty of the army to the new government and convincing the National Front to separate from Ayatollah Khomeini. Bakhtiar in order to achieve his goals accomplished deceptive measures, such as proposing cutting off Iran's oil exports to Israel and South Africa, but not even the Israelis hoped that the statement will affect anything. Some Israeli press even wrote that it is likely for the new government of Iran to show that it is not the Shah's puppet to sentence some of the Jews and the Jewish officers loyal to the royal family, as well as several members of the Royal Guard on various charges such as treason, corruption and fraud. Meanwhile, a number of Iranian Jewish leaders met Ayatollah Taleghani and Jewish groups stated their cooperation with the Islamic Revolution, and supreme leaders also stated that Jews and other religious minorities have the right to comment on the future of the country. However Bakhtiar' measures were insufficient.
In January 1357 the king who was completely powerless to resolve the crisis, Lt. Rabii and Toufanian suggested Gen Sagaf to come to Tehran with Moshe Dayan or Ezrarvayzman to strengthen the spirit of the king and force him to make the decisions. Israeli government sent Yuri Lubrany, its former ambassador who had lots of friends and acquaintances around the Shah, to Tehran. He arrived in Tehran on 25 Dey and negotiated with Toufanian and military leaders. But the report that he gave in return to Israel was by not optimistic at all. He believed that the shah's regime is finished, and revolutionaries will not have good relations with Israel, and Israel should no longer expect to receive oil from Iran. Lubrany had given reprts about critical situation in Iran from a year ago when he was the head of Israeli representatives in Iran. Haaretz wrote in 18 Dey 1357: "Among the reports which had exposed dark and deteriorating situation in Iran from long before, was Avery Lubrany's report, Israel's representative in Tehran that had not been approved by America previously, but today it is praised by the authorities of that country ...". Israelis expressed in this regard that from a year ago that Israeli intelligence officials had warned America's intelligence agencies that the Shah's regime in Iran will be facing a crisis, but the agencies which were suspicious about the perceptions of Israeli intelligence after neglect of Israel's security intelligence in predicting arms of Egypt and Syria against Israel in October 1973, did not take the warning seriously, and Israeli officials, like their American counterparts, recognized the report of Israeli representative in Tehran about imminence of the Iranian crisis as exaggerated report, and they believed that the king will be able to control it.Moshe Arens also expressed concern in Jerusalem over the deteriorating situation in Iran in a circle of members of the Military Committee of the House of Representatives in America, and he said he hoped America's intelligence agencies learn a lesson of the events in Iran. He also lamented the way the Americans could correctly predict the events in Iran, and he added that Israeli intelligences in this case were not less blamed than Americans.
Israeli press in their articles and analysis knew the revolution victory as domination of Soviet over the Persian Gulf and Strait of Hormuz as well as the acquisition of modern devices available in the Iranian army, and they even mentioned the possibility of the use of force by the Americans in relation to Iran, and they knew Soviet's disregard to the America's warnings as the reason of the need to adopt steeper procedures from America for the Soviet Union. This suggests that the Israelis were unaware of the depth and content of Iran's internal developments, and they studied these developments only in the context of the bipolar system and the struggle of the two superpowers and they did not think of anything else outside this framework. Shah's escape from Iran utterly disappointed Israelies and Moshe Dayan recognized Shah's escape as a factor to make the process of Egypt-Israeli peace talks more difficult. Gen. Rafael Eitan, Chief of Staff of the Israeli army, during a press interview with the Yediot Aharonot newspaper's reporter said: "The Israelis learnt a lesson from the recent events in Iran which is that any external support when needed might become a broken stick, and we should only rely on our own power."
With the triumphant return of Imam Khomeini to Iran on Bahman 12 1357 expresses announced the news of serious concern of Israeli government about his return that could jeopardize peace talks. By victory of Revolution on February22, the Israeli Embassy was cleared and was changed to the Embassy of Palestine. Israeli spokesman also admitted that cutting off political and economic ties between Iran and Israel has made large losses to the economy of the country. New Iranian government has also asked all Israelis in official positions to leave Iran immediately. The expulsion included members of the Israel delegation and the Jewish Agency and the Israel Aircraft (AAL) and representatives of the Israeli contracting firms. Palestinian embassy was opened on March 58 in Israeli embassy place. In the event, Yasser Arafat, the PLO leader, Hojjat al-Islam Seyyed Ahmad Khomeini (RA) and doctor Yazdi attended.
Iran's revolutionary government announced its official statement about contract of Egypt and Israel. The declaration was issued at the time of the doctor Karim Sanjabi, first secretary of the revolution. It has been mentioned in the declaration: "the major reason of crisis which has caused bleeding in the Middle East for 31 years and has imposed four big regional wars and a consistent major battle is the lack of attention to the rights of people of Palestine and neglecting their existence. The disaster of Palestine, which has scratched the human being conscience, has turned to an injustice center in the world level that without finding out the causes and main reasons and omitting them, any other action for peace and understanding would be senseless in the region and world. Signing the peace treaty between Egypt and Israel without noticing legal demands of Palestinian nation and without active cooperation of Palestinian representatives means approving occupation seeking of international Zionism and consistent overwhelming of Palestinians' rights, and it is opposite of international standards and principles of the Charter of the United including not occupying others' land by imposing force and resolutions number 242 and 338 of security council about the crisis of the Middle East. The contract which is unfortunately settled by present government of Egypt and usurper state of Israel under supervision and leadership of United States of America has no result except settlement of Israel in Arabs' occupied lands and stabling it as a palace of colonial policies in the region and strengthening domination of America in it. Temporary government of Islamic republic of Iran again besides declaring full support of Palestinian nation and confirmation of Arabs nations, who have not accepted the imposed peace, sentences signing the treaty, and besides announcing the point that signing the treaty in addition to trample Palestinian nation's rights, is bad for Muslim nation of Egypt and other nations of the region, warns the governments who sign the treaty that it will have dangers for international peace and welfare and announces that any resolving of issues of the Middle East without noticing the rights of Palestinian rights and their representatives'' entrance in the councils, is rejected by Iran. Muslim nation of Iran and temporary Islamic republic of Iran will apply all his equipment to advocate the rights of Palestine nation and fighting for their rights."
