Consolidation of Israel rule, the most important objective of the Roadmap

Osama Hamdan, the representative of the Islamic Resistance Movement "Hamas" in Lebanon, rejected any participation of the movement in any political activity that its reference is the Oslo agreements, and stressed that illegal weapons are the ones used to suppress the resistance of the Palestinian people and against its people. He added that Hamas insists on continuing the struggle and the resistance, and its weapons only targets the invaders. This member of Hamas said that Hamas movement has presented plans for a ceasefire in the past. Hamdan said the talks of Palestinian groups will continue in various ways. The talks are mostly bilateral and Palestinian groups have close relationships together and work together in different fields. Hamdan added that the US government is trying to abolish the right of return of homeless people with preparing consistent plans and strategies with objective of influencing the Palestinian side positions. Hamas' representative in Lebanon emphasized that redraw of the map of the Middle East means to change the cultural, intellectual map and social relations between different communities in the region.
What is position of Hamas's movement on the new Palestinian government and the non-participation of the Palestinian in this government?
We must say about the new regime of Palestinian Authority that our position is clear and evident concerning the Oslo agreements which is underlying of formation of this government. We have repeatedly stated that Hamas movement will not participate in any political activities with sources of such agreements. Of course the problem does not prevent formation of good relation with this government and to help service activities.
The lack of participation of the Palestinian groups in Authority government returns to opposition of these groups with participation in any government that is formed on the basis of Oslo and the roadmap. Not to be in line with the plans and agreements with aspirations of the Palestinian people on the one hand, and the conditions causing formation of the government of Abu Mazen on the other hand, is the reason of the Palestinian groups' opposition to participate in the government. These groups have no objection to participation in government, but they have taken the procedure because influential factors in the formation of the Palestinian Authority have no coordination with the Palestinian aspiration.
Recently it has been rumored that US officials are training new information security elements of the Palestinian Authority to fight terrorism; how do you evaluate the establishment of this organization?
First, it is so clear that the organization was established at the request of Zionist and the US pressure. This means that the security organization does activates based on definition of the United States and Israel about terrorism.
Secondly, it was competent that authorities of the organization offer an understanding of the role of security organizations in support of the Palestinian people against the Zionist regime and fighting with the enemy in Palestinian society. It was competent that the organization would be established to prosecute spies and mercenaries and pursued this goal.
Thirdly, I do not think that Palestinian people embrace an organization like this. It soon becomes clear that the establishers of this organization will be against the Palestinian people. Of course, if the organization wants to confront Palestinian resistance.
In recent years, various parties have presented plans for peace and ceasefire. Does Hamas movement have such plans to offer particularly with regard to international repeated developments?
While the occupiers have targeted our nation, and every day continue acts of terrorism, murder, destruction and confiscation in Palestinian, is it not unreasonable that Palestinian people talk about a cease-fire in this situation. On the contrary, it is natural and logical that this nation defend themselves and their land and resist the invaders with everything at its disposal. That is why resistance is not violence as some say, but it is resistance against the occupiers and aggressors.
Speaking about stopping resistance will be evaluated in this regard. Despite these issues, Hamas has offered plans on various occasions that here we mention two projects:
1- Sheikh Ahmed Yassin suggested in the past that Hamas is prepared to sign armistice in the case of the withdrawal of the occupiers of the West Bank and the Gaza Strip, including Jerusalem and the destruction of Jewish settlements and formation of Palestinian statehood without outside forces interference and lack of recognizing Israel in the occupied land of 1948 for 10 to 15 years.
2- The project was presented at the Cairo talks. Hamas announced his readiness in the negotiations to examine the issue of targeting Israeli civilians if the immediate cessation of Israeli attacks and not targeting Palestinian civilians and stopping arrest, assassination, destruction of homes and farmland.
Abu Mazen's has said words about collecting illegal weapons. How does Islamic Resistance Movement of Hamas evaluate Abu Mazen's call? Did it give up in front of it?
Illegal weapon is the weapon that did not defend our nation against the invaders and is weapons used to suppress the Palestinian people and their resistance against it. No the question is whether his words about weapons means this or is the same arms of the resistance according to the meaning attitude of Israelis and Americans? Hamas considers legal weapons as resistance. These weapons acquired their legitimacy by fighting the invaders and defending Palestinian people. Those who think that our nation will accept the definition of "Israel" about resistance and start to act against resistance to implement the dictates of the Zionists are thinking wrongly.
Where have internal dialogues among Palestinian groups led to? The negotiations will continue in its many forms and will be held mostly on a bilateral basis. We in Islamic resistance of Hamas know talks and dialogue as an important means to reach understanding among different spectra of the Palestinian people. But in case of the Cairo talks, as everyone knows, the latest round of negotiations reached agreements on vital issues, but those, who wanted to stop the resistance completely, left the talks unfinished.
Has Hamas been officially invited to participate in the new round of Cairo talks?
About new round of talks in Cairo we must say that despite the fact that no time has been determined to hold it and no invitation has been taken in this regard, Hamas has emphasized that negotiations will continue. These negotiations must be transparent so that a national program and policy be developed for the unity of all groups and Palestinians forces based on resistance and realization of national objectives.
Many raise questions on the outlook for the next stage, especially due to the threat of Authority to collect "illegal weapons" and opposing of Palestinian groups, in such situation, what position do negotiations have in relation with you and the Palestinian Authority?
As I said Hamas based on its understanding and approach considers negotiations as the only acceptable means in the context of domestic relationships of Palestinian groups. For this reason, negotiation will be mentioned as the sole means to settle the internal relations within Palestinian groups together.
What would your response be if the PA starts to collect weapons and arrest members of the Palestinian groups?
On the one hand, the large number of Palestinian believes that the Palestinian Authority has been submitted to Israeli dictates and conditions. On the other hand, I think that Palestine society has undergone positive changes during thirty months of al-Aqsa Intifada and Palestinian people are the ones who support resistance; these people will evaporate efforts to suppress resistance.
How much cooperation and agreement do you have with other resistance groups (leftist, nationalist and Islamic) in the struggle with the Zionist occupiers?
We believe that all Palestinians can do their activities within the framework of a national policy based on the principle of resistance and ending occupation. In this regard, we have good relations with all Palestinian groups, and we are always in touch.
We have good and high-level relations with some of these groups based on the determined frameworks.
Here is useful to mention military relations and cooperation in the implementation of joint activities across military branches of the groups and military wings of Martyr Izz ad-Din al-Qassam. We have always tried to unite the resistance on the basis of a national policy and program based on resistance against the occupiers. The aim is to achieve higher goals and national rights of the Palestinian people and not to make any concessions in the field of National rights of Palestinians.
It has been recently common that Hamas leaders have been deported from Qatar; firstly, how much hosting has Government of Qatar done during the length of stay of Hamas leaders, and secondly, what was the reason of leaving Qatar and going to Syria?
Leaders who were exiled to Qatar still have a residence permit in this country, and they were treated respectfully during the stay in Qatar. The presence of leaders of the Hamas movement in the Arab country is a part of the criminal Zionist occupiers' activities which have displaced our people from their homeland.
various media have reported foreign pressures on Syria to close your offices, have your offices been closed in the country, and what kind of reaction would you have if Syria surrender in the face of these pressures and shut down your offices?
Hamas movement cooperates with Arab countries on the principle of transparency. For this reason, we are not talking about double-sided pressures, but we look at relationships of these countries based on principles of understanding and activity in line with common benefits.
We are all unaware of the future. But what do you think is the most concern of Hamas for future?
I do not think that those who have chosen resistance against the occupier, be worries at all. But what is painful is that some depend on US and Israel and the peace process. Actions of those people have caused various disasters for our nation and the issue of Palestine.
What is sad and frightening is that some people ignore the blood of martyrs and sacrifices and concessions of prisoners and the Palestinian people by depending on those countries and affect the Palestinian side negatively with giving privileges to Israel.
If we go back to past, we will realize that Hamas strongly criticized Jibril Rajoub, former head of intelligence in the West Bank; while criticism of Muhammad Dahlan was less severe. Dahlan has now assumed an important position; will he reach an understanding with Hamas in this position?
We had hoped that goal of Abu Mazen's government is establishing a national unity based on continuing resistance against the occupiers, but with regard to the policies proposed by the state to legislature, it became clear that the new PA government has other priorities the objectives. Jibril Rajoub was criticized for his treatment with resistance, and his current political situation was the natural consequence of his actions against the resistance. Anyone, who thinks that can override the blood of the nation to achieve a position and power, is terribly wrong because the blood will curse him. I ask Muhammad Dahlan to try for agreement with the resistance and supporting it.
What influence does global attack against what is called terrorism has on Hamas movement in and out of Palestine?
All participants in the attack led by the United States understand it well that the Palestinian resistance is not terrorism, but it is resistance against Zionist terrorism against the Palestinian people, and this issue is a natural reaction to this kind of terrorism. But in the Arab and Islamic nations the attack on Hamas under the pretext of combating terrorism has had opposite effect and has doubled Muslims' support for jihad and resistance of our people in general and Hamas in particular. This support is not limited only to the Muslim nation but also popular circles support of the movement globally.
